Marlow called the meeting to order at 9:00 a.m. in the presence of Vice-Chairman Richard A. Broders and Member James A. DeLeo. ASSESSOR'S CERTIFICATE OF ASSESSMENT ROLLS The Board reviewed the Assessor's Certificate of Assessment Rolls to the County Board of Equalization. Vice-Chairman Broders moved to accept the Assessor's Certificate of Assessment Rolls for 2004 in the amount of$3,016,664,042. Member Deleo seconded the motion which carried by a unanimous vote. DETERMINATIONS John A. Canova 2080 Renfrew Road Victoria, BC V8PIS4 CANADA BOE: 04-20-LO PN: 998 802 405 After careful consideration of all the information submitted by both parties and conducting a physical inspection of the property, the Board determined that there have been sale of other properties in the area which would also likely be required to install a sewage pump. It is assumed that this issue has been factored into the sale price for these similar properties. Based on those sales, the current assessed value of this parcel appears to represent true and fair market value if placed for sale at this point in time. Vice- Chairman Broders moved to sustain the Assessor's valuation of$6,300 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. Jefferson Terrace Lake Oswego, OR 97035 BOE: 04-14-C PN: 948332903 The Board carefully considered of all the information submitted by both parties and conducted a physical inspection of the property. Based on comparable sales information, it was determined that the current assessment appears to represent true and fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of$I,315,140 ($415,960 for the land and $899,180 for the improvements). Jefferson Terrace Lake Oswego, OR 97035 BOE: 04-21-C PN: 948 320 501 The Board carefully considered all the information submitted by both parties and conducted a physical inspection of the property. It was agreed that based on sales of comparable properties the valuation of this parcel is fair and equitable. Vice-Chairman Broders moved to sustain the Assessor's valuation of $910,820 (5288,000 for the land and $622,820 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 18,2004) Hank & Tammy Sukert #82 Elizabeth Street Port Townsend, W A 98368 BOE: 04-1O-LO PN: 986703901 After carefully reviewing all the information submitted by both parties and conducting a physical inspection ofthe property, the Board agreed that the base land value should be reduced by 20% due to the negative impact on the property caused by neighboring commercial properties and the proximity of Highway 20. Vice-Chairman Broders moved to overrule the Assessor's valuation of$19,920 (land only) and reduce it to $15,936. Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that based on the attributes of these parcels, such as existing platting, location, and proximity to public beach/park, the Assessor's current valuation represents fair market value of the property ifit were to be placed for sale at this point in time. Vice-Chairman Broders moved to sustain the Assessor's valuation for all the parcels as follows: $45,000 for parcel 961 804302 (land only); $6,000 for parcel 961 804303 (land only); $24,000 for parcel 961 804304 (land only); and $156,000 for parcel 961 804306 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that based on sales of similar property, the current assessed value represents true and fair market value for this parcel. Vice-Chairman Broders moved to sustain the Assessor's valuation of $341 ,51 0 ($83,000 for the land and $258,510 for the improvements). Moyer 72 Harms Lane Port Ludlow, W A 98365 BOE: 04-15-R PN: 990603164 After carefully reviewing all the information submitted by both parties and conducting a physical inspection ofthe property, the Board concurred that the view impediment due to tree growth possibly affects the value of this property, however, the appellant did not provide sufficient market evidence pertaining to this issue. Vice-Chairman Broders moved to sustain the Assessor's valuation of$346,930 ($100,000 for the land and $ 5246,930 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 16, 2004) James & Sharon Walker 71 Timber Heights Drive Port Ludlow, W A 98365 BOE: 04-01-R PN: 998 500 060 After carefully reviewing all the information submitted by both parties and conducting a physical inspection of the property, the Board concurred that based on sales of similar property, the current assessed value represents true and fair market value for this parcel. Vice-Chairman Broders moved to sustain the Assessor's valuation of $423,050 ($143,000 for the land and 5 $280,050 for the improvements).
