Based on sales of comparable properties, the Board determined that the current assessment represents the fair market value ofthis parcel. Vice-Chairman Broders moved to sustain the Assessor's valuation of $58,330 ($27,000 for the land and $31,330 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. Royal Eagle Point, OR 97524 BOE: 05-05-R PN: 983400705 After carefully reviewing all the information presented by both parties and conducting a physical inspection of the property, the Board determined that the current assessed value of this parcel represents its tme and fair market value based on comparable property sales. Vice-Chairman Broders moved to sustain the Assessor's valuation of$44,195 ($22,000 for the land and $22,195 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. Based on comparable property sales used by the Assessor, the current assessment represents the fair market value of this parcel ifit were placed for sale on the open market. The property sales presented by the appellant were comparable, however, the houses constructed on them were generally oflesser value than the appellant's house. Vice-Chairman Broders moved to sustain the Assessor's valuation of$282,980 (593,000 for the land and $189,980 for the improvements). Peck, Sr. 281 South Beach Drive Port Ludlow, W A 98365 BOE: 05-02-LO 05-03-LO PN: 950101001 950 201 002 After carefully reviewing all the information presented by both parties and conducting a physical inspection of the property, the Board determined that the value of parcel 950 101 001 represents its true and fair market value. Evidence was shown that this parcel is considered a wetland causing it to be subject to buffers and setbacks which eliminate the possibility of development. However, it does have a certain usage value because it is cleared and contains a small storage shed. Vice-Chairman Broders moved to sustain the Assessor's valuation $3,000 for parcel 950 101 001 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 15, 2005) ~oard of Equalization Minutes - AU2ust 24, 2005 Pa2e 3 ~ With regard to parcel 950 201 002 the Board determined that due to documented wetland issues, this parcel has marginal utility and would have little value as a buffer to other properties. Due to its location and the fact that portions of it are very wet, no physical use could occur. Furthermore, due to required buffers and setbacks, current rules would not allow any alteration to the parcel. Based on a sale of presumably similar unusable property in the area, the Board feels a reduction in value is necessary to reflect the true and fair market value of this parcel. Vice-Chairman Broders moved to overrule the Assessor's valuation of$3,000 for parcel 950 201 002 (land only) and reduce it to $1,000. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 15,2005) R. W. & Kathleen Bradford P.O. Box 1167 Port Townsend, W A 98368 BOE: 05-06-LO PN: 801 322 008 After carefully reviewing all the information presented by both parties and conducting a physical inspection of the property, the Board determined that the transaction to acquire the property in the amount of$37,500 does not represent the true market value of this parcel. By law, property must be valued at 100% of its fair market value. If placed for sale on the "open market", this parcel could sell for the current assessed value. Vice-Chairman Broders moved to sustain the Assessor's valuation of$57,81O (land only). Member DeLeo seconded the motion which carried by a unanimous vote. Scott Phinney/Christopher Robinson 1 Mount Jefferson Terrace Lake Oswego, OR 97035 BOE: 05-09-C PN: 948320501 After carefully reviewing all the information presented by both parties and conducting a physical inspection ofthe property, the Board determined that the appellant did not provide convincing evidence that shows the value of the property is not representative of its fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of$1,016,400 ($426,500 for the land and $589,900 for the improvements).
