Chairman William S. Marlow called the meeting to order at 1 :00 p.m. in the presence of Vice-Chairman
Richard A. Broders. Member James A. DeLeo was absent.

The Board carefully considered the testimony of both parties and conducted a physical inspection ofthe
property. It was agreed that while the noise issue presented by the appellant at the hearing is essentially
accurate, there have been sales of similar property in the area that are subj ect to the same noise. This
indicates that the current assessed valuation represents fair market value. Based on the sales of
comparable properties, it is likely that this parcel would sell for the current assessed value if placed on the
open market. Thus, the Board is compelled to uphold the Assessor's valuation. Vice-Chairman Broders
moved to sustain the Assessor's valuation of$487,685 ($158,750 for the land and $328,935 for the
improvements). Chairman Marlow seconded the motion. The motion carried. (See also minutes of

After carefully reviewing the information presented by both parties and conducting a physical inspection
of the property, the Board determined that the wetland designations and associated wetland buffers
adversely affect the value oflots 11 and 12. The Board agrees with the Assessor's Representative that this
parcel is not wet and does not appear to be a wetland. However, a reputable consultant prepared a wetland
delineation report for the City of Port Townsend which indicates wetland boundaries and buffers on this
property, and is assumed to be accurate. The City of Port Townsend, having initiated this wetland
delineation report, presumably will use this to regulate by. Based on the Board's site inspection, the City
is now opening Cleveland Street and requiring it to be constructed around this "wetland", although the
recently installed water line will remain. Therefore, it is likely that lot 12 would not be usable as a
building site. Vice-Chairman Broders moved to overrule the Assessor's valuation of $60,000 (land only)
and reduce it to $45,000 (Lot 5 $25,000; Lot 11 $10,000; and Lot 12 $10,000). Chairman Marlow

The Board carefully reviewed all the information presented by both parties and conducted a physical
inspection ofthe property. It was determined that access issues adversely affect the valuation of this
property. Since sales of property with similar problems are rare, a reduction of 50% based on the "Cost of
Cure" is applicable and reasonable in this case. Vice-Chairman Broders moved to overrule the Assessor's
valuation of $50,000 (land only) and reduce it to $25,000. Chairman Marlow seconded the motion. The

After carefully considering all the information presented by both parties and conducting a physical
inspection of the property, the Board determined that the view blockage issue presented by the appellant is
significant and adversely affects the market value of the property. Lacking a more complete analysis of
the adverse effect on the valuation, removal of the "+ 10% second-story enhanced view factor" from the
land value is warranted and reasonable. Vice-Chairman Broders moved to overrule the Assessor's
valuation of $509,005 ($154,375 for the land and $354,630 for the improvements) and reduce it to
$495,880 ($141,250 for the land and $354,630 for the improvements). Chairman Marlow seconded the
