Broders James A. DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 9:00 a.m. in the presence of Vice-Chairman Richard A. Broders and Member James A. DeLeo. APPROVAL OF MINUTES Vice-Chairman Broders moved to approve the minutes of August 23, 2006 and September 18, 2006 as presented. Member DeLeo seconded the motion which carried by a unanimous vote. Most of the 18 parcels under appeal are small lots with the exception of one parcel (#802 024 001) which consists of approximately 65 acres. The Board agreed that the appellant did not provide enough evidence to show that the assessor's valuation of parcel #802 024 00 I is incorrect. Vice Chairman Broders moved to sustain the assessed value of$169,330 for parcel #802 024 001 (BOE06-43-LO). Member DeLeo seconded the motion which carried by a unanimous vote. The value of parcel #995400041 appears to be inconsistent with the value of the neighboring parcels. This parcel is subject to same severe development constraints as the other parcels within the plat and should be reduced in value to reflect those constraints and be more in line with the valuations of the other parcels. The Board agreed that the assessed value of the remaining parcels adequately takes into account the severe development constraints. Vice-Chairman Broders moved to overrule the Assessor and reduce the value of parcel #995 400 041 (BOE06-56-LO) from $20,230 to $7,500. Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to sustain the assessed value of the remaining parcels as follows. Box 543 Quilcene, WA 98376 BOE: 06-21-R PN: 702 142 002 The Board carefully considered the information submitted by both parties and conducted a physical inspection of the property. It was agreed that sales of comparable land indicate the land value is fair, however, due to the limited completion of the house interior, the value of the improvements should be reduced. Vice-Chairman Broders moved to overrule the Assessor and reduce only the improvement value from $170,030 to $130,030 for a new total valuation of$219,735. The land value of$89,705 remains unchanged. Box 578 Carlsborg, W A 98324 BOE: 06-19-LO PN: 701 304 001 After carefully reviewing the information presented by both parties and conducting a physical inspection of the property, the Board determined that the land value should be reduced by $10,000 due to poor topography, slide hazards and development constraints. Vice-Chairman Broders moved to overrule the Assessor and reduce only the land value from $43,625 to $33,625 for a new total valuation of535,125. The improvement value of $1 ,500 remains unchanged. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 14, 2006) John and Cindy Hollister 11526 Alpine Drive SW Port Orchard, W A 98367 BOE: 06-18-LO PN: 991 700006 After carefully reviewing the information presented by both parties and conducting a physical inspection ofthe property, the Board concurred to reduce the land value because the required setback from the highway has a negative impact on the fair market value and the appellants were not aware of the setback requirement at the time they purchased the property. Vice-Chairman Broders moved to overrule the Assessor and reduce assessed value from $75,000 to $56,250 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. Based on sales of comparable properties, the assessed value represents fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of$330,050 ($227,500 for the land and $102,550 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 28, 2006) Board of Equalization Minutes - January 2, 2007 Pa2e:4 Ruth and Wesley Dunham 1119 N. 30'h Street Renton, W A 98056 BOE: 06-17-R PN: 601181006 After carefully reviewing the information presented by both parties and conducting a physical inspection ofthe property, the Board determined that the current assessed value represents fair market value based on sales of comparable properties. Vice-Chairman Broders moved to sustain the Assessor's valuation of $159,240 ($109,240 for the land and $50,000 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 28, 2006) Joe and Joy Baisch 3485 Dosewallips Road Brinnon, W A 98320 BOE: 06-42-R PN: 602 291 012 After carefully reviewing the information presented by both parties and conducting a physical inspection of the property, the Board concurred that the information supplied by the appellants was not sufficient to overrule the Assessor's presumption of correctness. Vice-Chairman Broders moved to sustain the Assessor's valuation of $386,970 ($37,245 for the land and $349,725 for the improvemellts). (See also minutes of November 28, 2006) Glen Scheiber 13240 Madison Ave. Bainbridge Island, WA 98110 BOE: 06-33-LO PN: 981901527 After carefully reviewing the information presented by both parties and conducting a physical inspection of the property, the Board concurred that the large size of this parcel does not make up for its poor topography. Therefore, a reduction of 30% is applied. Vice-Chairman Broders moved to overrule the Assessor and reduce the value from $10,500 to $7,350 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. Due to the wetlands/swamp on the property the Board agreed to reduce the land value by an additional 20% on top of the reduction already given by the Assessor's office (for a total reduction of 60%). Vice-Chairman Broders moved to overrule the Assessor and reduce the assessed valuation from 56,300 to $4,200 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to sustain the assessed valuation of $85,420 ($70,115 for the land and $15,305 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 14, 2006) James & Ramona Reid 25863 Tytler Road Poulsbo, W A 98370 BOE: 06-25-R PN: 701 093 004 After carefully reviewing the information presented by both parties and conducting a physical inspection of the property, the Board determined that evidence for a reduction in value for the lack of power was insufficient to justify a further reduction in value beyond what is already applied by the Assessor's office. Sales of comparable properties show that the value reflects fair market value. Vice-Chairman Broders moved to sustain the assessed valuation of$191,325 ($131,000 for the land and $60,325 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to sustain the assessed valuation of $485,200 (land only). Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that a 10% reduction should be applied to the improvement value for economic obsolescence to arrive at fair market value of all improvements. Based on sales of comparable property, the current assessed land value reflects fair market value. Vice-Chairman Broders moved to overrule the Assessor and reduce only the improvement valuation from $111,025 to $99,922 for a new total valuation ofSI42,122.
