Hello, my name is Akeyla Behrenfeld. I am interested in the senior student position on
the Jefferson County Marine Resource Committee.
I have lived in Port Townsend my entire life and have spent most of that time either on
or in the water. Some of my first memories include spending entire days fishing on my
family's fishing boat and tide-pooling at our local beaches. These early memories ignited
my interest in marine biology and a desire to protect and conserve the extremely
diverse and crucial ecosystem that surrounds Port Townsend and our planet. My
interests in our marine ecosystem prompted me to explore SCUBA diving in Malaysia at
the age of 10 then obtaining my open water SCUBA certification following that
experience. I am currently working towards my Dive Master certification and through
this have had opportunities to volunteer for the Washington State Scuba Alliance;
moving marine life from the old Point Hudson break water to the new reef, as well as
volunteering for REEF (Reef Environmental Education Foundation); participating in their
fish count at the new reef. While I have become more involved in local marine
restoration programs. I have found myself increasingly interested in other ways in which
I can be more directly active in putting my passion for conservation to use. Throughout
my high school career, I have been a member of the high school's Students For
Sustainability club which focuses on land based conservation. While participating in this
club I have been able to increase my knowledge of the legislation side of passing
environmental bills. For me, the MRC would be an extraordinary way to both actively
participate in helping our marine environment, but also a way by which to broaden my
understanding of how environmental decisions and policies are made at a higher level.
In the past months, I have been able to attend an MRC meeting, and found it very
interesting. Every member was very knowledgeable and engaged. During this meeting,
was able to watch a presentation on the use of GIS in underwater surveying which
found to be extremely inspiring and informational.
Next year I will enter my senior year at Port Townsend High School. Becoming a
student representative on the MRC would not only allow me to learn about marine
conservation and policy making, but would also allow me to get involved with local
decisions that directly impacts the Salish Sea.

STATEMENT OF ISSUE:
In July, 2024, an application was received for the Jefferson County Marine Resources Committee (MRC) in
response to advertising efforts. Akeyla Behrenfeld applied for the four(4) year term Local Youth position.
On July 23, 2024, a letter was sent to the Jefferson County Board of Commissioners regarding Dr. Brenda

Johnson's desire to be reappointed for another four(4)year term in the District 2 position.
On July 29, 2024, a letter was sent to Katie Kowal, Lead Coordinator for MRC, regarding the resignation of
Joanie Hendricks as a District 3 representative,effective September 8, 2024.
ANALYSIS:
It is recommended that the Board of County Commissioner's approve the following membership
changes:
1. Akeyla Behrenfeld -Appointment for Local Youth position beginning on August 12, 2024. Serving a
four(4) year term to expire on August 12, 2028
2. Dr. Brenda Johnson - Reappointment for District 2 Chair position beginning on August 12, 2024.
Serving a four(4)year term to expire on August 12, 2028
3. Joanie Hendricks Resignation from District 3 position effective September 8, 2024
RECOMMENDATION
Approve the letters for the membership of the Jefferson County Marine Resources Committee:
