VPRO Challenged A recent court challenge to a VPRO appears to be a frivolous lawsuit brought by an entity with a long-standing contentious relationship with the municipality. However, this situation offers valuable lessons on how to avoid such scenarios in the future. The Blight Tax allows the city to apply 25 times the average tax on a property that has gone through a process that the city deems blighted, and the owner has been given the opportunity to bring that property up to code.
