Staff memo explains rationale. Countywide Planning Policies – 2024 Update Summary of Process Growth Management Steering Committee 8/13/2024 u Purpose of CPPs: u Under GMA, Countywide Planning Policies establish a framework for developing and adopting county and city comprehensive plans. RCW 36.70A.210 u Identifies a series of topics which to develop policy framework u In coordination and collaboration with cities u Population allocation/distribution u Other policies that local jurisdictions determine are desirable Countywide Planning Policies – 2024 Update Summary of Process Growth Management Steering Committee 8/13/2024 u Current Policies: u Adopted in 1992, under initial GMA requirement u 2005 staff effort to update but wasn’t completed u 2024 Proposed Amendments: u Needed due to legislative amendments (housing, public facilities, tribal) u Reviewed 2005 staff amendments – County/City input u Reviewed GMA, Commerce Guidance, Kitsap, Snohomish, Pierce CPPs recent update u CPPs overall are still very sound u Amendments were identified as underline for additions and strikeout for deletions Countywide Planning Policies – 2024 Update Summary of Process Growth Management Steering Committee 8/13/2024 u 2024 Proposed Amendments: u Initial Release 5/1/2024 u GMSC Meeting 5/14/24 – comments and questions u 2nd Draft 6/4/24 version – incorporated input from GMSC Meeting, Jefferson Transit, Jefferson County Public Works – in purple u GMSC Meeting 6/11/24 – comments u 3rd Draft 8/1/24 version – incorporated input from 6/11/24 meeting and PGST written comments u Mark up + Clean Copy Countywide Planning Policies DISCUSSION POTENTIAL ACTION Ø HAPT may influence urban/rural split policy, recommend having that discussion.
