Establishing Standards for
The Annual Inventory of the
Capitalized Fixed Assets
RESOLUTION NO. 19-07
WHEREAS, RCW 36.32.210 requires that a full and complete inventory of
all capitalized assets, including, for example, buildings, infrastructures, tools
machinery, equipment and appliances, belonging to Jefferson County be
maintained; and,
WHEREAS, this inventory is required to provide accurate information for
the preparation of the County's financial reports and for accountability regarding
the fixed assets of Jefferson County.
NOW, THEREFORE, BE IT RESOL VED by the Board of County
Commissioners as follows:
1) Each department or office of the County shall conduct a physical count of
its inventory and file the appropriate annual report in a timely manner in
accordance with the established State and County Auditor accounting
guidelines.
2) The County shall capitalize and include in the inventory report all single
fixed asset items with a value of $5,000.00 and more. The $5,000.00 unit
price includes unit price, taxes, shipping and handling, set-up fees, and all
other related costs needed to put the item in a working condition.
3) The County shall include in the inventory report items that have a unit
value ofless than $5,000.00 if they are considered small and attractive.
The following is a sample list of small and attractive items:
. Communication Equipment, such as radios;
. Microcomputer systems, such as laptops, personal computers,
printers and scanners;
. Law and Safety equipment, such as guns;
. Audio and Video equipment, such as cameras, televisions, VCRs,
video cameras, projection equipment, and tape recorders;
. Optical devices, such as binoculars, telescopes, infrared viewers and
rangefinders;
. Other equipment the Elected Official of Department Head deems
appropriate to keep on the inventory.

4) The Jefferson County Auditor's Office will continue to coordinate the
County's compliance with the state law listed above and is hereby formally
requested to do so.
5) Each Elected Official or Department Head shall certify in writing the
accuracy of the inventory to be provided by his or her office, department,
agency or division to the Jefferson County Auditor, who in turn shall
forward the collected inventories to the Clerk of the County Commission.
6) The three members of the Jefferson County Commission shall file with the
Jefferson County Auditor on or before the first Monday in March of every
year a statement verified by oath regarding the inventory of capitalized
assets, attaching to said statement the certified inventory sheets from the
various offices, departments, agencies or divisions of Jefferson County.
BE IT FINALLY RESOL VED, that this Resolution on Standards for
Capitalized Fixed Assets and the Inventory shall be effective as of February 28,
2007.

I. Description --A brief description of the agenda item.
A committee of County Department Heads and Elected Officials met to
review the RCW and County policies regarding the annual inventory of
Capitalized Fixed Assets. This resolution which establishes standards for
County Departments to meet is the result of that meeting.
II. Issues --A short outline of the major issues or areas that should be given
particular attention.
This resolution requires each Elected Official and Department Head to
certify the inventory provided to the Auditor at the first of each year. The
Auditor will in turn forwa-d the collected inventories to the Commissioners
Office. The Board of Commissioners will then file a statement verified by
oath regarding the inventory of capitalized assets and attach such statement
to the certified inventory sheets from the various offices and departments of
Jefferson County.
III. Action -- What is the nature of the action the Board is being asked to
take (discussion, approval of a contract, support for a grant, etc.).
Approve the Resolution
IV. You may also want to express the department's position or recommendation.
Suggested wording for the motion (a motion to approve/adopt/accept and a motion to
deny/remand) would help especially if there are specific items or wording that needs to be
covered in the motion.
Recommendation is to adopt this Resolution.
