The parcels are located just east of ,Paradise Bay Road, Port Ludlow, Jefferson County, Washingto'n in Section 35, Township 28N, Range IE (figure 1). The parcels are adjacent to each other and are roughly rectangular in shape (figure 2). The parcels are undeveloped but contain dirt drives that access central clearings in each parcel. Felton LLC proposes to build one single family residence on each parcel. This verification is being completed in response to a letter from the Jefferson ~ounty Department of Community Development dated August 3,2007, (case number MLA07-00347). Field work and repo!ting has been completed by Michael Dawson. SEP 1 4 2007 2.1 Literature Review Applicable regulations include Jefferson County Code (JCC) Article VI-H Fish and Wildlife Habitat Areas which protects waters that meet the criteria for Type 1, 2, 3, 4 and 5 streams as set forth in WAC 222-16-030, and their buffers. All stream crossings should be avoided and alternatives should be explored (JCC 18.15.305 -'1). Culvert installation requires Hydraulic Project Approval (HP A) from the Washington Department ofFish and Wildlife under the Hydraulic Code Chapter 77.55 RCW. Two streams are shown crossing the subject parcels on the ,Jefferson County Environmentally Sensitive Areas (ESA) map (figure 2). The northern stream, referred to here as Stream A, is shown crossing Paradise Bay Road from the west through a part of parcel 821351,027, then through parcel 821351028 and exiting its southeast comer. Stream.A is then shown crossing the northeast comer of parcel 821351027 before exiting the subject property. The portion of Stream A on the subject property is indicated to be a Type 3 stream on the ESA map. A second stream, referred to here as Ditch B, is shown crossing Paradise Bay Road from the west, crossing parcel 821351027 and 821351028 in a northeasterly direction and joining Stream A on the northern parcel. Ditch B is indicated to be a Type 4 stream on the ESAmap. On the Hosfeldt Short Plat map by Northwestern Territories, Inc., dated September 13, 2000, only a stream labeled "Type 9 stream" is shown crossing east on parcel 821351027 and ending a short distance into the southeastern comer of parcel 821351028 (Figure 4). This Type 9 stream is in a s~milar.location' to Ditch B. Stream A is not shown.
