Dear Ron Mountain,
On August 8,2024 the Port Ludlow Drainage District Commissioners were pleased to unanimously appoint
you to the Port Ludlow Drainage District(PLLD)as Commissioner 1. On August 19, 2024,the Jefferson
County Board of County Commissioners approved your appointment to the PLLD as Commissioner 1. You
will serve an unexpired term until the next special district general election which will take place in February
2026.
Pursuant to RCW 85.38.070, the person so elected shall take office immediately when qualified as defined
in RCW 29A.04.133;
"Qualified" when pertaining to a winner of an election means that for such election:
(1)The results have been certified;(2)Any required bond has been posted;and(3)The winner has
taken and subscribed an oath or affirmation in compliance with the appropriate statute, or if none is
specified,that he or she will faithfully and impartially discharge the duties of the office to the best of
his or her ability. This oath or affirmation shall he administered and certified by any office or notary
public authorized to administer oaths,without charge therefor.

SUBJECT: Drainage District Appointment(1) re: Port Ludlow Drainage District
(PLDD); Commissioner 1; Ron Mountain to serve the remainder of an
unexpired term until the next special district general election in February 2026
STATEMENT OF ISSUE:
On August 8,2024,the Port Ludlow Drainage District Commissioners unanimously appointed,Ron Mountain,
as Commissioner 1, due to the resignation of PLDD Commissioner 1, Gary Rygmyr.
Pursuant to RCW 85.38.070, whenever a vacancy occurs in the governing body of a special district, the
legislative authority of the county within which the special district,or the largest portion of the special district,
is located, shall appoint a district voter to serve until a person is elected, at the next special district general
election, which will take place in February 2026.
ANALYSIS:
Pursuant to RCW 85.38.070, the person so elected shall take office immediately when qualified as
defined in RCW 29A.04.133;

Review and approve the letter of appointment for Ron Mountain, Commissioner 1 of the Port Ludlow
Drainage District for the remainder of the unexpired term, until the next special district general

immediately when qualified as defined in RCW 29A.04.133.

As you may know we unanimously recommended Ron Mountain as my replacement at our regular meeting yesterday.

Greg Brotherton had me coordinate Ron Mountain's PLDD Commissioner appointment
with Carolyn Gallaway, Clerk of the Board of the Jefferson County County
Commissioners. Ms. Gallaway shall place notice of Mr. Mountain's unanimous
appointment by the PLDD Commissioners at its August 8, 2024, Commission Meeting
to complete the 2 year term, through 2026, of PLDD Commissioner 1. The notice to
Jefferson County Commissioners is proposed to be placed on their Monday, August 12,
2024, Consent Agenda.
Should there be additional information or processes required, Ms. Galloway shall have
me contacted and I will relay any further communication to Mr. Mountain, PLDD
Commissioners and Staff.
