HomeMy WebLinkAboutLEPC 07-09-2024 Draft Meeting Minutes 1 Special Meeting Minutes - Draft Jefferson County Local Emergency Planning Committee (LEPC) July 9, 2024, at 1:00 p.m. Chimacum Fire Station, 9183 Rhody Drive, Chimacum, Washington Hybrid Meeting Voting Members Present (In-Person & Online): Pete Brummel (EJFR), Andy Stockton (American Red Cross), David Pederson (Taylor Shellfish Farms), Gary Maxfield (Jefferson Transit), Tim Calister (US Navy Indian Island), Tim McKern (Quilcene Fire Rescue). Voting Members Absent: Apple Martine (Jefferson Public Health), Joe Nole (JCSO), Thomas Olsen (PT Police), Dwayne Wendorf (PTPC). Guests and Public: Adiel McKnight (Jefferson County BOCC), Susan Forsythe (WA EMD), Chris Caprio (WA EMD), Laurie Magan (PTPC), Diane Elliott (Citizen). LEPC Coordinator: Bradley Brooks (Jefferson County (DEM) Topic Discussion Follow-Up Items CALL TO ORDER and INTRODUCTIONS Pete Brummel Interim Chair The meeting was called to order at 1:02 PM by Interim Chair Pete Brummel. Members in attendance were introduced and the required quorum was established. None PUBLIC COMMENT A call for Public Comments was announced: There were no public comments during the meeting. None LEPC OVERVIEW PRESENTATION Bradley Brooks LEPC Coordinator Bradley Brooks provided a PowerPoint overview of the LEPC. The presentation included discussing what a LEPC is, why form a LEPC, who are the LEPC members, roles and responsibilities of a LEPC, LEPC reporting, LEPC exercises and training. Pete Brummel commented that he has previous experience as the Chair of the LEPC in King County. None 2 Topic Discussion Follow-Up Items LEPC OVERVIEW PRESENTATION Additional Comments by Pete Brummel included: (1) The LEPC is concerned with fixed facilities with known quantities with hazardous chemicals, hazardous materials, toxic industrial materials and chemicals that are stored onsite in known quantities. Therefore, in the event of a release of a particular product, the LEPC would know the approximate amount of the release based on the initial amount of product submitted annually by private and public sectors. Additionally hazardous materials that are transferred to Naval Magazine Indian Island and hazardous materials transported through Jefferson County also present a hazard to the community. (2) There is no hazardous material response team in Jefferson County, all personnel are trained at the awareness and operation level. The fire departments only isolate, deny entry, and provide defensive operations. No offensive operations for release exist, which hinders the fire departments. It is a huge investment for fire departments to take on the technician role. The fire departments rely on Navy Region Northwest for assistance in response to hazard material release. (3) Federal Funding may be available for funding through FEMA for this committee. None DISCUSSION and POTENTIAL ACTION Appointing Chair and Vice Chair for 2024 The nominations were opened for LEPC Chair and Vice Chair. Tim McKern nominated Pete Brummel for Chair and a motion was made by Tim McKern to Elect Pete Brummel for Chair and seconded by Gary Maxfield. The nominations were opened for LEPC Vice Chair. Pete Brummel nominated Tim McKern for Vice Chair and a motion was made by Pete Brummel to Elect Tim McKern for Vice Chair and seconded by David Peterson. Motion passed unanimously. Allow for Public Comment Period on Motions for Chair and Vice Chair. None 3 Topic Discussion Follow-Up Items DISCUSSION and POTENTIAL ACTION LEPC By-laws By-Laws were posted on the Jefferson County DEM website. Jefferson County BOCC has reviewed the By-laws and approved them. Tim McKern asked if the By-laws had been reviewed by legal counsel. Bradley Brooks made clear that Jefferson County legal counsel has reviewed the By- laws and had no comments. Tim McKern asked if the By- laws are going to be sent to the WA State EDM for review and approval. Chris Caprio commented that the LEPC operate and develop By-laws as LEPC chooses. WA State EDM requested a copy of the By-laws so they can operate within the LEPC rules. Tim McKern made a motion to adopt the By-laws and was seconded. Bradley Brooks stated that in the By-laws the membership is for two years and that if a member is to drops out will need to advertise for that membership. Motion passed unanimously. The By-laws were published before the meeting and available for review by the public. None DISCUSSION and POTENTIAL ACTION Regular or Special Meeting Schedule The committee discussed having four quarterly meetings a year and the next meeting being a special meeting. The special meeting allows scheduling 24 hours in advance where regular meetings are held under a fixed schedule. Bradley Brooks suggested that the LEPC could look toward the fall of 2024 for another special meeting. For clarification, the LEPC prefers special meetings at the present time with the intent to move to a regular meeting schedule in the future. Chris Caprio requested that meetings not be scheduled on the second Wednesdays of the month due to conflicts with other LEPC meetings in the State. Pete Brummel made a motion to have a special meeting in the fall of 2024. Tim McKern suggested we pick a tentative date of October 16, 2024, as it is the third Wednesday of the month. Since the date was stated, Adiel McKnight stated it could be a regular meeting. The motion is to have a special meeting in the fall, most likely October 16, 2024, at 1:00 PM., location TBD. Motion passed unanimously. None 4 Topic Discussion Follow-Up Items Future Agenda Items and Closing Remarks Prior to adjournment Chris Caprio suggested members may want to review WA State EMD PowerPoints on LEPC. Bradley Brooks stated he could post on DEM website LEPC 101 and LEPC 102 which is much more in depth on the LEPC process. Chris Caprio also stated that the State has some enforcement capabilities and can compel organizations to participate in the LEPC. Chris asked if there are any facilities in Jefferson County that have special planning requirements by EPA and FEMA. Bradley Brooks was unsure that there were facilities of this type but could investigate this matter and the State was willing to assist. Andy Stockton made a comment about seeking funding for the committee. The LEPC will need to focus on funding and place it as an agenda item for the next meeting. Post additional LEPC training information and OPMA training. ADJOURNMENT (Time) The Chair adjourned the meeting at 1:37 PM. Post Adjournment Notice
