Present: Judy Shepherd - County Finance, Heather Dudley Nolette - Bayside, Elizabeth Stephens - Bayside, Gary Keister Bayside, Bab Saring - American Legion, Greg Brotherton - County

ROI Issue - Release of Information
Heather - form is what Bayside uses. American Legion was added for only in the case when a guest was exited for behavioral concerns. When a shelter guest is exited from the shelter and
they were given no heads up that people who were being exited come into the bar at the Legion and act out. Intent of ROI is to allow Bayside to reach out to other agencies to coordinate
services. This consent is only for when people are exited for behavior. Sent ROI to Dept of Commerce to get their feedback. They said this one element is not best practice. You could
explicitly state on the ROI the only time the info will be shared with american Legion - only name and date exited. The other option is to remove the AL from ROI and have an agreement
with AL that any guest, member of the public, etc. “so and so by name is angry at our staff and just left the shelter. Not saying that the person was a guest or whatever.” And separating
this mandatory thing gets removed from the other ROI form.
Julia’s concern - Heather’s response - AL staff who this info is shared with is trained on confidentiality training and provide training on de escalation and harm reduction.
Bob Saring - the only thing I am looking for is if there is a person down there is a problem - and could bring the problem upstairs. All I am looking for is a heads up. We have had violent
people appear in our bar.
Heather - will not be saying they are a guest and are being exited.
Maggie - can not compel as a condition of occupancy that someone sign this contract. Cited the law. Section 15 of …..
Previously had a hostile turn away log, these were not guests.
The American Legion will be removed from the ROI. The Legion will be informed without a name.
Heather will look into this more about sharing info that someone has been asked to leave and get back to us next meeting.

Gary Keister - impressions of the shelter
Asked for feedback to be positive and constructive. Hosts and guests know each other by name. There are house rules. Guests are respectful to our staff and other guests. This is all
part of the Bayside Mission - treating people with respect and dignity. Hoping to bring in more guests as winter approaches.
Elizabeth - 3 full time monitors - bringing in 2 more. The goal of being ready to serve meals by the beginning of September.
Judy - Finance Report
Have secured a grant for about $11,000 for food. The Source of the Grant is the WA State Dept. of Agriculture. Will give Derrick the exact info.
Maggie - have not returned the ROI’s that are no longer being used. Noise till 3 AM when people have to get up at 5 AM.
Derrick - “Regardless where CB Village is next year - the Shelter would be closed” - quote from Commander.
Bob - We were clear with the membership this is the last year of the shelter to July 2025, If you want to come back and talk to us - you can.
Greg - we have been operating with a one year lease for the last several years. Hope if there is progress at CB that the Legion will be willing to work with people.
Heather - there are people actively working this and looking for solutions to determine what the shelter will look like after June 2025. When there is a more solid plan it will be shared
with the Shelter Coalition.
Apple Martine - Public Health willing to provide training to people in contact with current drug users and people experiencing homelessness.
Elizabeth - We have almost 20 souls that have a place that is safe. We are providing 2 meals a day and snacks. We are giving tents, meals, coffee and socks to those we are turning away.
Bob - Judy - just sent utility bill. Curious - are you accepting donations for clothing? Yes. 385-1403 is the phone number. Only have staff between 7 PM and 8 AM Bayside - will send
you invite to our membership meetings. And will share events that are happening in the hall. Music and events end at midnight.
Next Meeting: Tuesday August 20th at 11 AM. (and every 2 weeks ongoing)
