Statement of Issue: Approval of Washington State County Road Administration Board
(CRAB), Rural Arterial Program (RAP), Final Prospectus for Jefferson County's Paradise
Bay Road Overlay M.P. 3.74 to M.P. 6.00 project.
Analysis/Strategic Goals/Pro's &t Con's: Paradise Bay Road is a Rural Minor Collector
that serves as the primary (non-truck) connection to the greater Port Ludlow
community. This project will complete the 2R asphalt overlay of a segment of Paradise
Bay Road from M.P. 3.74 (near the Andy Cooper Road/Paradise Bay Road intersection) to
M.P. 6.00 (the SR 104/Paradise Bay Road intersection). The Paradise Bay Road Overlay
project is a transportation improvement project that is included in the officially adopted
2024-2029 Transportation Improvement Program (TIP) as Item No. 26.
Fiscal Impact/Cost Benefit Analysis: Approval of the RAP Final Prospectus will facilitate
award of a RAP grant by CRAB for design and construction of this project.
Recommendation: The Board is requested to review the attached "Not for Signature"
copy of the Final Prospectus and authorize the Chair to e-sign the Final Prospectus. An
electronic version of the Final Prospectus will be sent directly from CRAB to the Board.

DESCRIPTION OF PROPOSED IMPROVEMENTS -Attach Rating Worksheets
Roadway Structural Section, or Bridge Condition:
Describe structural deficiencies and proposed improvements in keeping with the attached roadway cross
section. (Proposed structural section details may change based on final design.)
This project includes asphalt paving (0.17' thick) of the existing lanes (average asphalt thick 0.23') and
existing shoulders (average 0.125' thick) to provide increased structural strength. The cross-slopes of
the existing shoulders (varying cross-slopes) will be corrected to match the roadway lane cross-slopes.
Approximately 1320' of roadway lane surface will be planed to remove and correct the existing
substandard BST surface.

The existing roadway lane width will be maintained at 11' wide. The existing shoulder widths vary from
3' to 4'; the shoulder widths for all segments will be improved to a minimum of 4' wide.

Pavement marking and minor signing improvements are included in this project.

PROJECT NARRATIVE
Paradise Bay Road is a Rural Minor Collector that serves as the primary (non-truck) connection to the
greater Port Ludlow community. This project will complete the 2R asphalt overlay of a segment of
Paradise Bay Road from M.P. 3.74 (end of previous adjoining asphalt improvement segment) to M.P.
6.00 (SR 104/Paradise Bay Road/Shine Road intersection). This project includes: asphalt pre-leveling
of 2 road segments (approx. 4800') to correct lane surface rutting, asphalt overlay of existing
failing/rutted BST lane and shoulder surfaces, asphalt paving of approximately 28 road approaches
and driveway aprons, pavement marking, guide posts, and minor signing. Additionally, this project will
connect with WSDOT's construction of a new roundabout at the Paradise Bay Road (M.P. 6.00 and SR
104 intersection) at the west end of the Hood Canal Bridge in 2024.
