Founded by Seattle Parks and Recreation in 1986, the program initially focused on providing employment for the homeless. Over the decades, SCC has broadened its mission to serve the formerly incarcerated, individuals recovering from addiction, and anyone in need of a fresh start. Through a combination of job training, education, and life skills development, the SCC is helping participants transform their lives, one day at a time. “We’re very accommodating because we understand we’re dealing with some very fragile people, but at the same time, people who have a lot of potential,” says Alvin Harris, the Education and Training Coordinator for the Seattle Conservation Corps. “That’s one thing about us. We see the potential in these people who’ve been through some very challenging circumstances. Their path to safety led them to Chad before they eventually resettled in Seattle and began a transformative journey with Neighborhood House <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=4ead53e45 c&e=fa97a7921d> . “It was hard leaving my home behind and scary starting a new life, especially with young children.” Navigating a new country presented countless challenges. Muhammad and his family arrived speaking no English. Thanks to a connection from the International Rescue Committee, they were introduced to Neighborhood House’s English as a Second Language (ESL) classes. Rural Resources Victim Services (RRVS) updated the council on their efforts to provide services to survivors of abuse, violence, and crime. The council is currently considering Rural Resources’ request for $20,000 from the 2024-2025 budget cycle. The presentation by CEO Bryan Raines and Community Service Director Michelle Thomas noted that from July 2023 to June 2024, the center fielded 890 crisis line calls, a 69% increase from the previous budget request, served 490 victims of domestic violence and sexual assault which was a 12% increase, and served 120 victims of child sexual, physical, and neglect cases, a 20% increase over the previous request. That includes $100 million in funding for a program to incentivize affordable housing production and streamlining loan application processes to expedite building more housing. Some of those proposals – such as a cap on rent increases from corporate landlords – call for Congressional action, while others are rules and grants that can be done without legislative approval. Jessica Heavner describes it as the hardest decision she’s ever had to make. Heavner, of Federal Way, was working in accounting at the local school district, and when it came time for her annual cost of living raise two years ago, she realized the pay bump would put her over the state’s income limit for subsidized child care. She would be making too much to get help from the state for care for her three children but too little to pay for care on her own, given the high costs. Heavner, a single parent, opted to find a lower-paying job with fewer hours in order to keep the subsidy – even though her previous job had better pay and benefits. “I feel like I’m trapped in poverty,” Heavner said. The Covenant Homeownership Program, run by the state’s Housing Finance Commission, offers prospective homebuyers from those communities no-interest loans of up to $150,000 to cover down payments — one of the biggest hurdles to buying a home — and closing costs. Borrowers repay the loan upon selling or refinancing of their home. So far, 34 people from the Puget Sound area have applied for zero-interest down payment loans through the Covenant Homeownership Program, with six applicants in the mortgage closing phase as of Thursday. At Monday night’s commission meeting, Jack Worle spoke at length about a proposed sleep center, saying it won’t solve the issue and would encourage bad behavior. For many, it’s a lifestyle choice, Worle said, and building huts where unhoused people can spend the night is not the answer. “We need to be shining a giant spotlight on the drug addiction and mental health issues, along with the resulting crime and mayhem — not hiding it away in some isolated corner of the county, out of sight, out of mind,” Worle told the commissioners. “We have been convinced that the only solution to the problem is to provide shelter, donations, all the free stuff to improve their lot in life. It’s a good thing, too. We would not be here if he had not lived to procreate. In modern times, people are not faced with as many mortal threats as they go about their day. However, our brains are still wired to perceive threats and react. Sometimes I am perceived as one of those threats. A little over half a year ago, I became homeless. I’m still the same person I was, except that now I don’t have a living space to call my own. However, I find that people make assumptions about me simply because they see me sitting on a park bench before dawn with a few supplies. Those assumptions and perceptions break my spirit. They cause me to expect people to think the worst of me. According to Pierce County <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=aa1e3e75d2&e=fa97a7921d> from Pierce County Human Services, the funds aim to enhance the Homeless Crisis Response System. This significant financial influx, courtesy of the U.S. Department of Housing and Urban Development (HUD), is estimated at $4,239,378. Not resting on its laurels, the county is hunting proposals from eligible groups willing to deliver these services. Pierce County is looking to inject these funds into programs like Permanent Supportive Housing, Rapid Rehousing, and the transitional steps bridging to Rapid Rehousing. And it's not just a central focus; funding is eligible for use throughout Pierce County's various cities and unincorporated regions. There’s a single physician at the Indian Health Service clinic that serves a population of more than 5,000 in northeastern Washington. Wait times for appointments are long — and that’s if you can get a call back to schedule one. And, like other IHS facilities in the Northwest, the Colville Service Unit does not provide specialty care, forcing citizens to drive to Spokane or other cities for those treatments.
