Position: HUMAN RESOURCES DIRECTOR
Department: Commissioners/County Administrator FLSA: Exempt - Administrative

Exempt Salary System Grade: 22 Approved: August 28, 2024
1.0 MAJOR FUNCTION AND PURPOSE
1.1 Persons in this position are responsible for strategic planning as well as organizing, managing, and
directing the operations of Human Resources and labor relations in accordance with federal and
state law, contracts, policies and procedures. Provide professional and technical advice to all
County departments and develop new policies and procedures as required.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion, within the scope of policy and regulations,
in the performance of their duties; supervision and guidance are received from the County
Administrator and the elected Board of County Commissioners. This position is a senior
management position within the County organization.
3.0 SUPERVISION EXERCISED
3.1 Supervises professional human resources staff. Responsibilities include interviewing, making final
recommendations on hiring and firing, training employees, planning, assigning and directing work,
and appraising performance.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Responsible for Human Resources strategic planning, as well as policy and program development,
adoption and implementation. Discern when a human resource or personnel issue requires
development of a policy or program for consideration and adoption. Research and develop policies
and programs with input from employees, department directors, elected officials and the public as
appropriate. Assure appropriate departments and staff are aware and educated about policies and
programs, answer questions, provide interpretations as necessary, and recommend changes as
appropriate on an on -going basis.
4.2 Ensure that human resource activities are properly administered by the County, including but not
limited to: employment recruitment, personnel reporting, and retention of employment records.
Receive and help resolve equal opportunity, sexual or racial harassment complaints. Update and
implement the classification and compensation plan; monitor, review and provide technical
assistance for personnel actions; and monitor employment programs (ADA, FMLA, FLSA, etc.)
4.3 Guide and conduct union labor contract and grievance negotiations. Administer salary and position
classifications. Prepare and approve new and revised job descriptions. Assist department directors
with reclassification and reorganization requests. Survey and collect market data.
4.4 Oversee, research, and propose improvements, efficiencies and enhancements as appropriate to the
County's system of employee benefits.

4.5 Oversee coordination of L&I State industrial insurance employee claims with third -party
administrator, preparation of OSHA and EE04 reports. Oversee wage and benefit data surveys.
4.6 Research, prepare and compose letters, reports, notifications, documents, memos and other
materials of an important or confidential nature on own initiative or from brief instruction or notes
and prepare technical documents.
4.7 Research material and conduct analyses to provide background material and recommendations to
superiors regarding policy formation, budgets, grievances and other matters of similar importance
and complexity; prepare departmental administrative reports for submission to the Board of
Commissioners, outside agencies, or the public, as required or authorized.
4.8 Review various actions for applicable foundation in RCW or WAC.
4.9 Interview persons to compile information for administrative records, particularly when the
situation involved is highly sensitive, of critical importance, highly confidential, or requires a
thorough knowledge of the technical or procedural aspects of the department. Such interviewing
necessitates clear delivery of difficult explanations, tactful delivery of sensitive questions and/or
careful probing and interrogation to determine proper line of questioning or to verify facts and
claims.
4.10 Ensure timely orientation of new supervisees and the progressive training of all supervisees.
Recommend or initiate personnel actions such as promotion, transfer, reclassification, hiring,
discharge, pay increase and performance review. Maintain harmony among workers and solve
grievances as they occur.
4.11 Ensure assignment, and monitoring of mandatory training for all County employees.
4.12 Oversee s employment background check process and notifications.
4.13 Manage maintenance of employee personnel files in accordance with State retention schedules,
4.14 Serve as Chief Examiner for the Civil Service Committee Commission. Oversee Civil Service
testing and assessment, ensuring a fair and transparent process.
4.15 Perform other tasks and duties as directed.

6.0 REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
6.1 Knowledge of human resources, personnel systems, labor relations, employee benefits, workers
compensation and risk management. Must have sound management and administrative principles
and techniques.
6.2 Ability to read, analyze and interpret general business periodicals, professional journals, technical
procedures or governmental regulations; ability to write reports, business correspondence and
procedure manuals; ability to effectively present information and respond to questions from groups
of managers, clients, customers and the general public.
6.2 Ability to work with mathematical concepts and to apply concepts such as fractions, percentages,
ratios and proportions to practical situations.
6.3 Ability to solve practical problems and deal with a variety of concrete variables in situations where
only limited standardization exists.. Ability to interpret a variety of instructions furnished in
written, oral, diagram or schedule form.
6.4 Knowledge of, and ability to keep abreast of changes to federal laws and personnel case law,
RCWs, WACs, County resolutions, ordinances, policies and records management which may
impact County Departments, programs, services and employees.
6.5 Ability to use personal computers and software, calculators/spreadsheets, cell phones and digital
phones, and other office equipment and software tools standard to areas of assignment; and ability
to adapt to new and/or modified equipment and software which may be acquired.
6.6 Demonstrated successful supervisory and managerial experience and ability. Ability to implement
and maintain sound organizational practices.
6.7 Maintain a high standard for accuracy, completeness and efficiency in the preparation of human
resource and personnel actions, records, reports and budgets. Independent and self -motivated to
meet required deadlines while simultaneously completing other tasks.

6.8 Ability to maintain confidentiality of sensitive and confidential information.
7.0 MINIMUMQUALIFICATIONS
7.1 Bachelor's degree from an accredited college or university with major course work in business
administration, public administration, human resources or related field; and five years
progressively responsible experience in administration and management of issues related to
employee benefits, compensation, labor relations and contract negotiations, including three years
supervisory experience; or equivalent combination of education and experience. Public sector
experience preferred.
7.2 Ability to obtain and maintain certification as a HRCI Professional in Human Resources (PHR),
HRCI Senior Professional in Human Resources (SPHR), SHRM Certified Professional, or SHRM
Senior Certified Professional within prescribed timeframes. Prior possession of such certification
strongly preferred. Ability to successfully complete and maintain various other training classes
and obtain certificates necessary for functional skills performance, maintenance and improvement;
7.3 Valid Washington State Driver's License with a driving record free of serious or frequent
violations and ability to maintain a valid license.
7.4 Must pass a Criminal History check; must be bondable.
8.0 WORK ENVIRONMENT
8.1 Work is primarily performed in the office, but also requires driving to meetings. Work may require
working evening hours or weekends.
8.2 While performing the duties of this job the employee is regularly required to talk and hear; stand,
walk, sit, use hands to finger, handle or feel objects, tools or controls. The employee is
occasionally required to reach with hands and arms; climb or balance; and stoop, kneel, crouch or
crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision
requirements include: close vision, distance vision, color vision, peripheral vision, depth
perception, night vision, the ability to read small print and the ability to adjust focus.
