Extension of the Timeframe for the }
Legislative Decision on the Proposed }
2007 Comprehensive Plan Amendments }
RESOLUTION NO.ll :i_n7
WHEREAS, the Jefferson County Commissioners have the legislative authority
vested under RCW 36.70A, the Growth Management Act, to review and decide on requests for
annual Comprehensive Plan amendments; and,
WHEREAS, Jefferson County is considering the cumulative impacts and merits
of ten requested Comprehensive Plan amendments referred to as the "Annual Docket"; and,
WHEREAS, Jefferson County has established procedures for amending the
Comprehensive Plan in the Jefferson County Code, Chapter 18.45; and,
WHEREAS, the Planning Commission has held public hearings on the proposed
amendments and forwarded its recommendation to the County Commissioners; and,
WHEREAS, the Department of Community Development has conducted the
environmental analysis for the proposed amendments under the State Environmental Policy Act
(SEP A) and has forwarded the environmental analysis and a staff recommendation on the
amendments to the County Commissioners; and,
WHEREAS, the Final Environmental Impact Statement (FEIS) on the Master
Plan Resort proposal in Brinnon was issued on November 27,2007, and the environmental
impacts of all the proposed amendments have been considered through an integrated GMA and
SEP A staff analysis including the FEIS; and,
WHEREAS, the County Commissioners, in consideration of the public interest in
these proposed Comprehensive Plan amendments, held public hearings on November 26,2007
and December 3,2007; and,
WHEREAS, the County Commissioners continued the December 3,2007 public
hearing to December 6, 2007 and extended the public comment period to December 7, 2007
based upon the emergency declaration by the County Commissioners as a result of storm events
culminating on December 3; and,
WHEREAS, the GMA requires early and continuous public involvement,
including provisions for open discussions, consideration and response to public comments by the
legislative body; and,

WHEREAS, the Comprehensive Plan amendment cycle has generated a
voluminous amount of both written and oral testimony from citizens, as well as, the requested
amendments may have significant impact to the County's land use patterns for the future; and,
BE IT THEREFORE RESOLVED, that the County Commissioners find that it is
in the public interest to extend the decision making date for the annual amendment docket.
BE IT FURTHER RESOLVED, that the County Commissioners hereby extend
the decision date for the legislative decision on the Comprehensive Plan 2007 docket to January
14,2008.
