HomeMy WebLinkAbout082924MS Drainage District No. 1 cox r� i" MINUTES Special Meeting — August 29, 2024, 1 :00 p.m. Jefferson County Board of Commissioners Drainage District No. 1, aka Chimacum Creek Drainage District This is a Hybrid meeting: Virtual and In-Person Attendance at Jefferson County Courthouse- Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting. Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: Chair Dean opened the floor to allow for public comments on the Consent Agenda, and no comments were received. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO.48-0829-24R re: Establishing Department Expenditure Fund: Human Resources 2. AGREEMENT re: Olympic Discovery Trail -Anderson Lake Connection Project, County Project No 18019896, Road No. 850200; Grant Funded; Jefferson County Public Works; Washington State Department of Transportation(WSDOT) 3. AGREEMENT re: Facilitate"BECCA Funding" Programs to include Truancy, At Risk Youth, and Child in Need of Services; In the Amount of$30,235; Juvenile and Family Court Services; Administrative Office of the Courts (AOC) 4. AGREEMENT re: Facilitate"CASA-GAL Funding" for Guardian ad [item Programs; In the Amount of S41,530; Juvenile and Family Court Services; Administrative Office of the Courts (AOC) 5. AGREEMENT re: Program Development for School to Work Programs; In the Amount of $49,250.57; Public Health; DSHS -Division of Vocational Rehabilitation (DVR) 6. AGREEMENT re: Paradise Bay Road Overlay M.P. 3.74 to M.P. 6.00,County Road No. 50360; Grant Funded; Jefferson County Public Works; Rural Arterial Program (RAP) 7. AGREEMENT, Amendment No. I re: Snow Creek Road MP 0.84 Culvert Replacement; A reduction in loan amount; Public Works; Washington State Public Works Board 8. AGREEMENT, Amendment No. 6 re: Extend the Lower Big Quilcene Floodplain Acquisitions; Environmental Health; Washington State Recreation and Conservation Office (RCO) 9. AGREEMENT, Amendment No. 7 re: Lower Big Quilcene Floodplain Acquisitions - adding sponsor; Environmental Health; Washington State Recreation and Conservation Office (RCO) 1 Commissioners Meeting Minutes of August 29, 2024 10. APPROVAL OF MINUTES: Emergency Meeting Minutes of August 16, 2024 (Duckabush/Fire Road 2620 Fire) and Regular Meeting Minutes of August 19, 2024 11. APPROVAL OF ACCOUNTS PAYABLE WARRANTS: Dated August 26, 2024 Totaling $547,670.30 12. Payment of Jefferson County Payroll Warrants Dated August 20,2024 Totaling$103,706.83 HEARING re: To Consider Whether to Dissolve Drainage District No. 1, aka Chimacum Creek Drainage District: Commissioner Eisenhour stated that this is a very similar hearing to the one they held in 2023. She provided a timeline and noted that they have a plan for outreach, but are awaiting some answers from legal counsel before they proceed. County Administrator Mark McCauley gave a presentation and reviewed the Chimacum Creek Drainage District history. The district was originally formed in 1919. but has been "inactive"since 1974 when the governing board resigned. but at that time,they did not inactivate the district. The Commissioners took-action on September 1, 2023 to inactivate the Chimacum Drainage District, but since Auditor Brenda Huntingford sent a memorandum requesting review and inactivation of the District, a new hearing has to be held. Civil Deputy Prosecuting Attorney Melissa Pleiman stated that the hearing is necessary due to statute, and she appreciates the Commissioners for following the statutory guidelines. County Administrator noted the Commissioners do not need to approve new resolution. but can choose to reaffirm the decision they made a year ago. A final hearing and decision on what to do with the district can he conducted at a later date. Chair Dean opened the floor to allow for public testimony. The following individual provided testimony: Joe Holtrop—Sequim. Hearing no further testimony,she closed the public hearing. After deliberations, Commissioner Brotherton moved to reaffirm the Commissioners' finding from Resolution No. 35-23, keeping the Chimacum Drainage District inactive for another year. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 1:2I p.m. until the next regular meeting or special meeting as properly noticed.
