RIGHT TO REJEOT BIDS:
The right is reserved to reject any and all proposals, to accept the proposal or proposals deemed
best for the County, or to advertise for new proposals when in the opinion of the Board the best in-
terest of the County will be promoted thereby.
PROPOSAL GUARANTY:

an amount equal to at least five per cent (5%) of the total amount bid must accompany each bid as
evidence of good faith, and as a guarantee that, if awarded the contract, the bidder will execute the

SIGNATURES:

Proposals must be signed by the bidder with the signature in full. When a co-partnership is a
bidder, the agent who signs the proposal for the firm shall also show the names and addre,sses of the
individuals composing the firm. When a corporation is a bidder, the person signing for it shall state
under the laws of what State the corporation was chartered, and the name, title, and address of the
officer having authority under the by-laws to sign contracts. The proposal shall also bear the seal of
the corporation, attested by its secretary. Anyone signing the proposal as agent must file with it legal
evidence of his authority' to do so. Postoffice address, county and state must be given after each sig-
nature.

IRREGULAR PROPOSALS:
Any omission of prices on items shown in the proposal forms, or any addition in writing to the form
of the bid, or any condition, limitation, or provision will be liable to render the proposal informal
and to cause its rejection. The contract should not be filled in until after the awardal.

OONTRAOT PAYMENT,:
The contract will bWmb~m--contract. Monthly estimates of the work done will be made by
the Engineer, and there will lfe \.etained from moneys due on such estimates a sum equal to fifteen (15)
per cent of the value of all work performed, the to tal estimate of which is Two Hundred Thousand
Dollars ($200,000) and less, and ten (10) per cent of the value of all work performed, the total estimate
of which is in excess of Two Hundred Thousand Dollars ($200,000).
EXAMINATION OF PLANS, SPECIFIOATIO~S AND SITE:
Bidders are required before submitting bids to examiIie carefully the site of the proposed work,
as well as the proposal, plans, specifications, and contract form for the improvement contemplated.
Profession of ignorance regarding the requirements of the work will in no way serve to modify the pro-
vi&ions of the contract.

MATERIAL SAMPLES:
Before any contract is awarded, the bidder may be required to furnish a complete statement of
the origin, composition and manufacture of any or all materials to be used in 'the construction of the
roadway, together with the samples, which samples may be subjected to the tests provided for in
these specifications to determine their quality and fitness for the work.
A WARD OF OONTRAOT:
The award of the contract, if made, will be to the lowest responsible bidder. No award will be
made until all necessary investigations are made as to the responsibility of the bidder.
RETURN OF PROPOSAL GUARANTY:
As soon as the bid prices have been compared, the Board will return the guaranty deposits accom-
panying such of the proposals as in its judgment would not be considered in making the award.

All other proposal guaranties will be held until the contract and bond have been executed, after
which they will be returned to the respective bidders whose proposals they accompany. .
CONTRAOT BOND:
The successful bidder will be required to furnish, before entering upon the work, a. corporate
surety bond in full amount of the contract conditioned for the faithful performance thereof.
EXEOUTION OF OONTRAOT:
I
The individual, firm or corporation to -yvhom or to which the contract has been awarded, shall sign
the necessary agreements, entering into a contract with the County, and furnish bond upon the forms
prepared by the Engineer, and return them to the Board within twenty (20) days from date of notice
of award. No proposal shall be considered binding upon the County prior to the execution of the
contract.
FAILURE TO EXEOUTE CONTRAOT:
Upon failure to enter into the contract and furnish the necessary bond within twenty (20) days
from the date the notice of award is made, the certified check accompanying the bid will be forfeited
and the check will be cashed and the proceeds paid into the Road and Bridge Fund of the County.
ESTIMATE APPROXIMATE:
All quantities, classification and amounts shown III the Engineer's estimate of the work to be
done, are understood to be only approximate.

in accordance with and as described in the attached plans and specifications, and in full compliance with
the terms, conditions, and stipulations herein set forth and attached, now referred to and by such refer-
ence incorporated herein and made part hereof as fully for all purposes as if here set forth at length,
and shall perform any alterations in or additions to the work covered by this contract and every part
thereof and any extra work which may be ordered as provided in this contract and every part thereof.
II. The Contractor shall provide and be at the expense of all materials, labor, carriage, tools, im-
plements and conveniences and things of every description that may be requisite for the transfer of
materials and for constructing and completing the work provided for in this contract and every part
thereof. .
SUPERVISION OF WORK:
III. It is understood and agreed by and between the parties hereto that the work included in this
contract is to be done under the direct supervision and to the complete satisfaction of the county engi-
neer or the construction engineer, and hereinafter called the Engineer, or his duly authorized represen-
tative, and that his decision as to the true construction and meaning of the contract, plans, specifica-
tions and estimates and as to all questions arising as to the proper performance of the work shall, subject
to approval by the State Highway Engineer, be final.
ANNULMENT OF OONTRAOT:
IV. Should the Contractor at any time r,efuse or neglect to supply a sufficiency of properly skilled
workmen or of materials of the proper quality, or fail in any respect to prosecute the work with prompt-
ness and diligence, or fail in the performance of any of the agreements :Q.erein contained, the Board shall
be at liberty, after three days' written notice to the Contractor, to provide any such labor or materials
and to deduct the cost thereof from any money then due or thereafter to become due to the Contractor
under this contract, and if the Engineer shall certify that such refusal, neglect or failure is sufficient
ground for such action, the Board may, by written notice, terminate the employment of the Contractor
fol' the said work, and enter upon the premises and take possession of all of the materials, tools and ap-
pliances thereon, for the purpose of completing the work included in this contract, and employ by con-
tract, or otherwise, any other person or persons to finish the work, and provide the materials therefor,
and in case of such discontinuances of the employment of the Contractor, he shall not be entitled to
receive any further balance of the amount to be paid under this contract, until the work shall be wholly
finished, at which time if the unpaid balance of the amount to be paid under this contract shall exceed
the expense incurred by the Board in finishing the work, such excess shall be paid by the Bo'ard to
the Contractor, but if such expense shall exceed such unpaid balance, the Contractor shall pay the dif-
ference to the Board.

OOMPLETION OF CONTRAOT:
V. The Contractor hereby agrees to commence the work called for under this agreement within

PROVIDED, however, that the Board shall have the right, in its discretion, to extend the time for com-
pletion of said work. No such extension shall be valid unless the same he in writing mid signed by the
Board or its chairman. All requests for an extension of time must be in writing and he accompanied
by the written consent to such extension by the surety on the bond of the Contractor.
In case an extension of time is asked for ~ the Contractor and granted by the Board, the ,Con-
tractor agrees to reimburse----hm---..--._m--.--..h~-&;FEERSON.m.-h..-.--m.County for all engineering and
inspection costs incurred in the prosecution of this contract from the date herein named as the date of
completion until the actual date of completion and acceptance. To insuwaid reimbursement, the En-
gineer shall certify monthly to the County. Auditor all amounts dueh--.--.---mmFEERSON___._...:__.._h______..
County for such extra engineering and inspection and the County Auditor will charge the same against
the Contractor the same as any verified claim and withhold the warrant for the final estimate until
the same is paid by certified check.
The Board.hereby reserves the right to make use 01 any portion of said work before the completion
of the entire work without invalidating the contract or constituting acceptance of any of the work.
VI. Time shall be of the essence of this contract, and in case the Contractor shall fail in the due
performance of the contract by and at the time herein mentioned, or by and at such time to which the
period of completion may have been extended, h~alJ...be liable to pay to the Board as and for liqui-
dated damages and not as penalty the sum of.__-':fl./_U_.,.m.mhh.__m_.for each and every day which may
elapse between the appointed and ,actual time of conipletion, which said sum is hereby agreed upon, fix-
ed and determined as the damage that will be suffered by such failure to complete within the time
named; and the Board may deduct the same from the amount due or to become due to the Contractor
and such payment or deductions shall not in any degree release the Contractor from the further obli-
gations and penalties in respect to the fulfillment of the entire contract, nor any right which the Board
might have to claim, sue for and recover compensation and damages for non-performance of this con-
tract.

RIGHT OF WAY:
It is understood and agreed by the Contractor, that, if it should appear at any time'that .the afore-
said county has not acquired title to all of the right of way and lands necessary for the performance of
the work under the provisions of this agreement, the Contractor waives any and all claim for damages
against the aforesaid county and its officers, which the Contractor may sustain by reason of any delay
in the performance of said work occasioned by the failure of the aforesaid county or its officers to ac-
quire title to any of said lands or right of way, but that the date of completion will be extended a num-
ber of days equal to the period of such delay.
VII. Payments shall be made for work and labor performed and materials furnished under this
contract according to

in no other manner whatsoever, Provided, however, that the Board reserves the right upon recommenda-
tion of the Engineer to increase or diminish'the amounts of wor~ to be done as called for upon the ac
companying plans and specifications, and the Engineer shall compute the amount by which the lump sum
price shall be increased or diminished upon the basis of the prices bid by the Contractor for such work
under the heading of "Extra Work."

(b) The schedule of rates and prices and the specifications hereto attached and made a part hereof.
The Engineer shall determine the unit quantities and the classifications of all work done and materials
furnished under the provisions of this agreement, and his determination thereof ,shall be final and con-
clusive and binding upon the Contractor.
Partial payments upon this contract will be made at the request of the Contractor, once each month,
on estimates of the County Engineer, subject to the amount reserved. In compliance with the provisions
of Chapter 166, Laws of 1921, as amended to date, there shaU be reserved from the moneys earned by the
Contractor on estimates dur~ng the progress of the improvement or work, a sum equal to fifteen (15%)
per cent of such estimates, said sum to be retained by the State, County, City, Town, District, Board, or
other public body, as the case may be, as a trust fund for the protection and payment of any person or
persons, mechanic, sub-contractor or materialman who shall perform any labor upon such contract or
the doing of said work, and all persons who shall supply such person or persons or sub-contractors with
provisions and supplies for the carrying on of such work. Said fund shall be retained for a period of
thirty (30) days following the final acceptance of said improvement or work as completed, and every
person performing labor or furnishing supplies towards the completion of said improvement or work
shaU have a lien upon said fund so reserved, provided such notice of lien of such claimant shall be
given in the manner and within the time provided in Section 1161 of Remington & Ballinger's Annota-
ted Code and Statutes of Washington as now existing and in accordance with any amendments that
may hereafter be made thereto; PROVIDED, HOWEVER, that where in any improvement or work the
contract price shall exceed two hundred thousand dollars ($200,000), but ten per cent (10%) shall be
reserved on estimates in excess of said sum or where the aggregate of previous estimates equals or ex-
ceeds said amount. In case of lump sum price a sch edule of prices to be used as a basis of partial pay-
ments shall be based upon the prices in the preliminary estimate, which prices shall be increased or re-
duced in the same ratio that the lump sum price bears to the preliminary estimate.
The certificate of the State Highway Engineer, certifying that the entire work has been completed
in accordance with the contract, specifications, plan, map and profile shall constitute final acceptance
of the work.
Final payment shall be made as follows: After the expiration of thirty (30) days following the final
acceptance of said improvement or work, and the expiration of the time for filing of lien claims, as
herein provided, said reserve, or all amounts thereof in excess of sufficient sum to meet and discharge
the claims of materialmen and laborers who have filed their claims, as provided for in Section 1 of this
Act (Chapter 166, Laws of 1921), together with a sum sufficient to defray the cost of such action and to
pay attorney's fees, shall be paid to said Contractor. '
VIII. All payments under this contract shall be made by the State Treasurer from the Permanent
Highway Fund, upon warrants of the State Auditor issued upon presentation of proper vouchers by the
Contractor, said vouchers to be approved by the Board, and no payment shall be made for any altera-
tion made during the progress of the work unless the same shall have been approved by the Board of
County Commissioners by resolution, and a copy of said resolution shall have been transmitted to the
State Highway Engineer, and in case of final payment, to be accompanied by certificate' of the State
Highway Engineer as aforesaid. No warrant, however, can be issued for any purpose against the Perma-
nent Highway Fund unless there be sufficient money to pay such warrant in such fund to the credit of

Permanent Highway herein described shall be improved or constructed pursuant to a petition as pro-
vided in Section 2, Chapter 35, of the Laws of 1911 as amended, then and in that event, such portion .

ALTERATIONS IN OR ADDITIONS TO WORK' OR AMPLIFICATION OF PLANS:
IX. Any alterations in or additions to the work covered by this contract or any part thereof deem-
ed necessary by the, Engineer may be made in the work shown and described in the plans and specifica-
tions, but only upon written order of said Engineer or his authorized representative, and when so
made, the value of the work so added or omitted shall be computed by the Engineer under the provi-
sions of this contract, and the amount so determined shall be final and conclusive and binding upon the
Contractor.
The schedule of unit or itemized prices hereto attached is intended to form a part of this contract
and shall constitute, as far as possible, the basis up on which the value of all work added or omitted
shall be computed.
It is also understood and agreed that the Engineer may furnish to the Contractor such additional
plans and explanations, not inconsistent with the purpose and intent of the original plans and specifica-
tions as said Engineer may deem necessary to detail and illustrate the work, and that the Contractor
shall conform to and abide by the same.
INSPEOTION OF WORK AND MATERIALS:
X. The Contractor shall provide sufficient, safe, and proper facilities at all times for the inspec-
tion of the work by the Board or its authorized representative. The said Contractor shall furnish the
said Board or its authorized representative, without charge, samples of materials used in construction as
said samples may be required, in order that the character of such material may be determined) All mate-
rials and methods shall be subject to approval of the Engineer.
Defective work or material may be condemned by the Engineer any time before the final acceptance
of the work. Notice of such condemnation shall be given in writing by the Engineer. Such condemna-
tion and work shall be immediately taken down or changed. Defective material shall be immediately
removed or disposed of to the satisfaction of the Engineer. Failure or neglect on the part of the Engi-
neer to condemn unsatisfactory material or reject inferior workmanship' shall in no way release the
Contractor, nor shall it be construed to mean the acceptance of such work, nor Bhall the final acceptance
bar the aforesaid county from recovering damages in case fraud was practiced, or for defective work
resulting from the Con,tractor's dishonesty.
Time lost in replacing such improper work shall not furnish any ground to the Contractor for claim-
ing an extension of time for the completion of the work, and shall not release the Contractor from
damages or liabilities for failure to complete the work within the time required.
Incompetent, careless, or negligent employees or agents shall be forthwith discharged by the
Contractor upon the written request of the Board, or Engineer in charge, and failure to comply with
such rtJquests shall be sufficient grounds for the termination of this contract.
UNAVOIDABLE DELAYS:
ShQuld the Contractor be delayed in the prosecution or completion of the work by the act, neglect, or
defauit of the Board or of the Engineer of any other contractor employed upon the work, or by any dam-
age caused by fire or other casualty for which the Contractor is not responsible, or by combined action of
workmen, in no way caused by or resulting from default or collusion on the part of Contractor, then the
time herein set for the completion of the work shall be e:s:tended for a period equivalent to the time lost
by reason of any or all of the causes aforesaid, which extended period shall be determined and fixed by
the Board, whose determination shall be final, but no such allowance shall be made unless a claim there-
for is presented in writing to the Board within ten (10) days after the occurrence of such delay.

AOOEPTANOE OF WORK:
XI. It is further mutually agreed between the parties hereto that approval of the final estimate by
signature thereon of the state Highway Engineer shall constitute acceptance, on the date of such ap-
proval, of the work and materials included in the items comprising such final estimate, provided, how-
ever, such approval shall not constitute an acceptance of any unauthorized work; that no payment made
under this contract, except the final payment, shall be evidence of the performance of this contract, either
wholly or in part, but that no payment shall constitute an acceptance of unauthorized or defective work
or of improper material.
RISK, WORK, AND MATERIAL:
XII. The work and material for such improvement, including any extra work that may be ordered,
shall be at the sole risk of the Contractor until the same shall have been finally accepted by the Engi-
neer, Board and the State Highway Engineer, and any damage or loss that may occur or result to the
same and any protection against, and repair or replacement of, damage or loss thereto, prior to accept-
ance of said improvement, shall fall upon and be made good by the said Contractor at his own expense.
RESPONSIBILITY NON-TRANSFERABLE:
XIII. The Contractor shall not let, assign, or transfer this contract, or any interest therein or any
part thereof, without the consent in writing of the Board. The Contractor shall file with the Board a
duplicate of all sub-contracts made and approved as aforesaid.
The Contractor shall give his personal attention to the work at all times and shall be present" in
person or by duly authorized representative, on the site of the work continually during its progress and
shall receive instructions from the Engineer. Any sub-contractor shall be considered the agent of the
Contractor and the latter shall be responsible for all work and material furnished and any indebtedness
incurred by such agent. If any sub-contractor fails to perform work in a manner satisfactory to the
Engineer, the Board may terminate the sub-contract under which such work is being performed.
DAMAGES-PERSONS AND PROPERTY:
XIV. The Contractor shall be liable for all damages and injury which shall be caused, or which
shall occur to any person or persons or property whatsoever, by reason directly or indirectly of any op-
erations of said Contractor or any of his servants, employees, or sub-contractors, or of any breach or
violation of the provisions of this agreement or of any of his duties or obligations thereunder. The Con-
tractor shall also assume all liability for and protect the Board from any damages or claims arising from
the use of any patented articles or devices in any part of the work.
MEDICAL AID-INDUSTRIAL INSURANOE:
It is mutually agreed between the parties hereto that whenever any payments or contributions are
required under the provisions of Chapter 74, Laws 191! (Industrial Insurance Act), or any amendments
thereof, and Chapter 28, Laws of 1917 (Medical Aid Act), or any amendments thereof, and such pay-
ments or contributions are due and unpaid, the Board may deduct and retain from any sums due the
Contractor hereunder the amount of such payments or contributions, and pay the same into the funds
created by said acts for the benefit of said Contractor.
EIGHT-HOUR DAY:
XV. It is part of the public policy of the' State of Washington that all work by contract or day
labor done for it, or any political subdivision created by its law, shall be performed in work days of
not more than eight (8) hours each, except in cases of extraordinary emergencies. No case of extraor-
dinary emergency shall be construed to exist in any case where other labor can be found to take the
plfJ,ce of the labor which has already been employed for eight (8) hours in any calendar day. In case
of the violation of the provisions of this article, the Board shall have the right to cancel this cont}.'act
without written notice, and shall have the right to complete the work in the manner provided in Article

BOND:
XVI. The Contractor agrees to execute and furnish to the Board a good and sufficient bond with an
approved surety company as surety, said bond to be payable to the aforesaid county in the penal sum
of the full amount of the contract, conditions that all the provisions of this contract shall be faithfully
performed by the Contractor, and shall indemnify the aforesaid county against any direct or indirect
damages that shall be suffered or claimed, for injuries to persons or property during the carrying out of
the work of this contract, and further conditioned as required by law for the payment of all laborers,
mechanics, sub-contractors and materialmen, and aU persons who shall supply such person or persons or
sub-contractors with provisions or supplies for the carrying on of such work. If the Board shall have
reason to believe that the security on said bond has become impaired since the execution thereof, or is
insufficient, it may require the Contractor to furnish other or additional security.
XVII. The Board hereby promises and agrees with the Contractor to employ, and does employ the
Contractor to provide the materials and to do and cause to be done the work upon aforesaid permanent

and to complete and finish the same according to the attached plans and specifications and the terms
and conditions herein contained, and hereby contracts to pay for the same at the time and in the man-
ner and upon the conditions provided for in this contract and every part thereof. The Board further
agrees to employ the Contractor to perform any alterations in or additions to the work covered by this
contract and every part thereof and any extra work that may be ordered and to pay for the same under
the terms of this contract.
The Contractor for himself, and for his heirs, executors, administrators, successors and assigns, does
hereby agree to the full performance of all the covenants herein contained upon the part of the Con-
tractor.
XVIII. \ It is further provided that no liability shall attach to the aforesaid county by reason of
entering into this contract, except as expressly provided herein.

DEFINITION OF TERMS
In interpreting these specifications, the following definitions shall prevail:
STATE: rfhe State of Washington.
STATE HIGHWAY ENGINEER: The State Highway Engineer of the State of Washington.
BOARD: The Board of County Commissioners of...........~.~.EE.~.13.~Q~.......County.
ENGINEER: County or Construction Engineer, or his duly authorized assistants~ by whom all

SPEOIFICATIONS: The directions, provisions, and requrements contained herein, together with
all written agreements made or to be made, pertaining to the method and manner of performing the
work, or to; the quantities and qualities of materials to .be furnished under the contract.
OONTRACT BOND: The approved form of security furnished by the Contractor and hs surety
as a guarantee of good faith on the part of the Contractor to execute the work in accordance with
the terms of the contract.
LABORATORY: The laboratories of the State Highway Department, or other laboratories desig-
nated by the Engineer.

SPEOIFIOATIONS
GENERAL PROVISIONS
PERMITS AND LICENSES:
The Contractor shall procure all permits and licenses, pay all 'charges and fees, and give all notices
necessary and incident to the due and lawful prosecution of the work.
LAWS AFFEOTING PUBLIO WORK:
Attention is particularly called to the clearing and grubbing specifications and also to section three,
Chapter 33 of the Session Laws of 1917, with reference to the burning of refuse, timber, brush, and
debris from clearing and grubbing operations. ,
The Washington Forest Fire Association and the State Fire Warden all insist that the statutes
covering the m.atter be strictly enforced, and that the refuse from clearing and grubbing on public
roads be properly disposed of and the premises be left in a neat and presentable condition.
, The provisions of the specifications and the statutes, therefore, will ,be strictly enforced.
INTERPRETATION OF PLANS:
Any work or materials that may have been accidentally omitted in the description of the work, but
which is clearly implied, shall be furnished by the Contractor as if it had been specifically stated.
Work shown on the plans and not mentioned in the specifications, and vice versa, will be done as if
shown on both, when and where required. In case of discrepancy on any plans or drawings between
the scaled and figured dimensions, the figured dimensions shall govern. In case of ambiguity of ex-
pression in the specifications, or doubt as to the correct interpretation of the same, the matter shall
be submitted to the Engineer, wh.ose decision shall be final.
OONNEOTIONS WITH INTERSEOTING ROADS OR DRIVEWAYS:
The Contractor shall, for the same compensation as for other grading, grade a safe, proper, and
workmanlike connection with all hitersecting public or private roads or driveways, according to the
direction of the Engineer. .
UNAUTHORIZED WORK:
Work done without lines and grades being given, work done beyond the lines and grades shown
on the plans or as given, except as herein provided, or any extra work done or any deviation made
from the plans and specifications, without written authority, will be considered unauthorized and
at the expense of the Contractor, and will not be measured or paid for by the County. Work so done
may be ordered removed and replaced at the Contractor's expense.
LIMITATION OF .OPERATIONS:
The Contractor shall so conduct his operations as to have under construction no greater length
or amount of work than he can prosecute vigorously, and when in the judgment of the Engineer such
operations are being so spread out as to be detrimental to such vigorous prosecution, thereby endan.
gering the completion of the improvement within the contract time, he shall so advise the Contractor
in writing.
METHOD OF SERVING NOTIOE:
Any written notice to the Contractor which may be requisite under these specifications, may be
served on said Contractor., either personally or by mail, or by leaving the same at his last known place
of residence. -
OO.OPERATION OF OONTRAOTOR REQUIRED:
The Contractor shall keep a copy of the plans and specifications on the work.
DETOURS:
The Contractor shall at all times conduct the work in such a manner as to insure the least obstruc-
tion to traffic practicable.

The Contractor shall provide and maintain at his own expense in passable condition such tem-
porary highways and bridges as may be necessary to accommodate the traffic diverted from the
roadway. or bridge under construction and shall provide and maintain in a safe condition temporary
approaches to and crossing of intersecting highways except that the Contractor will not be required
to build and maintain temporary detours around bridges more than twenty (20) feet in length, nor
around a closed section of highway having a length of more than 500 feet, unless such detours are
provided for in the specifications or on the plans, or ordered in writing as force account by the Engi.

BARRICADES:
On all improvements the Contractor shall provide, erect, and maintain at his own expense all neces.
sary. barricades of sufficient strength for the purpose intended, suitable and sufficient lights, danger
signals and signs and shall take all necessary precaution for the protection of the work and safety of
the public. Any part of the work damaged from traffic or other causes, occurring prior to its official
acceptance shall be replaced and made good by the Contractor at his own expense i.n a manner satis-
factory to the Engineer. '
Two barricades two hundred feet apart shall be constructed at each point where a highway is
closed to traffic. The first or outside barricade shall be constructed of light lumber in such a manner
that it will not seriously injure or wreck a car. The second barricade shall be constructed of heavy
material in such a manner as to be difficult to remove or break down.
On all barricades and obstructions there shall be kept burning at night from sunset until sunrise
two red lights, four to five feet apart, both of which can be plainly seen at a point in the road three
hundred feet from the barrier. The lights shall be placed on the first barricade. In daytime the
Contractor shall place a red flag two feet square in a conspicuous place in the road three hundred
feet from the barrier.
FENOES:
In passing through private property the Contractor must keep up at his own expense such tempor-
ary fences as shall be necessary for the preservation of the crops, and protection of the property, and
the Contractor shall be liable for any and all damages resulting from a non. compliance with this re-
quirement.
PRESERVATION OF PROPERTY:
The Contractor shall preserve from damage all property along the line of work, the removal or
destruction of which is not called for by the plans. This applies to public utilities, trees, monuments,
fences, etc., and wherever such property is damaged, due to the activities of the Contractor, it shall be
immediately restored to its original condition by the Contractor and at his own expense.
USE OF EXPLOSIVES:
When the use of explosives is necessary for the prosecution of the work, the Contractors shall use
the utmost care, so as not to endanger life or property, and whenever directed, the number and size
of charges shall be reduced.
TESTING MATERIALS:
Tests of materials to be used in the work shall be made in the laboratory designated in the "Def-
inition of Terms," whenever such tests are required by the specifications or by the Engineer. The
Contractor shall furnish the Engineer, without charge, samples of materials used in the work as such
samples are required.
Materials may be rejected by the Engineer whenever, in his judgment, they fail to meet the re-
quirements of the specifications, and when so rejected, they shall be immediately removed from the
work.
STORAGE OF MATERIALS:
All materials intended for use in the work shall be so stored by the Contractor as to prevent
damage from exposure to the elements, from admixture of foreign material, or from any other cause.
The Engineer will refuse to accept, or to sample for testing, any materials that are improperly stored.

USE OF MATERIALS FOUND ON WOJU[:
In the absence of special provision to the contrary, the Contractor may use any stone, gravel, sand,
etc., that may occur in the regular roadway excavations, and which may not be needed to make the
fills shown on the plans, or any timber removed in making the improvement, except as herein other-
wise provided, or any existing structures that are to be replaced, provided that these materials are
suitable for, and required in the work. Materials found on the work, especially timber and existing
structures, which are required to be removed but which are not used in the improvement by the
Contractor, as J!rovided above, shall be put into shape to be handled economically and neatly piled
along the right of way, as herein provided, or as the Engineer may direct.
LINES, GRADES AND MEASUREMENTS:
The Contractor will be governed by such lines, grades, and measurements as may be given by
the Engineer in laying out the work and by the Engineer's determination of quantities of work per-
formed. Stakes and markings set or made by the Engineer to mark out the work, shall be carefully
preserved by the Contractor; in case such stakes, markings, or references are carelessly destroyed or
defaced by the Contractor or his employees, the expense of replacing same will be deducted from
any money due or to become due the Contractor.
OROWN OR OROSS SEOTION OF ROADWAY:
The cross-section of the roadway shall be as shown in the plans, except at intersecting highways
on curves or wherever to insure correct drainage or for other reasons, changes may be directed.
AUTHORITY AND DUTIES OF INSPEOTORS:
The Engineer may appoint assistants to inspect all materials used and all work done. Such
inspection may extend to any or all parts of the work and to the preparation or manufacture of the
materials to be used. The assistants will not be authorized to revoke, alter, enlarge or relax the pro-
visions of these specifications. An assistant is placed on the work to set the necessary lines and
grades and to keep the Engineer informed as to the progress of the work and the manner in which
it is being done; also to call the attention of the Contractor to any infringements upon plans or speci-
fications. He will not be authorized to approve or accept any portion of the work or to issue in-
structions contrary to the plans and specifications. The assistant will have authority to reject
. defective material and to suspend any work t~at is being imp!operly done, subject to the final
decision of the Engineer. The assistant will exercise such additional authority as may from time to
time be especially delegated to him by the Engineer.
FINAL OLEANING UP:
The Contractor shall remove, at his own expense, from the highway and from the adjoining
property, temporary structures and all rubbish and surplus materials resulting from the work which
may have accumulated during its prosecution. All work, including shoulders, ditches, and slopes,
shall be neatly dressed and cleaned up on completion, according to the Engineer's direction, and
shall be left in a neat and orderly condition.
SUSPENSION OF WOJU[:
The Engineer shall have the authQrity to suspend the work on account of the default of the
Contractor, unfavorable weather conditions, or any other condition which, in the judgment of the
Engineer makes it impossible to secure first-class results. The Contractor spall immediately respect
the written order of the Engineer to suspend work wholly or on any particular section of the road.
If it becomes necessary to stop the work for a protracted period, the Contractor shall take every
precaution to prevent any damage or unreasonable deterioration of the work during the time it is
closed down. The Contractor shall not make any claim or demand for damage 'by reason of such
suspensions in the work, but the date for completion will be extended by the period of such suspen-
sion.
MEASUREMENT OF QUANTITIES:
The determination of the quantities of work performed will be made by the Engineer based on
measurements taken by him or his assistants. In computing volumes, the method of average end areas

will be used for excavation and embankment. Other quantities will be computed in the units used
in the proposal form, according to well organized engineering principles, and no local rules or cus-
toms will be considered.
NO WAIVER OF LEGAL RIGHTS:
Should an error be discovered in the estimate, or should conclusive proofs of dishonesty on the
part of the Contractor be discovered in the work, after the final payment has been made, the Board
reserves the right to claim and recover by process of law, such sums as may be sufficient to correct
the error, or make good the defects in the work resulting from the Contractor's dishonesty.
FURNISHING DATA:
The Contractor shall furnish the Engineer with such data as may be required to enable him to
keep an accurate cost of the work as it, progresses. He shall furnish a statement of the number and
rate of pay of all laborers and teams employed each day upon the work; also copies of all equip-
ment and material bills, or a statement in lieu thereof, showing the amount of equipment and ma-
terials received on the work and cost thereof, together with such other information as may be re-
quired.
CONSTRUOTION OAMPS:
The Contractor herein is required and he hereby agrees to conduct and maintain all con-
struction camps in accordance with the rules and regulations of the County and State Board of
Health, and it is understood that the work done under this contract will not be accepted by the
County until all camps have been placed and left in a sanitary condition. Special reference is here.

TDMBER STRUOTURES
Timber and plank shall be placed wher~ indicated by and as shown on the plans, or where di.
rected by the Engineer.
LUMBER:
All lumber shall conform to the grading and dimensioning rules of the West Coast Lumberman's
Association.
All lumber in permanent structures, subject to bending or compressive stresses, shall be Select
Structural Douglas Fir, or Select Common Douglas Fir, as the plans direct. Lumber used for tem-
porary or construction purposes, but subjected to bending or compressive stresses, shall be Select
. Common, or No.1 Common, subject to the decision of the Engineer. ,
Hewed timber may be substituted for sawed timber, subject to the approval of the Engineer, and
shall be 'of cross-section equal to that as shown for sawed timber on the plans, exclusive of sap or
wane. Compensation will be made for hewed timber in accordance with the dimensions shown on
the plans for the sawed timber it replaces.
CREOSOTED LUMBER:
When creosoted lumber, blocks, or piling are required, the methods and materials hereinafter
specified shall be used:
CREOSOTE:
Oreosote "A" shall be used only for the pressure treatment.
Oreosote "B" shall be used when same is applied by the dipping process or by hand or air brush.
Creosote "A" shall be the pure product obtained by distillation from coal gas tar or coke oven
tar and shall be free from any tar oil or residue obtained from petroleum or any other source includ-
ing that from which it is distilled. It shall be completely liquid at 38 degrees centigrade and free
from suspended matter.
It shall comply with the following specifications:
(a) Specific Gravity at 380/15.50 centigrade shall be not less than 1.03.
(b) It shall contain not more than 3% water.
(c) It shall contain not more than 0.5% of matter insoluble in benzol.
(d) The distillate based on water-free oil shall be within the following limits:
Up to 2100 C. not more than 8%.
Up to 2350 C. not more than 35%.
(e) The specific gravity of the fraction between 2350 C. and 3150 C. shall not be less than 1.03
at 380/15.50 C.
(f) The specific gravity of the fraction between 3150 and 3550 shall not be less than 1.10 at
380/15.50 C.
(g) The residue above 3550 if it exceeds 5% must be soft.
Creosote liB". Creosote "B" shall be a pure distillat~ of coal tar. It shall be liquid at 150 C. and
crystal free at 380 C. The water content shall not exceed one (1) per cent'. The matter insoluble in
benzol shall not exceed 0.5 per cent.
The specific gravity of the oil shall not be less than 1.06 at 380 C. referred to water at 15.50 C.
When distilled by the standard method, not m ore than one per cent shall distill up to 2100 nor
more than ten 'per cent up to 2350. The distillate at 3550 C. shall not be less than 65 per cent.
The coke residue shall not exceed two per cent.
If the residue above 3550 exceeds 10 per cent, it shall have a float test not greater than 50 seconds.
Tests for either" A" or "B" grades shall be made in accordance with the standard methods of .
the American Society for Testing Materials.
BRUSH OR DIPPED PROOESS:
Where creosoting is performed by painting or dipping, two applications shall be made, the second
application shall not be applied until the first application has dried for at least four hours. Creosote
shall be maintained at a temperature of from 1800F. to 190oF., while being applied.

PRESSURE PROOESS:
All timber or piling specified ascreosoted, under the Pressure Process, shall be treated as follows :
The timber shall be placed in a pressure retort and creosote oil, as hereinbefore specified, in-
troduced at a temperature of 160 to 180 degrees Fahr. Heat is applied and the temperature of the.
oil gradually raised to 190 degrees Fahr., and held at that temperature for 5 or 6 hours, a sufficient
length' of time to warm the timbers through. When the timbers are thoroughly wanned, a vacuum
of 24 to 27 inches is drawn on the oil still holding a temperature of 190 degrees Fahr. The vacuum is
started at 16 to 18 inches, and as the timber seasons, is gradually raised to 24 to 27 inches. The full
period of vacuum should be 12 to 16 hours. It shall be continued until the rate of seasoning of the
timber is 1/10 pound of water per cubic foot of wood per hour. After the seasoning is complete, the
vacuum shall be released and a pressure of 120 to 135 Ibs. per square inch put on the oil. This pres-
sure shall be continued for four to six hours, keeping the temperature between 180 to 190 degrees
Fahr. When the process is complete, the wood shall contain not less than 12 Ibs. of creosote oil per
cubic foot.
Great care must be exercised in handling the creosoted material not to break the creosote seal.

Full payment for all labor, material and equipment used in the process of creosoting lumber or
piling shall be included in the price bid per thousand feet for lumber in place, or per linear foot pil-
ing in place, or per square' yard of blocks in place ,-
TIMBER STRUCTURES:
Timber Trestles. Timber trestles shall be built according to the approved plans in a thoroughly
workmanlike manner. They may be either built on pile bents or timber bents.
Pile Bents. Piles for trestles shall conform to the general specifications for timber piling (either
treated 'or untreated). They shall be driven in all respects to conform with "Foundation Piles," here-
inbefore specified, except that they will extend above ground water level. All piles shall be "spot-
ted" by pegs set to true line and position. They shall be driven as near perpendicular as possible. In
case a pile becomes out of .plumb during driving, it shall be straightened before it is cut off or braced.
Piles broken while driving or straightening shall be replaced at the Contractor's, expense.
All cut-offs shall be made parallel to the grade line and in the true grade plane. Perfect bearing
must be made between pile head and cap for piles in a bent. Piles driven below grade shall be removed
and new ones driven. Shimming will not be allowed.
All pile heads shall be painted with one coat of hot creosote before the cap is put on. Caps shall
be placed truly at right angles to the center line, except on curves, and securely drifted to each pile.
Boring for drift bolts shall be done with a bit 1/16 inch less in diameter than the drift bolt to be in- .
serted. All drift bolts shall be at or near the center of the pile.
The entire top of the cap shall be thoroughly saturated with creosote before the stringers are laid.
Stringers shall be accurately centered and parallel. Outside stringers shall have butted joints, while
interior strin"gers will have lap joints, each interior stringer having full width bearing on cap. Joints
shall be broken and stringers either toenailed or drifted, as called for on the plaIls. Stringers must be
of sufficient length to cover two bents.' Stringers shall not vary more than 1/8 inch in depth. Any
variation in excess of this amount must be sized off. Stringers shall have 2 inch by 6 inch lattice brac-
ing at the center of aU spans firmly toenailed to the stringer.
.
All pile bents over 10 feet high shall be braced transversely at each bent and longitudinally in al-
ternate pair of bents. Single-story bracing shall not exceed 20 feet. All bracing shall be done accord-
ing to the approved plans. All bracing shall be bolted through the pile at the ends and boat spiked at
intermediate intersections. Not less than %-inch bolts with malleable iron washers shall be used.
Pile bents shall generally not exceed 40 feet in height.
TIMBER BENTS:
Timber bents may be set on mud sills at locations approved by the Engineer. In all other cases
they shall be set on concrete pedestals. All sills must be held above the ground and all parts of them
shall be open to free air circulation. Sills shall be dowled to the pedestals, and where resistance
against overturning is required, they shall be strapped to the footings. Straps, weight of footings,
etc., to resist overturning shall be as shown on the plans.
All framed bents shall have sills, whether on mud sills or concrete pedestals.
Single framed bents shall be limited to 40 feet. All outside posts shall be battered, as shown on
plans, and all posts shall be dapped into cap and sill as shown. All surfaces in contact shall be satu-
rated with standard creosote at a temperature of 180 to 190 degrees Fahr. before erection. All fram-
ing shall be done accurately and to the best standard of workmanship.
Bracing shall be done according to the approved plans, fastened as specified for pile bents.
Lumber shall be selected common, unless otherwise specified, subject to the Engineer's inspection.
FLOORS FOR TRESTLES:
. ~
The trestle flooring shall be of the type specified on the plans.

RAIL AND GUARD RAIL:
The rail and guard rail shall be built according to the approved plan. They shall be perfectly
aligned as to line and grade and have perfect fitting joints.
All rails shall receive two or three coats of standard paint as specified under "Paint for Wood."
PAINT FOR WOOD: .
Paint for wood shall consist of a true white lead pigment and raw linseed oil vehicle. All timber
for which painting is specified shall receive two or three coats of paint, viz., a prime coat, a body coat,
and a finish coat, as shown on the plans.
Paint when mixed shall contain the following ingredients and be mixed in the following propor-
tions :
(1) Priming Ooat.
100 pounds of white lead paste (8 Ibs. of oil and 921bs. of white lead) ;
4 gallons of pure raw linseed oil;
2 gallons of pure turpentine;
1 pint of rosin-free drier.
(2) Body Ooat.

Linseed oil shall comply with the requirements of the "Standard Specifications for Purity of
Raw Linseed Oil" from North American Seed A. S. T. M. Standards 1918, Serial Designation Dl-15,
and subsequent amendments thereto.
White lead pigment shall contain not less than 92% pure white lead and shall be very finely
ground. All white lead pigment shall be in paste form, containing approximately eight poun.ds of li~-
seed oil in 100 pounds of paste.
Turpentine shall comply with the A. S. T. M. specifications for wood turpentine, Serial Designation
D13-21 T.. .
Drier shall be a high grade of Japan drier free from resinous' substances.
Ready mixed paints for wllod shall be shipped in the original sealed containers of the manufacturer
and must have the true guaranteed formula or chemical analysis of the contents plainly marked on the
outside.
PAINTING WOOD WORK:
All wood surfaces which are to be painted must be perfectly dry and free from oil, or dirt. All
paint for wood work shall be applied with brushes and be evenly spread and thoroughly worked into
all seasoning cracks, corners and recesses. At least five days shall elapse before a second coat is put
on in order to allow the first coat to be thoroughly dry. Painting shall be done where shown on the
plans. Paint shall not be applied in wet or freezing weather, and shall not be applied on creosoted sur-
faces.
MEASUREMENT OF TIMBER AND PLANK:
All timber and lumber shall be measured by the one thousand feet board measure (M.B.H.) in
place.
PAYMENT:
All timber and plank will be paid for at the contract price per M. B. M. in place; such price shall
be full compensation for furnishing and placing all timber and lumber, spikes, bolts, and other mate-
rials, tools, equipment, labor, and work incidental thereto,. including painting and creosoting where
specified. .

PILING AND PILE DRIVING
PILE FOUNDATIONS:
In foundations where piles are resorted to for bearing power, the entire reaction shall be resisted
by piles alone, no allowance being made for surface soil bearing.
The effect of buoyancy to resist bearing shall be considered only below extreme low water, and
only in cases 'where piers are directly submerged below extreme low water. In general, piles shall
not be driven closer than 3 feet centers and their bearing power shall be determined by the following
formula:

TIMBER PILING:
Description. Timber piling shall be placed where indicated by and as shown by the plans, or where
directed by the Enginee~.
Material. Piles, ,whether in foundations, trestle work, or pile bridges, shall be str~ight, of good
sound quality, firsJ;~...lowth, winter cut fir or cedar, as th,eEngineer shall direct. The piling shall be
not less than ~ \~ inches nor more than fourteen (14) inches in diameter at the smaller end and
not less than twelve (12) inches nor more than eighteen (18) inches in diameter at the butt end, and
of such lengths as the Engineer may require. They shall have a unifo:r:m taper from butt to tip, be free-
from short bends, and a straight line from the center of the tip to the center of the butt shall be wholly
within the body of the pile. 'All knots shall be trimmed close to the body of the pile, and the bark
shall be peeled from the pile.
DRIVING:
In general timber piling shall be driven until a bearing power (computed as above) of 20 tons per
pile is developed. In special cases a greater 0'1' less bearing power Ulay be used, as permitted or order-
ed by the Engineer.
Pile heads should extend not less than 12 inches or more than 20 inches into the concrete cap, except
in cases :where sealing a cofferdam against hydrostatic pressure may require a greater bond to con-
crete. The thickness of concrete above the tops of piles should be not less than 18 inches. The bottom
of all piers shall extend below the lowest possible line of scour, which in case shall be considered
less than 5 feet below, the permanent bed of the stream.
Where timber pile,S are required, the foundation shall be excavated to such a depth that the highest
point of the cut-off pile will be below the plane of permanent ground water or extreme low water, the
object being to as nearly as possible perpetuate the life of the pile.
Piles shall be driven as sh~wn on the plans, or as otherwise directed by the Engineer. They shall be
so driven as to develop the desired bearing power as determined by the formula given elsewhere in this
specification.
All pile heads shall be freshly recut and chamfered, or "dubbed" before driving. Any piling
showing tendency to batter or split during the process of driving shall be ringed.
Piles with split heads below cut-off must be removed and new ones driven. to replace them.

The fall of a drop hammer shall not exceed 20 feet, and in no case shall a hammer weighing less
than 2,000 lbs. be used. No allowance will be made for driving, or withdrawing rejected piles, or piles
in falsework. When piles are driven below water by use of a "follower," the pile driver leads shall
extend close to the bottom in order .to supply lateral support to the pile. The Contractor will be respons-
ible for the determination of a pile length.
EXOA V ATION FOR PILING:
Excavation shall be removed to the final depth of footing before any piling are driven. When the
piles are all in place, the material which has been caused to raise between the piles above the final
footing depth, shall be removed. In cases where a clamshell or other device is used to excavate before
the cofferdam is in place, all material displaced outside the cofferdam as it is built shall be backfilled to
the natural str~am bed.
BEARING POWER OF JETTED PILES:
In case of all piles driven by means of a. jet, the safe bearing power shall be determined, either
by actual test, or by formula given in this specification, using as S the average of the last three blows'
with the jet removed.
OREOSOTED PILES:
When creosoted piles are specified, they shall conform to the specifications for creosoted timber
and piling outlined in the specifications for Timber Structures.
Great -are must be exercised in the handling of creosoted piles so as not to break the protecting
creosoted seal. Such treatment may be cause for rejection. All cut-off surfaces, pevie marks, etc.,
must be completely saturated with hot creosote oil.
T~ST PILES:
The Engineer may require the Contractor to drive test piles in the manner and places directed,.
and of the size and kind specified. Free access shall be given the Engineer during driving to take
any measurements or, observations he may see fit. If the results of a test nile show that piling are
feasible and should be used, test piles shall be paid for in the manner outlined under "Measurement
and Payment" below. If, however, piling are not used in the structure, the work of driving test piles
, shall be paid as "Force Account" otherwise outlined in these specifications.
Should metal points be considered necessary, they will be furnished by the contractor at the ex-
pense of the County, but the Contractor will be required to put them on the piles free of charge. The
Contractor will order piles of a certain length on his own responsibility. He will, however, have access
to all records of borings, soundings, or test piles, and will receive any other information the County
may have as a guide for his j.udgment as to the required length.
MEASUREMENT AND PAYMENT:
All piles shall be measured by the linear foot after they are driven and cut off to receive the sup-
erstructure. Payment shall be made at the contract price per linear foot for piling complete in place,
no allowance being made for piling above the cut.off or for false work piles. The contract price
shall include furnishing all materials, tools, equipment, labor, and work incidental thereto.

exceeding one year and be allowed to season. Immediately before use in the work all bark shall be
peeled and the logs trimmed of all knots and projections.
CONSTRUCTION:
Where cribbing is placed on earth foundations, the lower course of logs shall be laid upon mudsills,
which shall not be less than three (3) feet in length, and twelve (12) inches thick, with a twelve (12)
inch face, and placed not more than eight (8) feet apart and sunk into the ground so that the top of
sill shall be level with the solid ground or as directed by the Engineer. The lower course of logs shall
be notched so that the flat surface shall rest upon each sill and shall be drift bolted with three-fourths
(%J inch drift bolts, extending at least six (6) inches into the sill.
At intervals of eight (8) feet, each course of logs shall be bolted to the course below with three.
fourths (%) inch drift bolts, which shall extend at least eight (8) inches into the second log.

Gentlemen:
Alternate Bid, East Qui1cene Bridge.
We propose to make an earth and rock
fill, and install culvert in lieu of proposed bridge, for the
sum of Seven Thousand, Nine Hundred ($7,900) Dolla.rs.
The fill to be twenty feet wide on top,
to grade elevation 105.0, as shown by East Quilcene Bridge plan.
A south slope or bayside, to be two to one, and riprap ~1th
eighteen inches of one man rock. The north slope to be one and
one half to one, with six inches of course gravel. The top of
fill to be covered with six inches of beach gravel. A suitable
culvert to be built in the waterway, subject to the approval of
the County Engineer.
