In the matter of finding and determination to }
Declare certain county property as surplus } RESOLUTION NO. 49-0909-24 R
And authorize trade-in }
WHEREAS, certain assets belonging to Jefferson County have been identified as no longer being
required for County purposes; and
WHEREAS, the asset identified is scheduled to be replaced using a cooperative purchasing
agreement through WA State Department of Enterprise Services(DES);and
WHEREAS, using the cooperative purchasing agreement satisfies the procurement requirements of
RCW 39.34.030;and
WHEREAS, the vendor has offered to accept the existing asset (excavator) in exchange (trade-in)
for new equipment with necessary attachments;and
WHEREAS,RCW 36.34.070 allows the Board to accept trade-in allowances;
BE IT RESOLVED by the Board of County Commissioners that the property shown on attached
Exhibit A, assets #906 and #827 - Roscoe Brooms, be used as a trade-in to net the best sale and
purchase price for the County.
BE IT FURTHER RESOLVED by the Board of County Commissioners that the Auditor shall
remove the equipment on the attached Exhibit A from the Jefferson County inventory.

Subject: Resolution — In the Matter of Finding and Determination to Declare Certain
Personal Property as Surplus and Authorize Trade - In
Statement of Issue:
The Public Works Department seeks Commissioner approval to trade- in 2 ER&R assets that are past life
cycle and require continuous repairs. Broom #906 recently had an accident that was the result of a
massive differential failure, it now requires over$6,000 in repairs. Broom #827 is a 10-year asset that is
2 years over its intended life. Both of these items are vital to the County Roads team's ability to serve
the taxpayers and keep the roads free of debris.The value of the trade- ins will help offset the purchase
cost of the new equipment. The new equipment is being purchased through WA State Department of
Enterprise Services,a purchasing cooperative that adheres to the competitive bid requirements of
Washington State.

Fiscal Impact/Cost Benefit Analysis:
• Trade in value#906 $2,500—(less sales tax)
• Trade in value#827 $5,800—(less sales tax)
• New Machine $86,700.00—(less sales tax)
• Balance After Trade $78,400—(less sales tax)
Recommendation:
Public Works would like the Board of County Commissioners approval to move forward with the trade of
these assets to obtain the asset that will be more reliable and cost effective for the county.
