IF THE POOL
Achieve Consensus
9/16/24
After the 8/27 presentation,
the Task Force has one
recommended path that can
lead to consensus, a Tri-Area
PFD. If we come to the Joint
Meeting prepared to fund
the PFD, then we have a
better chance of moving the
project forward.

PROPOSED MEMO
TO: Jefferson County Tourism Coordinating Council
FROM: Jefferson County Board of County Commissioners
DATE: 9/9/2024
RE: Reorganization of Tourism Coordinating Council
After analysis of Jefferson County 7s Boards and Committees, the Board of County Commissioners (BoCC) has chosen to integrate our
Destination Marketing staffing into County staff. Jefferson County staff will prepare this year's LTAC proposal from the Tourism
Coordinating Council (TCC) to add a .5 FTE staff member which will be combined with the current .5 FTE Information Officer position.
The salary and benefits for this staff will begin in January, 2025, and will begin by updating TCC Bylaws with the TCC and BoCC.
There will only be a digital marketing campaign from TCC this year as the county focuses rebuilding TCC to be a staff supported work
group developing marketing strategy, integrating the Olympic Peninsula Master Tourism Plan with County goals, bringing TCC's website
and media assets onto the County platform, and developing a tourist focused Aquatic Center by directing seed funding for a new Public
Facilities District (PFD). The staff -prepared application will also continue membership in the Olympic Peninsula Tourism Council and
Washington Tourism Alliance.
The new staff member will staff both TCC and the Lodging Tax Advisory Committee (LTAC), and the County Administrator's office will
clerk the TCC as well as LTAC.
QUESTIONS
• How can we move ahead prior to January 16th Joint meeting?
• What elements of the TCC budget would disappear?
• How much LTAC revenue would that open up?
• How can we call an aquatic facility a tourism related facility?
How can we move ahead
prior to January 16th joint
meeting?
How can we move ahead
prior to January 16th joint
meeting? Seed funding was not an assignment
of the Task Force.
We know it has to happen and
bringing the plan to the 1/16 meeting
encourages the chances of consensus.
We won't make the recommendation
to LTAC to fund a PFD until after the
meeting, but regardless the TCC reorg
should proceed.
What elements of the TCC budget would
disappear?
How much LTAC revenue would that open
up.?

First answer is: Great question for
a newly empowered TCC to chew
on. Cost recovery is a challenge
and we need to fill the pool. TCC's
work should involve this
development.
TCC IS THE RIGHT PEOPLE
No Vacancy
in Summer
One of the biggest problems
tourism has in Jefferson County
is the lack of infrastructure and
rooms. If we can encourage
development of a hotel in our
new Urban Growth Area, that
would mean more rooms in the

Extend the
Shoulder Season
How can a public aquatic facility
extend the shoulder seasons of
Spring and Fall, which has been the
main thrust of marketing for years?

RePresentation
The group of tourism professionals
and volunteers we have in the TCC
is the ideal group to help figure out
how a public pool can be
programmed and designed to
enhance the tourist experience and
support our different Jefferson

In cultures around the world, from
