Cash has made up a complete summary of the results of this questionnaire which certainly makes very interesting reading. The response to the questionnaire was excellent, which is an indication that there is a great deal of interest among the engineers of the state in this particular matter, and, therefore, the committee bas been continued and requested to make a report at the 1965 convention. For your information, i attach a complete summary of the answers to the questionnaire including some very interesting comments as some of the questions which oouid not be answered simply yes or no. I would suggest that you read over this material at yrour convenience and bring some of these matters up for discussion at district meetings and perhaps develop some formal recommendations at district meetings which could be submitted to the committee making the overall study. "Are all petitions carried through to a public ......r hearing? Explain: 2. Some petitions are rejected by Board before going that far. 2. As per statute for Freeholders Petition. 3. Some petitions are rejected because they obviously do not meet some necessary requirements. 4. As I interpret the Law, we have no choice if a legal petition is presented. 5. Not when all property owners in the vicinity of the road sign the petition and the assessed value is sufficient to warrant the establishment. 6. The Board of County Commissioners do not act upon a petition to vacate or establish until after a public hearing has been held. ?. No - only when Commissioners insist. Vdhen Petition makes no sense it is dropped.. 8. Ali petitions are carried through to public hearing at which the objections or commendations fora road establishment are received. The Board then judges establishment on merit and need. 9. We adhere to the laws governing such matters. 10. If objections on Engineer's Report or further study indicates it should be stopped - r_ormally we do stop: 11. Some are eliminated by withdrawal of petition. Platted roads and streets are built to standards before we take them over and the County assumes maintenance as of recording date. Other roads put on our list for improvements and scheduled as existing road. Maintenance is applied as warranted. 4. The road is improved to the extent that the public can safely travel the entire route. 'T`his is usually done a short time after the date of establishment. The road is maintained as often as necessary. 10. It is then treated like any other county road. il. This is a problem with us. We accept Bureau of Reclamation irrigation block plats that bind us to a road system within that plat, to be constructed with county funds. Many of our roads apparently were included in this manner, as we cannot find any instruments, even on some arterials. If the road has any importance, we go thru the usual procedure and establish it. 12. No, they are not. However, my personal opinion is that they should be included into the road system if they have been used by the public for a 10-year period. 13. Some of our county roads are usage roads, all our county maintained roads are supposedly established by resolutio~ii, according to our records in 1918. Approximately 74% of our road system is by use. 17. Xes, we think the law on usage roads and public highways is clear on this matter, although we have usage roads that have not been declared by the court. 18.
