The Speaker had planned to couple that stopgap measure with the Safeguard American Voter Eligibility Act (SAVE) Act (H.R. 8281 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=e9a0d7f2fe&e=850008f825> ) to garner sufficient support, but to no avail. Speaker Johnson stated there would be no vote scheduled while he works to build intraparty consensus, offering “With small majorities, that’s what you do. . . . We’re having thoughtful conversations, family conversations, within the Republican conference, and I believe we’ll get there.” Some GOP Members expressed concerns that a shutdown may be possible at the end of the month, given the different approaches being explored by leaders of the two chambers. Meanwhile, over in the Senate, Majority Leader Chuck Schumer and Senate Appropriations Committee Chair Patty Murray of Washington State Ranking Member Susan Collins of Maine continue to work towards advancing a “clean” CR, which would likely seek to extend government funding sometime into November or December. Senators are also working through the budget anomalies requested by the White House Office of Management and Budget (OMB) earlier this month. As a reminder, lawmakers will need to reach a deal before the final day of the current fiscal year on September 30, 2024. Economic Development * The U.S. Department of Commerce (DOC) Economic Development Administration (EDA) has issued a Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 Build to Scale Program (B2S). The purpose is to demonstrate, deploy, and deliver new technologies by starting and growing new companies that in-turn create and sustain new jobs. There is $50 million in total program funding for 40 to 50 projects up to $5 million each with a 1:1 nonfederal cost share requirement. The application deadline is October 28, 2024 at 4:59 p.m. Eastern Time (ET). Please let us know if you have any interest. FTA states that the new regulation has “improved the recertification process and refined communication procedures to manage the program more effectively. As part of the revisions, FTA is providing greater flexibility in the curriculum to address changing training needs as the industry evolves. The updated rule also streamlines administrative requirements to help ensure everyone who needs to receive training does so.” The final rule will become effective on November 1, 2024.
