15:10:55 From Chambers to Kate Dean, Jefferson County Commissioner(Direct Message) : You're frozen now
15:01:20 I'm gonna start recording.
15:01:26 I will call this special meeting of the Jefferson County Board of Commissioners to order. Thank you for joining us.
15:01:34 This afternoon to take care of some timely business, and huge thanks to Phil Hunker for helping us get this across the finish line, so I'll pass it off to you, Phil.
15:01:46 Well, it was a good thing that you authorized Kate to sign this thing today, because, as she predicted.
15:01:55 It helped us.
15:01:56 Bring it.
15:01:57 To a conclusion.
15:02:00 Where.
15:02:00 We've got agreement.
15:02:03 Among the folks that were in the room on the.
15:02:06 On the document, the agreement document.
15:02:10 But we need to get approval.
15:02:13 Also from the.
15:02:15 The tribal councils of the tribes. And so we've.
15:02:19 We figured out a workaround to get the letter out in time, because we're not going to get.
15:02:25 Final.
15:02:28 Approval from the tribal councils in time to get the letter.
15:02:31 So what's what's going to happen is the point. No point treaty.
15:02:37 Council is going to send the letter. They sent the letter originally, so this that should be fine.
15:02:43 And
15:02:44 You know they're an instrument of both tribes. That's the case. So.
15:02:49 So that's.
15:02:50 What's going to happen? That's the.
15:02:55 That's the process. But we did come to agreement today, and couldn't have done it without.
15:03:01 Lauren Rasmussen, who's the.
15:03:04 I think she's technically the lawyer for the point. No point.
15:03:09 Treaty Council, but she was a big help, and.
15:03:14 Kate did an outstanding job as well, so.
15:03:17 But it was a lot of work and.
15:03:20 Took most of the last.
15:03:22 4 days, but we're
15:03:24 I think we have something that'll work, and they're going to send the letter tomorrow.
15:03:27 Even though we don't have.
15:03:29 We don't have.
15:03:31 A final sign off from the
15:03:33 From the tribal Council.
15:03:35 The
15:03:38 The document, the final document.
15:03:41 Ended, up being different.
15:03:42 From what I had before I.
15:03:46 You know, before we had our discussion yesterday, but.
15:03:49 Sort of.
15:03:50 Remarkably.
15:03:53 The points that were in my Powerpoint were all are still valid.
15:03:57 So.
15:03:59 Well, we ended up changing, was the dispute resolution process a little bit so.
15:04:05 We got rid of some.
15:04:07 Oh, we! We narrowed it down to to a government, to government meeting as a dispute resolution process.
15:04:16 Because we weren't sure that.
15:04:19 We'd have enough time to do anything else.
15:04:21 Between the time we got the final documents, and closing.
15:04:26 It can't be a hundred percent sure. But.
15:04:28 You know, based on our experience with.
15:04:33 With the other.
15:04:35 Projects we're working on with. Dnr. It seems to take a long time, so.
15:04:40 To actually close on them, but.
15:04:41 Who knows this is.
15:04:43 It's a new program. So it might be different. No one could predict. So.
15:04:49 So.
15:04:49 I would say we have an agreement in principle.
15:04:53 Because I had. I specifically said that you know we want to respect.
15:04:58 The
15:04:59 The tribal councils.
15:05:02 You know, if there's something in there that they.
15:05:05 Want to tweak or concerned about, we definitely would consider that.
15:05:09 But looks like mission accomplished getting the letter out.
15:05:14 And I I looked at the letter after our meeting.
15:05:19 Revised it a little bit, sent it to Lauren. She said. I'd already sent it off to my clients, and Pg. Had already approved it, but.
15:05:28 But.
15:05:29 But I begged her to change it.
15:05:31 To more like mine. My new version a little bit, and she
15:05:35 And she did so.
15:05:38 The main difference being that I wanted them to say.
15:05:42 That whatever they said before, they're withdrawing.
15:05:46 So just for clarity.
15:05:49 And then I.
15:05:52 Minor things, otherwise.
15:05:54 We got that done I've been revising the other. The attachment.
15:06:02 Also, I got a revision to that. I wanted to make sure that.
15:06:07 Some changes, that.
15:06:09 The tribes had requested.
15:06:12 In the agreement also got carried over to the easement documents. For example, they requested a change in the definition of treaty rights.
15:06:22 And it was the old definition in the easement. I knew there was going to be stuff like this. So.
15:06:28 So we I tweaked that, and then maybe one other thing. So it was. It was. It was.
15:06:33 Pretty good.
15:06:34 To begin with, but I had to tweak it.
15:06:38 And so.
15:06:40 So that's also gone to Lauren. The revisions have gone to Lauren.
15:06:46 I put together a a pdf of the document.
15:06:52 Kate and.
15:06:53 Carolyn have already signed it. I don't have the signature page quite yet back, but from when he's gonna send it to me.
15:07:00 And as soon as that happens I will send the document to Lauren, who then take one final look and send it.
15:07:10 To the Jamestown tribe, the port gambles tribe and the point. No point treaty council so.
15:07:18 It looks like we got. We got what we wanted, and
15:07:23 So yeah.
15:07:23 Thanks so much. Phil.
15:07:25 Just super.
15:07:26 Appreciative, and I.
15:07:28 Based on sitting through all the project rankings. I imagine that this is definitely the most robust tribal consultation that's happened.
15:07:38 As part of this program. So.
15:07:41 We are again leading the way, thanks to your work. So I really appreciate that.
15:07:46 Well, I think also,
15:07:50 One of the.
15:07:51 One of the things we got a little lucky with is that I asked them.
15:07:56 Not just to withdraw their comments.
15:07:58 But to issue a letter of support which I think will up our.
15:08:02 Ranking.
15:08:03 Yep.
15:08:03 So.
15:08:05 So anyway.
15:08:08 You're welcome. We can look at it now if you want. I don't think it's necessary, but
15:08:14 But I'll send it to all of you.
15:08:16 So you can look at it. We can have it, and.
15:08:19 If there's a public records request for any of this stuff, it'll now be.
15:08:25 Not subject to the delivered procession, and we'll we'll produce it.
15:08:30 Great.
15:08:31 So I think now the important thing is that Heidi, you feel prepared to carry water for this.
15:08:38 In the meeting on Friday, and you know so like you were saying you'd finished your scoring so other, you know.
15:08:46 Other folks will have scored this with the previous knowledge. And so, you know, if you can ensure that there's an opportunity, you know, really call out that.
15:08:59 Yeah.
15:08:55 This has been changed hopefully. Kenny and Robin will be doing that with the group providing that information in advance. That's partly why we're having the letter sent tomorrow,
so that they might send it out sooner. But if you can just be sure to really explicitly state, you know, we've gone from a position of opposition to supporting.
15:09:13 And Dylan with the Point Treaty Council is also on the
15:09:17 Yep.
15:09:27 Yeah.
15:09:18 And he. He seemed enthusiastic about this. I was pleased. It wasn't just like checking a box for him, but he was. He was quite enthusiastic. So
15:09:27 I think he will also do the same. But you know, if we can just make a point of being sure that it's it's called out that the status has changed dramatically.
15:09:36 When I get the attachment from Philip, I will forward it to Kenny, and ask that it be.
15:09:41 Distributed.
15:09:43 Great.
15:09:43 And I already adjusted my.
15:09:45 Scores.
15:09:46 Oh, you got to score Jefferson County, even.
15:09:50 Yep, they're just gonna throw out one score from every project.
15:09:54 Yeah.
15:09:55 No.
15:09:56 Weird.
15:09:57 Kenny's got a way to deal with this cause. I asked him that question so.
15:10:01 Okay.
15:10:02 What?
15:10:03 What I would suggest is, we're not gonna have assigned.
15:10:06 Agreement.
15:10:08 With the tribes, but.
15:10:10 We will have the letter, and so maybe Kate can make sure we get a copy of the letter, since she has the relationship.
15:10:17 That got us this far.
15:10:19 Or Heidi. I don't care but but we should have that letter in the packet.
15:10:25 Okay. I'll request that from Randy right away.
15:10:31 So.
15:10:33 We haven't.
15:10:33 I'm glad we're having a happy conversation, because yesterday was thinking.
15:10:40 I maybe not get there.
15:10:44 So
15:10:45 But
15:10:48 It was a nice.
15:10:50 Collaborative relationship with Lauren and.
15:10:53 And we got it done.
15:10:55 Rate.
15:10:56 So.
15:10:58 Okay.
15:10:59 That cake is frozen, and we do have a member of the public in attendance online. And we do have a public comment period.
15:11:07 Oh, she's on her phone. She's twice there.
15:11:10 Yeah, sorry. My Internet goes out all the time at home. It's terrible.
15:11:16 I did. Just wanna say that
15:11:19 You know, while.
15:11:20 I think Phillips concern was founded that there was really goodwill maintained.
15:11:27 But consultation so.
15:11:30 It was. It was a success in many ways, and I think we were in good stead with the Council.
15:11:37 Right.
15:11:38 The folks. The folks in the room from the tribe were saying things like.
15:11:41 So our lawyers had to fix this for the whole State, or come up with something for the whole State. That was pretty funny.
15:11:49 Yup! Yup!
15:11:51 So.
15:11:52 All right. So no action needed
15:11:55 Just an update for everyone's benefit, and huge thanks to Philip.
15:12:00 Yeah.
15:12:00 We, we probably should hear the public comment, though it would be.
15:12:04 Because because technically, we've been talking, and that's action.
15:12:08 Under the under the
15:12:11 Opium.
15:12:12 Opma.
15:12:15 So we welcome public comment on this topic. The topic of our special meeting today only.
15:12:20 If anyone would like to provide public comment, please raise your hand. Is there anyone in the room? Mark.
15:12:27 No.
15:12:28 Alright!
15:12:29 There is somewhere online.
15:12:30 If anyone online would like to provide public comment. Please hit, raise hand at the bottom of your screen.
15:12:39 No hands.
15:12:41 Alright!
15:12:42 I will close.
15:12:43 Did.
15:12:44 Ben.
15:12:47 Sorry. Did you have something else, Bill?
15:12:48 No, I just. I was just.
15:12:51 Wondering if they had to be promoted to a panel. So if they oh, they put their hand up, or whatever I'm not.
15:12:56 I'm not running the meeting. So you you're doing that. But.
15:12:59 But I was trying to listen, and I'm.
15:13:01 A little bit, losing my mind now after the adrenalines going out so.
15:13:08 Alright. Well, I hope you can
15:13:11 Well, dare I say, have the rest of the afternoon off? I I know better than to say that.
15:13:18 I mean.
15:13:17 Yeah. Only if you can get me relief from the current deadline that we that we are expectation with.
15:13:25 Ecology on the S. And P. Which I have to get back to so.
15:13:31 I would say you could put off the S. And P. For an afternoon.
15:13:35 Yeah.
15:13:38 Yeah.
15:13:39 Given, how late it is.
15:13:41 Yeah.
15:13:41 Yeah.
15:13:43 So.
15:13:44 All right. Well.
15:13:45 Thanks for all your efforts.
15:13:46 Yeah, you bet.
15:13:48 Yeah.
15:13:46 Jeff, Philip and and Kate as well really appreciate you guys, you know, carrying water on this on on both sides of it.
15:13:52 Yep.
15:13:55 Alright!
15:13:56 Thanks.
15:13:55 Anything else for the good order.
15:13:58 Okay.
15:14:00 Thanks, everyone. We are adjourned.
