On September 16,2024 the Board of County Commissioners were pleased to appoint you to the I.ocal
Emergency Planning Committee(LEPC). You will be serving a two-year term that will expire on
September 16,2026.
Pete Brummel is your contact for the Local Emergency Planning Committee regarding meeting dates and

Washington State has mandated Open Public Meetings Act and Open Public Records Act training for
government staff and officials. Newly elected or reappointed members of Jefferson County Advisory
Boards and Commissions are also required to take this training. Please use this link to access the

Once you have completed each training,please print and sign a certificate. The County will need a copy of

You have 90 days from your reappointment date to complete this training. You must complete the training
every 4 years. If you serve on more than one advisory board you only need to complete the training once
and provide one copy of your signed certificate.

Attached is the application for the new LEPC committee member. Laurie Magan will not be serving as a board

Why are you applying for this appointment?
As the HEalth& Safety Manager of one the largest employers in Jefferson County,I believe it is my duty and
my employer's responsibility to be involved in the emergency management planning for our community.
List your qualifications for this appointment(include skills, activities,training,etc.):
With over 17 years in law enforcement training and directly managing emergency response,4 years in health and safety managing
emergency preparedness and incidents,training members of law enforcement from first responder to management level on the
process and requirements of NIMS and SEMS,training and first-hand experience in the mitigation of hazardous materials spills,
natural disaster preparedness and post-incident management,active shooter preparedness and incident management,etc
It is desireable for Advisory Board and Commission members to have a broad collective knowledge and interest
in various ethnic, religious,cultural,educational and community views. Describe your strengths in this area:
In my prior role as a peace officer,I have an intimate knowledge and experience with vastly differing ethnic,
cultural,religious,educational and community views while maintaining an understanding,acceptance and a
collaborative attitude toward those varying views.

STATEMENT OF ISSUE:
In July,2024, an application was received !br the open position on the Local Emergency Planning Committee
(LEPC) in response to advertising efforts. Shannon Daugherty applied for the two (2)year term.
ANALYSIS:
It is recommended that the Board of County Commissioner's approve the following advisory board
appointment:
Shannon Daugherty—Representing the Port Townsend Paper Company beginning on September 16,
2024. Serving a two (2) year term to expire on September 16, 2026.
RECOMMENDATION
