Subject: Call for Bids, Phase 4—Stage 2 On-site Grinder Pump Installation for the Port
Hadlock Urban Growth Area
Statement of Issue:
The Board is requested to call for bids for Phase 4—Stage 2 On-site Grinder Pump Installation for the
Port Hadlock Urban Growth Area.
Analysis/Strategic Goals/Pro's&Con's:
This work includes the second stage of on-site grinder pump installation for the Port Hadlock Wastewater
System in Port Hadlock, Washington. The work includes on-site grinder pump installation within
approximately 26 properties which include the connection to the low pressure sewer collection system;
the installation of the 2-inch "side sewer" pipe,grinder pump,grease interceptor(as needed)and control
panel; the connection to the existing building drain and appurtenances; pump start up and testing;
abandoning of the existing septic tank; clearing and grubbing; hot mix asphalt,and other work. This work
will occur in 2025.
Fiscal Impact/Cost Benefit Analysis:
The Engineer's estimate is a range from $1.3 million to$1.5 million including Washington State sales tax.
Funding is through a Department of Ecology combined funding package which includes State Revolving
Funds(SRF), both a low interest loan and a forgivable loan, and a Centennial Grant. No County match is
required, although the County is using its own ARPA money to cover ancillary project costs including
right of way, and some project management.
Recommendation:
Please approve and sign the Call for Bids which will allow Public Works to begin advertising. Bid opening
is schedule for October 30, 2024.

Phase 4—Stage 2 On-site Grinder Pump Installations for
Port Hadlock UGA
County Project No.40521270
Notice is hereby given that the Board of County Commissioners of Jefferson County,State of
Washington, will receive sealed bids no later than 2:00pm on October 30,2024 at the Office of the
County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O.
Box 1220, Port Townsend,Washington,98368,for construction of Phase 4—Stage 2 On-site Grinder
Pump Installation for Port Hadlock UGA, County Project No.405-2127-0. Sealed bids will be opened
and read publicly shortly after the bid due time, in the Jefferson County Commissioners Chambers,
basement level of the Jefferson County Courthouse. Interested persons can attend the bid opening.
Project Description: This contract provides for the construction of the second stage of on-site grinder
pump installations for the Port Hadlock Wastewater System in Port Hadlock, Washington. Work includes
on-site grinder pump installation within approximately 26 properties which include the connection to the
low pressure sewer collection system; the installation of the 2-inch "side sewer" pipe, grinder pump;
control panel;the connection to the existing building drain and appurtenances;pump start up and testing;
abandoning of the existing septic tank; clearing and grubbing; hot mix asphalt, and other work, all in
accordance with the attached Contract Plans,these Contract Provisions, and the Standard Specifications.
The Engineer's Estimate range for this work is$1,300,000 to$1,500,000 including WSST.
Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid
documents.All bid documents including bid forms, plans, specifications, addenda, and plan holders list,
are available on the Builders Exchange of Washington website www.bxwa.com.Click"Posted Projects",
"Public Works," "Jefferson County Public Works""Projects Bidding," and "Project Bid Date." Bidders
must"Register as a Bidder,"to receive automatic e-mail notification of future addenda and to be placed

Pre-Bid Site Walkthrough: Contractors shall attend a mandatory pre-bid site walkthrough. Pre-bid walk
will start at the Jefferson County Construction Trailer located at 236 Lopeman Rd., Port Hadlock,WA
98339 on the following dates/times:
October 16, 2024 at 9:00am or
October 17, 2024 at 9:00am
Contractors will be required to attend one of the two pre-bid site walkthrough times.
Bid Bond: Each bid shall be accompanied by a surety bond, postal money order,cashiers check or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid
amount,to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a
contract and file an acceptable surety bond in the amount of 100%of the contract price within ten (10)
days of the award.The Board of County Commissioners reserves the right to reject any and all bids, and
to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the
bidding.

of 1964 (78 Stat. 252.42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it
will affirmatively ensure that in any contract entered into pursuant to this advertisement,disadvantaged

and will not be discriminated against on the grounds of race, color, or national origin in consideration for
an award.
Ecology Funding: It is anticipated that this project will be funded in part by the Washington State
Department of Ecology. Neither the State of Washington nor any of its departments or employees are,
or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.
The Successful bidder will be required to conform to the wage requirements prescribed by the federal
Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors
and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess
of$2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits,
and determined by the Secretary of Labor,for corresponding classes of laborers and mechanics
employed on similar projects in the area.
