HomeMy WebLinkAbout2024 09 19 ICG presentation re GMSC Growth Management Steering Committee Summary to ICG – September 19, 2024 Purpose: interagency coordination for required periodic updates of comp plans & development regs for Jefferson Co. & Port Townsend Five public meetings held, March-August 2024 Two main outcomes: Recommended amendments to Countywide Planning Policies (CPPs) Recommended population growth targets for the next 20 years, including allocating population growth to specific areas 1 Appointed Representatives for: Jefferson County Port Townsend Port of Port Townsend Public Utility District Brinnon LAMIRD Port Hadlock UGA Invitations were also sent to local tribes, who attended most meetings. 1 CPP amendments County DCD staff preparing a resolution for CPP adoption Planning for 10/21 BoCC agenda GMSC recommendation available on county’s 2025 Periodic Update webpage 2 Various, relatively minor amendments to existing policies. Updated to 2024 (from early 1990s). Added policy on coordination with tribes. 2 HAPT model (from Commerce) – Method C 3 This would increase urban allocations equally with 40% each allowing rural sub-allocations for LAMIRD’s. Only 94 units of rural 50-80% AMI can be redistributed to 0-50% LAMIRD categories (to be determined as appropriate later by County). This method redistributes UGA lower income brackets units to middle housing >120% AMI, resulting in a sizeable increase of 70 units for each UGA in the 120% category. This lessens pressure to deliver high amounts of extremely affordable housing with competitive grant conflicts and limited capacity for area housing providers. 3
