WHY
Is it required?
Yes, per RCW 70A.100.040, where water supply problems related to uncoordinated planning, inadequate water quality or unreliable service appear to exist.

RCW 70A.100.020
(1) establish critical water supply service areas (CWSSA);
(2) minimum planning and design standards for CWSS
(3) orderly and efficient administration of financial assistance programs; and
(4) meet reasonable standards of quality, quantity and pressure.
