Keith shared a success story about Tatiana and Oleksandr, a couple attending class. At 65, she lives on a fixed income and never wants to leave her tidy neighborhood and nearby friends. But the winter of 2022-23 was rough. Her 25-year-old heat pump was starting to fail. It no longer efficiently heated her home, instead relying on the “emergency” backup heat, which is more expensive. Her utility bills doubled, even though she was trying to keep the thermostat low. She couldn’t afford to pay those bills, much less handle the massive cost of replacing the non-repairable heat pump. A new report from the Census Bureau indicated that the poverty rate in Bellingham rose 54% in 2023 from the previous year. Overall, 22% of Bellingham residents live in poverty. That is up from 14% in 2022. The median income is down $12,000 to $54,867. That's far below the state's median of $94,605. "There's a lot of conversations my teams are having that are pretty gut-wrenching," said Yarrow Greer who manages community services for Bellingham's Opportunity Council. <https://wapartnership.us4.l ist-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=672c93b686&e=fa97a7921d> She believes the main reasons for rising poverty are food and housing costs. Four years ago, he moved out of a tent in Austin into one of the largest and most famous tiny home villages in America, where hundreds of people who have spent long stretches outside live in small manufactured homes and RVs spaced at least 10 feet apart. “We’re not all perfect here. And some people are going through their own issues,” Pedroza said. But he says the space between his neighbors’ homes and his makes it work. With more than 80% of residents staying each year, Travis County’s model of using small homes as permanent housing is inspiring copycats around the country, including in Washington. Statewide, the need has been estimated at 1 million housing units by 2044. Our Valley, Our Future coordinator Steve Maher broke the Commerce Dept. projections down based on “medium” population or “high” population growth in the two county region through 2044. According to Tacoma Housing Authority, the project known as Aviva Crossing is to roughly nits of mixed-income housing and 30,000 square feet of commercial retail space, enough to accommodate 13 commercial tenants. The Pierce County Council’s summer supplemental budget passed on Sept. 10 included a $1.865 million allocation towards the project to help offset unanticipated costs related to construction utilities infrastructure. The invitation is for the Community Action Network to embrace, care for, and bring civility to ALL PEOPLE regardless of who they are, where they come from, and who they love. NCAP POLICY SPOTLIGHT: 2023 Federal Poverty Data + NEW NCAP Policy Spotlight Brief <https://mcusercontent.com/acf3cee5bbda818ebd4ce40eb/images/92e2f841-48eb-c2fb-9bd3-bfa2204ed7d7.png> Last week the U.S. Census Bureau released poverty, income, and health coverage data for 2023 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=1ac2815e80&e=fa97a79 21d> as well as the American Community Survey (ACS) one-year estimates <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=90380ea2cb&e=fa97a7921d> . The official poverty rate fell by .4 percentage points to 11.1%, with 36.8 million people <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=2e0fe4478a&e=fa97a79 21d> experiencing poverty, and decreases were seen among various demographic groups <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=64f7c38f0d&e=fa97a7921d> except for individuals identifying as multiracial, which saw an increase. The poverty rate using the Supplemental Poverty Measure (SPM), which accounts for noncash income, rate rose to 12.9%, with child poverty increasing to 13.7%,while Social Security remained the largest anti-poverty program, lifting 27.6 million people out of poverty <https://wapartnership.us4.list-manage.co m/track/click?u=acf3cee5bbda818ebd4ce40eb&id=d6b1f77ecd&e=fa97a7921d> . The data demonstrate how policy choices directly drive poverty levels, including that allowing pandemic-era expansions to expire ended the historically low poverty rates in 2021. They also expose some of the many inaccuracies in how the federal government measures economic well-being, including inflation adjustments. The Current Population Survey data showed that in 2023, 13.7 percent of children were living in poverty using the Supplemental Poverty Measure. As in previous years, among children, Latinx/e children were the most likely to be living in poverty (22 percent), followed by Black (20.3 percent), Indigenous (19.7 percent), Asian (14 percent) and White (7.2 percent) children. Immigrants, people with disabilities, and households headed by women also had high rates of poverty in 2023. The Urban Institute recently launched its Upward Mobility Data Dashboard for use in US communities. The dashboard offers a suite of metrics for every county and more than 480 cities in the US, helping communities assess current conditions, set priorities, and track progress toward upward mobility and racial equity. The numbers come from more than 250 homeless-service organizations covering cities, metro areas and vast rural areas. They are meant to reflect homelessness as it existed on a single night early this year. The Journal’s count includes about 550,000 homeless people so far, up about 10% from what these places reported last year.
