This fourth funding release comes during National Diaper Need Awareness Week and will support a new cohort of seven grant recipients with a total of $8.4 million in awards that will expand diaper distribution and additional wraparound support services for caregivers in six states and one tribe. This funding will also provide $7.5 million in supplemental awards to 13 grant recipients from the first two cohorts of the Diaper Distribution Pilot. “The 13 supplemented grant recipients will continue their pilot programs in Arizona, Iowa, Virginia, Washington, South Carolina, North Carolina, Alabama, California, Maryland, Ohio, Utah, Massachusetts and The Sisseton Wahpeton Oyate of the Lake Traverse Reservation for another year. Did you get a $200 credit surprise? About 70,000 of PUD’s 300,000 customers in low and moderate-income households received this $200 credit during the past month thanks to $14 million funding from the state’s Climate Commitment Act. The bill credits were prioritized for customers at or below the 80 percent area median income level. PUD Customer Service Representative Melissa W. said, “A customer came in today to pay her bill and found that she had a credit of $127.49 and nothing due at this time. She was very happy. She had just lost her job and stated this couldn’t have come at a better time. It’s open to people making up to 80% of the Area Median Income (AMI), or about $70,000 in Seattle and $55,000 in Spokane for an individual. This expands eligibility to more than 1.2 million people across Washington, an increase from 500,000 with the federal Low-Income Heating Energy Assistance Program (LIHEAP).” Partner agencies have had funding from the bill assistance program beginning Sept. 1. Her response didn’t focus on the dangers of drought or rising sea levels, or unveil an ambitious plan to reign in fossil fuel emissions. So, after a 30-day extension that the Aberdeen City Council voted for on July 3, the city and the many organizations involved picked a day in early August to clear out the homeless encampments on State and River streets. The many people who were living at the camps were supposed to clear out, regardless if they had a place to go or not. They were given information on organizations around the city and county where they could turn for help. If they had somewhere to go they were offered rides, but they had to go. The pilot program provides a parking area that is off-street for homeless people living in their vehicles. Bellevue's Lincoln Center is where the program is located, providing 37,000 square feet of parking space. Participants also have access to a day center where clients have access to on-site amenities including restrooms, a kitchen, laundry facilities and Wi-Fi, plus support from staff for finding housing. Currently, there are 18 households enrolled in the Safe Parking program. Since the program’s inception, 30 households have been served. It’s the persistent anxiety, Turner explained, that someone who recently experienced homelessness frequently experiences after finding a permanent place to live. “Even when you get out of homelessness, you have that fear in the back of your head that you’re going to jump right back on that [homeless] bandwagon, someone’s going to come along and take it [your new home] away from you,” Turner said. Turner moved into a public housing community about six years ago. She didn’t hang any art or photographs on the walls the first year, worried that something would go wrong, and she’d soon have to move. “I didn’t make it into a home,” Turner said of her apartment. “I just had this gut feeling.” ‘“Under HUD’s definition, 650,000 people are counted as homeless,” Nilan said. “The [nation’s] schools have identified 1.2 million this year as homeless. That number is probably half of what really is the case and that doesn’t include babies or toddlers. Through the Foster Youth to Independence (FYI) program and another set of non-competitive funds, HUD will help prevent homelessness among young adults and eligible youth. Today’s announcements support the Biden-Harris Administration’s commitment to preventing people from becoming homeless, addressing inequities that disproportionately impact underserved communities, and helping cities and states reduce unsheltered homelessness. Approximately 6.2 million more children were living below the poverty line in 2023 than in 2021. * Under current policy, the Child Tax Credit reduced child poverty by 17.1% (from a child poverty rate of 16.5% without any Child Tax Credit to 13.7%). It kept 2 million children from poverty in 2023. * Had an expanded Child Tax Credit—such as the 2023 American Family Act—been in effect in 2023, the child poverty rate could have instead been 8.6%. * On its own, the 2023 American Family Act Child Tax Credit could have reduced child poverty by 47.8%, and kept a total of 5.6 million children from poverty. * Compared to current policy, the 2023 American Family Act could have reduced child poverty by 37.1% and kept an additional 3.6 million children out of poverty in 2023.
