indicated on the Jefferson County Critical Areas Map and buffers that would restrict
development. Wetlands associated with the creek are shown to cover nearly one half of the two
parcels.
Fieldwork to determine the actual wetland boundaries was conducted according to the methodology
outlined in the Washington State Wetland Identification and Delineation Manual (Department of
Ecology #96-94) and Jefferson County Unified Development Code (UDC) dated January 1,2001.
Land use restrictions will apply to all future developments associated with this parcel.
Description of Site
. Legal Description: Parcel #970 300 013 (Lot 17) and #970 300 012 (Lot 16)
. Section 34 Township 28N Range IE
. Location: 130 Madrona Vista Place, Shine (near Port Ludlow), Jefferson County
,. Soils: SaB San Juan gravelly sandy loam
. Slopes: 0 to 15% slopes
Currently the 2 undeveloped lots consist of a flat area along Madrona Vista Place which slopes to
thecreek. The creek lies in a distinct channel at the bottom of the slope. The lots have been
recently surveyed and the topography drop to the bottom of the creek averages 14 feet in
elevation. A Level I Assessment Map is included with this report that indicates the wetland edge
as shown on the Jefferson County Wetland Map, site elevations, and proposed building areas,

Findings
During the site visit NO wetlands were observed associated with the creek as indicated on the
Jefferson County Critical Areas Map. The creek is confined to a rocky bed in a distinct channel
at the bottom of a slope. The streamside soils are also rocky and did not have hydric soil colors
or characteristics (lOYR 3/2 no mottles). Vegetation along the slope of the creek consists ofa
matrix of upland vegetation with mature Douglas' firs, alders, and big leaf maples. Douglas' firs
do not tolerate regular inundation. Buffers will only apply from the streams ordinary high water
mark (OHWM).
Currently the buffers for the Type 3 Stream, as mapped and surveyed, are 100 feet. The Critical
Areas Codes are in the process of revision and under the new system, which is proposed for
adoption in January 2008, the stream will most likely be a Type F (fish bearing stream). Fish
bearing streams will have 150 foot buffers from the OHWM.
The 100 foot buffers from the stream will not alter the development goals, however if the
application is submitted after the new revised Critical Area Code is in effect, buffer reduction
and/or mitigation will be required.
Final authority over wetland determinations and associated buffers rests with Jefferson County
Department of Community Development. If this project requires more information or if you
