Analysis/Strategic Goals/Pro's Et Con's: This change order includes increase in cost for installation of water line extension on Curtiss Street. Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 2 is $60,179.56. The contract amount will increase from $4,950,797.73 to $5,010,977.29. NOTE, the cost includes 9.1% sales tax. This change order will be reimbursed by PUD No. 1 of Jefferson County through a Interlocal Agreement task order. Recommendation: Public Works recommends that the Board authorize Change Order No. 2 with Seton Construction, and return one original to Public Works for further processing. Contractor Firm Name Port Townsend,WA 98368 f1_ 9/20/24 Signature Date PRESIDENT Title Consent given by Surety:(when required) Project Title Phase 3-Low Pressure Sewer Collection System By: for PHUGA Attorney-in-fact Date You are ordered to perform the following described work upon receipt of an approved copy of this change order: Background: Properties (APN 989-400-113,989-400-101 and 901-013-016)located on Curtiss Street are served from a water main in Randolph St. In late 2022-early 2023,the parcel ending in 113 lost water service. It was later found that the water service line for parcel -113 went under parcel -304 and was discovered when the owner at-304 was doing yard work. Please refer to the map attached. There is currently a temporary fix for the water service at parcel - 113. As it is good practice to remove old "spaghetti" lines because they are usually an undesirable or unknown material (i.e.galvanized); and repaired multiple times over the years, patches reduce the reliability of the service line. Additionally, the three water services have water meters on Randolph St.,thus the service lines are the responsibility of the PUD. Therefore,for the reasons listed above and having two of the three water service lines located within private property a new water main and relocate the water services was recommended.The proposed 6-inch PVC water main is a looped water line to provide circulation and options for re-routing water in the event future repairs are needed. Also,a 6-inch water main is the smallest diameter, per the PUD water system plan, if looped, a hydrant can be installed on. As Jefferson County is installing low pressure sewer lines within the Curtiss Street neighborhood, partnering on the All work materials and measurement to be in accordance with the provisions of the standard specifications and special provisions for the type of construction involved.
