Sullivan District No.3 Commissioner: John Austin Interim County Administrator: Frank Gifford Clerk of the Board: Lorna Delaney MINUTES Week of April 7, 2008 Chairman Phil Johnson called the meeting to order in the presence of Commissioners David Sullivan and John Austin. PUBLIC COMMENT PERIOD: The following comments were made by citizens: the Board shouldn't approve the Paradise Bay No Shooting Zone because the boundaries include a large area that isn't populated and this could set a precedent for future no shooting zones; several people commented that the Board needs to actively promote existing businesses and economic development in the County, the Board needs to pass a resolution to make it clear that citizens appointed to advisory boards and support staff need to comply with the Open Public Meetings Act; and the Board should write a letter to the State Legislators in support of proposed legislation to require local government entities to tape executive sessions. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin moved to delete Item #1 at the request of Chairman Johnson and approve the balance of the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. Establishing a No Shooting Area Known as the Paradise Bay No Shooting Zone: (Item #1 on the Consent Agenda.) Chairman Johnson stated that he is not in favor of the expanded no shooting zone that the other Commissioners are advocating because the new boundary includes a substantial amount of acreage that is sparsely populated and designated forestland. Page 2 Commissioners Meeting Minutes: Week of April 7, 2008 Commissioner Austin moved to adopt ORDINANCE NO. 04-040-08 establishing the Paradise Bay No Shooting Zone. Commissioner Sullivan seconded the motion. The Chair called for a vote on the motion. Commissioner Austin and Commissioner Sullivan voted for the motion. Chairman Johnson voted against the motion. The motion carried. PROCLAMATION re: Honoring James "Bonzo" DeLeo for His Outstanding Contributions and Dedication to Jefferson County: Several family members were present when Chairman Johnson read the proclamation honoring James "Bonzo" DeLeo. Commissioner Sullivan moved to approve the proclamation. Commissioner Austin seconded the motion which carried by a unanimous vote. APPROVAL OF MINUTES: Commissioner Sullivan moved to approve the minutes of the regular meetings of February 25,2008 and March 3, 2008, and the February 27,2008 Special Meeting. Commissioner Austin seconded the motion which carried by a unanimous vote. COMMISSIONERS BRIEFING SESSION: The following items were discussed: · Commissioner Austin reported on a conference sponsored by the State Department of Community, Trade and Economic Development (CTED) that he attended regarding economic development. Most of the attendees were planners, economic development stakeholders, and Port Commissioners. · Commissioner Sullivan stated that the Peninsula Development Association (PDA) is advertising for a Regional Coordinator. · Commissioner Sullivan noted that at the WRIA 17 meeting this week, they will be looking at parameters for the USGS grant for the survey in Chimacum Valley. Grant funding from USGS and DOE will be used to drill a 600 foot well in the Chimacum basin. The County partnered with the PUD on this project. · Commissioner Austin stated that the State Parks Department is moving forward with their large onsite septic system (LOSS) in Brinnon for the Dosewallips State Park. · Letter of Support for Kitsap County to Continue as a Member of the Puget Sound Regional Council and Receive Federal Transportation Funding: Chairman Johnson reported that Josh Brown, Kitsap County Commissioner, has requested that Jefferson County send a letter supporting Kitsap County's continued membership in the Puget Sound Regional Council. The other Board members agreed to sign the letter of support. Josh Peters, Transportation Planner and Matt Tyler, Parks and Recreation Manager re: Proposed Resolution to Name a Future Non-Motorized, Multi-use Path through the Chimacum Valley the "Rick Tollefson Trail": Josh Peters presented a draft resolution designating a County facility that is currently in the design phase as a memorial to Rick Tollefson who served on the Parks and Recreation Advisory Board for many years. Page 3 Commissioners Meeting Minutes: Week of April 7, 2008 The Board reviewed a map of the proposed non-motorized network that is being planned for the Tri Area. The "centerpiece" of the network is a half-mile trail that would start at the Bob Bates Little League Field, go through the Chimac\lm Valley, cross Chimacum Creek and end at the northeast comer ofHJ Carroll Park. Josh Peters added that the landowners in the area are very supportive of this project and this portion of the trail is included in the County's Six Year Transportation Improvement Program. Matt Tyler stated that he thinks the location, scale and purpose of this trail would be a very fitting memorial for Rick Tollefson. The trail will have a transportation and recreational component and a community building. The design includes a gathering area in the center. The Parks Advisory Board has written a letter of support for the project. Rick Tollefson's daughter Zoe noted that it would be a great honor to have the trail named after her father. Commissioner Sullivan moved to approve RESOLUTION NO. 27-08, naming a planned non-motorized, multi-use path through Chimacum Valley, "The Rick Tollefson Memorial Trail." Commissioner Austin seconded the motion which carried by a unanimous vote. Interview and Possible Appointment of Person Interested in Serving on the Jefferson County Housing Authority Board: After interviewing Stephen W. Paysse, Commissioner Sullivan moved to appoint him to fill a vacant position on the Housing Authority Board. Commissioner Austin seconded the motion which carried by a unanimous vote. His term will expire on July 7, 2012. PROCLAMATION re: Proclaiming April as Disability Awareness Month: Two members of Disability Awareness Starts Here (DASH) were present when Chairman Johnson read the proclamation designating April as Disability Awareness Month. Commissioner Sullivan moved to approve the proclamation. Commissioner Austin seconded the motion which carried by a unanimous vote. TheDASH event is scheduled in the Courthouse on Wednesday, April 16. Discussion and Possible Adoption: Joint Jefferson County/City of Port Townsend Resolution Providing Composition, Terms of Office and Procedural Rules for the Housing Action Plan Network Committee and Appointment of Members: Ryan Hunter, Assistant Planner, explained that the City and the County adopted a Housing Action Plan in the fall of2006. In Chapter 5 of the plan there are 42 strategies to provide more affordable housing in Jefferson County. When the plan was adopted, the Housing Action Plan Network (HAPN) was created to help with the implementation of the housing strategies. HAPN has met monthly since January, 2007 and they have identified a need for additional guidance regarding the committee. Ryan Hunter stated that the resolution before the Board provides composition, terms of office and procedural rules for the Housing Action Plan Network Committee. They are also requesting that the Board accept the recommendation for appointment of the members to the committee. Page 4 Commissioners Meeting Minutes: Week of April 7, 2008 The Port Townsend City Council has already accepted a first reading of the resolution and the recommendation for membership except for a recent change of the Jefferson County Planning Commission's representative to Barbara Nightingale. Commissioner Sullivan asked about the 3 year sunset provision in the resolution. Ryan Hunter explained that the original plan has a sunset provision that would require a review of the Committee's progress after 3 years. Commissioner Sullivan replied that he would rather have the resolution state that the work of the Committee would be evaluated in 3 years and not include the sunset clause. Commissioner Austin pointed out that the final phrase in the resolution states that the City Council and the Board can extend the timeline for the work by joint resolution at the end of 3 years. Commissioner Austin moved to approve RESOLUTION NO. 28-08, ajoint Jefferson County/City of Port Townsend resolution providing composition, terms of office and procedural rules for the Housing Action Plan Network Committee. Commissioner Sullivan seconded the motion which carried by a unanimous. Commissioner Sullivan moved to accept the recommendation to appoint the HAPN Committee members as recommended. Commissioner Austin seconded the motion which carried by a unanimous vote. The following people were appointed. Page 5 Commissioners Meeting Minutes: Week of April 7, 2008 COUNTY ADMINISTRATOR BRIEFING: The following items were discussed: · Sharon Wylie 2008 legislative update and 2009 legislative recommendations · Allen Sartin presentation on webcasting live and recorded public meetings The Board met in Executive Session from 3: I 0 p.m. to 3 :20 p.m. regarding the hiring/discipline/performance personnel exemption as outlined in the Open Public Meetings Act RCW 42.30.110 (g). NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at 3:27 p.m. Commissioner Austin seconded the motion which carried by a unanimous vote.
