MINUTES
Week of April 28, 2008
Chairman Phil Johnson called the meeting to order in the presence of Commissioners David
Sullivan and John Austin,
PUBLIC COMMENT PERIOD: The following comments were made by citizens: The
Department of Community Development (DCD) doesn't have the time or resources to address the 1 00 Year
Conservation Visioning program in collaboration with the Land Trust and the Nature Conservancy that was
mentioned during the joint County Commissioners/Planning Commission meeting regarding the 2008
Comprehensive Plan amendments; it has not been demonstrated that any harm to the environment has
occurred under the Growth Management protections in Jefferson County; the Puget Sound Partnership (PSP)
has said that saving Puget Sound will require low impact development regulations although studies continue
to show that 95% of the pollution in Puget Sound is from highway runoff, heavy metals in insecticides and
fertilizers, and chemicals from sewage treatment plants; the Commissioners are under a lot of political
pressure; and a citizen stated that he is being retaliated against by other members of the public and expressed
concerns about open government.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin
moved to approve the Consent Agenda as presented, Commissioner Sullivan seconded the motion which
carried by a unanimous vote,

The Board met in Executive Session from 9:35 a.m. to 10: 1 0 a.m. with the Interim County
Administrator, Prosecuting Attorney, Deputy Prosecuting Attorney, Community Development Director,
Central Services Director, Planning Manager, and Associate Planner regarding potential litigation, an
attorney-client privilege exemption as outlined in the Open Public Meetings Act RCW 42.30.110(1 )(i).
Al Vaughan and John Viada, Washington State Department of Natural Resources (DNR)
re: County Income Report and Presentation on Forest Funds: John Viada reported that Jefferson County
received approximately $762,000 from timber sales on State forestboard lands in 2007. This was less than
originally projected because one scheduled sale is in litigation and still pending. The income to date for
2008 is approximately $360,000. They are projecting an income of about $850,000, but the timber market is
down right now which will affect the amount of revenue that the County receives. However, two upcoming
sales in the County are cedar trees used for utility and telephone poles and the value is not determined by the
timber market. DNR is required by law to maintain a sustainable harvest for future generations. The
County's taxing districts will receive less revenue until the timber market increases. DNR has had to
decrease their operating budget.
AI Vaughn reviewed the FY2008 and FY2009 action plans. He updated the Board on the landscape
planning for the Experimental State Forest in the Westend. They are also doing the final scoping for the
alternatives for the Environmental Impact Statement (EIS).
Brady Scott, Aquatics Division, updated the Board on several projects including the removal of creosote
pilings in varlons locations in the County. They are making application for the necessary permits to begin
the restomtion project on the old mill site at Discovery Bay. The State is considering closing the shellfish
beds at Mystery Bay due to large nnmber of mooring buoys in the area. In addition, they recently issued a
new thirty year lease to the Pleasant Harbor Marina.
HEARING re: Possible Adoption of the Jefferson County Solid Waste Management Plan:
Chairman Johnson opened the public hearing. AI Cairns, Public Works, presented the final draft of the
updated Solid Waste Management Plan which requires a review every 5 to 6 years per the RCW. The City
of Port Townsend and the Solid Waste Advisory Committee (SWAC) assisted with the revision and the plan
addresses the City's concerns. This revised plan will serve the County well for the next 5 years and has
projections out to 20 years. The plan will go before the City Council in May. After the City takes action on
,
it, it will come back to the County Commissioners for adoption and then be forwarded to the State .
Department of Ecology for a review period of 45 days. Commissioner Sullivan asked about the
recommendations from the 2000 plan that were not completed. AI Cairns gave an update on the outstanding
recommendations, most of which are currently in progress and require the City's participation. A minimal
fee for lawn and garden waste is included in the plan. There was a discussion about bans on certain waste
products. AI Cairns explained that the County's position in the past has been to educate the public and offer
alternatives. Bans may not produce the result being sought which is a shift in cultuml behavior.

The Chair opened the public testimony portion of the hearing.
Tom Thiersch. stated that he is concerned about the long haul fee projection because of the rising diesel
prices. He agrees that bans can be difficult to enforce. A few months ago he asked the County
Commissioners to adopt a policy to prohibit the purchase of disposable plastic drinking water containers
with County funds. He would like to see the plan address this issue,
Mike Belenski, commented that the Solid Waste Management Plan was not available in the public agenda
packet for the Commissioner's meeting so that he could review it before the hearing and make relevant
comments.
Hearing no further comments for or against the final draft of the Solid Waste Management Plan, Chairman
Johnson closed the public hearing.
AI Cairns stated that the document has been reviewed approximately 15 times at open public meetings
during Ii lengthy review period. In addition, the hearing notice advertised in the newspaper, stated that there
were copies of the document at City Hall, at the Courthouse, at the libraries and at the Public Works
Department.
The Board agreed that since there is no urgency to adopt the plan, they will wait until the City reviews and
adopts the plan before the County adopts it.
Commissioners Briefing Session: The Board reviewed the proposed agenda for the joint
Port Townsend City Council/County Commissioners workshop scheduled at City Hall on May I at 6:30
p.m. This is considered a Special Meeting for the County Commissioners.
Letter Requesting Support for Passing National Affordable Housing Trust Fund Act of
2007 (S2523): Commissioner Sullivan moved to sign letters to Senator Maria Cantwell and Senator Patty
Murray asking them to co-sponsor the National Affordable Housing Trust Fund Act of2007. Commissioner
Austin seconded the motion which carried by a ummimous vote.
County Administrator Briefing Session: Commissioner Sullivan had an excused absence for
the afternoon session. Chairman Johnson and Commissioner Austin were both present. The following
items were discussed:

. Security for Commissioners' Chambers

NOTICE OF ADJOURNMENT: Commissioner Austin moved to adjourn the meeting at
2:06 p.m. Chairman Johnson seconded the motion which carried. The next meeting of the County
Commissioners is a special meeting with the Port Townsend City Council on May 1 at 6:30 p.m. at City
Hall.
