RESOLUTION NO, 36-08
WHEREAS. Jefferson County Loss Control Program and Countywide Safety
Manual (Resolution No. 85-93) and the Jefferson County Network, Internet, Intranet, E-Mail and
Voice Mail Use Policy (Resolution No. 17-98) address the need to eliminate potential risks to
original records and the equipment used by County staff; and,
WHEREAS, there are public areas of every County facility, however, there are also
areas in each County facility that are restricted to public access to allow the work of staff to be
accomplished in an efficient, effective, and safe manner; and,
WHEREAS, the non-public areas in some facilities may be a whole office or room
or may be a portion of a room.
NOW, THEREFORE BE IT RESOL VED, by the Board of County Commissioners
of Jefferson County that:
o Areas of operations restricted from public access in all County facilities be clearly
marked,
. Appropriate markings include but not limited to signs, gates, and/or a delineation stripe
on the floor.
o Access by a member of the public to a non-public area shall require that the person be
authorized by staff or accompanied by a County employee.
o Non-authorized persons found in a restricted area will be asked to leave or be removed by
a Deputy Sheriff.

Approval of Minutes for April 16. 2008:
Motion to approve minutes made by Ruth G. with the following amendment. The word DUI changed to
criminal.
Second by Kelli K.
Voted unanimously.
The meeting began with a discussion of an item brought to the committee by Dennis R. regarding
"Differentiating Office Space from Public Space." After much discussion, the committee agreed there is
a need for some kind of physical divider to differentiate office space from public space in various areas
within County facilities. To address this security issue the committee recommends the Board of County
Commissioners (BOCC) approve the installation of physical dividers and signage that will inform the
public which areas are designated for "Authorized Personnel Only". The signs should be consistent and
straight forward. The BOCC and Interim County Administrator (lCA) can work with the Central Services
Department to determine the types of dividers and signs that will be used based on need and logistics.
Courthouse Incidents:
None reported this month.
Facilities:
Discussion about the dividers (gates) previously discussed for certain locations in the courthouse
(re: Differentiating office space from public space and security issue).
Security Uodate:
Intercom System: This is moving forward. Received support from parties involved. Need phone
system that will provide the option.
Other Business:
Some employees feel uncomfortable with some situations involving the public. Is there any action
that can be taken so employees don't feel a threat in the workplace? Training on "Dealing With
Difficult People" and "Violence in the Workplace" will be looked into. Erin L. will follow-up.
Follow up by Erin L. re: Automated External Defibrillator (AED): Health Department has one on-
site. Cost is approximately $1,800 - $2,000 per unit. There is no law requiring the County to have
them, however, it is becoming "industry standard".

SUBJECT: Safety and Risk Management Policies with regard to Non Public
Spaces in County Facilities.
STATEMENT OF ISSUE: There are areas within County facilities (work spaces) where
citizens should not be allowed unless they are invited by a County employee.
ANALYSIS: Within County buildings citizens sometimes walk into areas that are (work
spaces) for County employees. These employees may be working on confidential documents
that should not be viewed by the general public. There are also areas where County property,
computers, printers etc., are in areas of the building where employees may be away from their
work space and the general public should also not be in those areas. The use of signage and
physical barriers should be used to identify these areas and provide citizens notice of restricted
places.
FISCAL IMP ACT: Costs for signs and security lines or gates where appropriate would be
minimal.
RECOMMENDATION: Identify, clearly mark and or use barriers in those areas where the
general public is not allowed unless authorized by staff or accompanied by an employee of the
County.
