Sullivan District No.3 Commissioner: John Austin Interim County Administrator: Dennis Richards Clerk of the Board: Lorna Delaney MINUTES Week of May 19, 2008 Chairman Phil Johnson called the meeting to order in the presence of Commissioner David Sullivan and Commissioner John Austin. PUBLIC COMMENT PERIOD: The following comments were made by citizens: The County needs to build a modem courthouse and administrative building because it is doubtful that the current facility will \\ithstand an earthquake; ridership on the ferries is decreasing and tourism is declining in Port Townsend; the Master Gardeners in Washington State are celebrating their 35th anniversary and the Board is invited to attend their conference June 12 through 14 at Fort Worden; the 100 Master Gardeners in Jefferson County log 7,000 volunteer hours per year; a citizen expressed concerns about Jefferson County's complaint and enforcement procedures regarding landuse violations; housing values are continuing to decline and the Board needs a plan in place to address declining property tax income; it appears that the logging regulations on State Department of Natural Resources (DNR) property are not as strict as the rules for logging on private property; a citizen made a comment about the April 28, 2008 minutes; if the County plans to surplus computers, the hard drives should be erased instead of destroyed; and a citizen asked that Commissioner Austin respond regarding a comment he made about quasi-judicial powers of the County Commissioners. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the Consent Agenda as presented. Commissioner Austin seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 32-08 re: Naming a Private Road; Radio Lane; Bruce S. Klanke, Brian and Leona Jones, John and Diana Zander, and John Minahan, Petitioners 2. BID AWARD re: Upper Hoh Road Repair, County Project No. XOI78I; Jefferson County Public Works; Lakeside Industries 3. CANCELLATION OF HEARING re: 2009-2014 Six-Year Transportation Improvement Program; Hearing Scheduled for Monday, June 2, 2008 at 10:00 a.m. in the Commissioners' Chambers, Jefferson County Courthouse 4. Payment of Jefferson County Vouchers/Warrants Dated May 12,2008 Totaling $821,242.65 COMMISSIONERS BRIEFING SESSION: The following items were discussed: · Commissioner Sullivan reported on a meeting that he attended at the Grange regarding the local public power proposal. · Commissioner Austin noted that several classes of students from Port Townsend High School will be visiting the offices in the Courthouse on Thursday and Friday. · The Hood Canal Coordinating Council has scheduled an all day retreat this week in Shelton. · Commissioner Austin reported on the State Board of Health meeting he attended last week. The State policy on vibrio, a shellfish carried disease, and the environmental rules for schools were discussed. · Chairman Johnson stated that he intends to attend the Hood Canal Regional Septic Loan meeting this week in Belfair. APPROVAL OF MINUTES: During the Public Comment Period, a constituent pointed out that his testimony in the minutes of April 28 at the Solid Waste Management Plan hearing had indicated that he had requested that the Board "adopt a policy to ban the use of disposal plastic water bottles for government events" and this was not correct. In addition, Commissioner Austin pointed out that on page 3 of the May I minutes Commissioner Sullivan was listed as Councilor Sullivan. The Clerk noted that she would contact the City of Port Townsend about the error. Commissioner Austin moved to approve the of minutes of April 14, and 21, 2008 as presented and the minutes of the joint workshop with Port Townsend City Council on May 1, 2008 as corrected. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Regarding the minutes of April 28, 2008, the Clerk suggested the following language "to adopt a policy to prohibit the purchase of disposable plastic drinking water containers with County funds." The Board agreed with the new language. Commissioner Sullivan moved to approve the minutes of April 28 as corrected. Commissioner Austin seconded the motion which carried by a unanimous vote. Page 2 Commissioners Meeting Minutes: Week of May 19, 2008 Discussion re: Sportsmen's Club Request and Proposed Procedure to Occasionally Extend Shooting Hours: Interim County Administrator Dennis Richards pointed out that any change in the Sportsmen's Club hours would require a permit from the Department of Community Development. Commissioner Sullivan noted that the Sportsmen's Club has a license with the County to use the property as a shooting range. Commissioner Austin suggested that the Board have a public hearing on the extension of hours. Commissioner Sullivan asked John Minor, President ofthe Sportsmen's Club how they have worked with the neighbors over the years? John Minor replied that if there is a change to the normal operations, they put a notice in the newspaper thirty days prior to the event. They have always tried to be good neighbors and have adjusted their hours to start later on the weekends. They are not requesting a change in the hours, but to have earlier hours for approximately 4 special shooting events per year. Another Sportsmen's Club spokesperson explained that they would like to hold Pacific International Trap Association (PITA) matches which are a one day event. Typically, these matches bring in 30-40 shooters from across the State. Very often they bring their wives who go shopping in Port Townsend. In order to shoot the full match, it takes extra time and PIT A matches generally start at 9 a.m. Some shooters like to warm up their barrel a little earlier. There are usually 2 PITA matches scheduled in the fall and 2 Turkey Shoots. Commissioner Sullivan suggested an option of limiting the events to 4-6 per year and Chairman Johnson suggested having a year trial period. Commissioner Austin reiterated that he wants to have a public hearing on the request. Commissioner Sullivan moved to schedule a public hearing for a proposed change to the Jefferson County Sportsmen's Club license to consider expanding the hours to start up to 2 hours earlier on Saturdays for special shooting events, not to exceed 6 times per year. Commissioner Austin seconded the motion which carried by a unanimous vote. Later in the Day: Commissioner Sullivan noted that upon further review, the hours of the Sportsmen's Club are not stated in the license, but were set by the County Commissioners in their minutes. He moved to amend his motion to schedule a public hearing on the request to expand the hours occasionally for special shooting events. Commissioner Austin seconded the motion which carried by a unanimous vote. Discussion & Possible Approval of Hearing Notice re: Surplus County Equipment: Treasurer Judi Morris requested that the Board approve a notice of public hearing for the sale of miscellaneous County equipment that she has separated into 7 lots according to categories. The Board is required to hold a public hearing to declare the equipment surplus and the County's intent to sell it. The equipment will be publicized as a sealed bid process and 3 public viewings will be scheduled for interested parties. Stokes Auction has handled the disposal in the past, but this time it will be done here at the County. The condition ofthe equipment is as-is. Commissioner Austin moved to approve the public hearing notice on the intention to sell surplus property. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The hearing is scheduled for June 9 at 10:00 a.m. Page 3 Commissioners Meeting Minutes: Week of May 19,2008 PROCLAMATION re: Proclaiming Mayas Drug Court Month: The Superior Court Judge, the Superior Court Administrator, and representatives from Safe Harbor Recovery Center, Inc. were present when the Chair read the proclamation designating Mayas Drug Court Month. Commissioner Sullivan moved to approve the proclamation. Commissioner Austin seconded the motion which carried by a unanimous vote. Judge Verser thanked the Board on behalf of the Drug Court. He stated that it is an incredibly rewarding program that has made a significant contribution in reducing drug usage and crime in the County. He added that the Drug Court proceedings and graduation are open to the public. Kathy Shipman, Safe Harbor, stated that they also appreciate the County's support for the Drug Court. Matt Tyler, Parks and Recreation Manager re: Discussion 0/ Proposed Ordinance Establishing Reduced Camping Fees/or Individuals with Disabilities and Senior Citizens with Limited Incomes: Matt Tyler explained that currently the County grants free camping passes for disabled Veterans. The Parks and Recreation Department would like to add two new passes that would provide a 50% discount for camping fees for Washington State residents with disabilities and senior citizens with limited incomes. The County parks with campgrounds are Lake Leland, Chimacum, Upper and Lower Oak Bay, and Quilcene. The fee reduction will draw more campers and the additional revenue would outweigh the cost of administering the program. They would advertise the passes in the newspapers and on the County webpage and in the kiosks at the parks. The Parks Board is in favor of the proposed program. Commissioner Austin moved to direct staff to schedule a hearing on a revision to the current ordinance that would allow the discount. Commissioner Sullivan seconded the motion which carried by a unanimous vote. County Administrator Briefing Session: The following items were discussed: · Presentation on summer maintenance program for roads · Update on County Administrator search and discussion regarding job description · Hadlock Days request for funding · Quinault Indian Nation/Grays Harbor County/Jefferson County joint meeting on May 29 at Grays Harbor County Courthouse · Update from Central Service Director Allen Sartin on facility projects and preliminary budget report Chairman Johnson left to attend another meeting before the Board adjourned for the day.
