MINUTES
Week of June 2, 2008
Chairman Phil Johnson called the meeting to order in the presence of Commissioners David
Sullivan and John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens: There is
a lack of security for the Courthouse and a deputized officer is needed in the room during the
Commissioners meetings as well as some type of screening; as pointed out in the Leader, open government
is necessary; a citizen is being made a scapegoat for the political polarization in this County; where is the
culture of leadership in this County?; a citizen asked that the Board create policies to advocate for citizens
who have to heat with wood, that scotch broom be mowed down before it goes to seed, and people who live
off the grid are not able to get homeowners insurance or crop insurance; a request that Commissioner Austin
address the issue of his comments about the quasi judicial powers of the Commissioners; the people need to
know that the elected officials understand the law and are operating within it; and a citizen is upset that the
County Administrator said that he can't authorize the public to handout political flyers in the Courthouse.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan
moved to approve the Consent Agenda as presented. Commissioner Austin seconded the motion which
carried by a unanimous vote.

2. HEARING NOTICE re: Ordinance No. 05-0505-08 Enacting a Moratorium Against the Issuance of

8. Advisory Board Appointment; Olympic Area Agency on Aging (03A) Advisory Board; To Serve a
Three (3) Year Term Expiring June 2, 2011; Chuck Sherred
9. Payment of Jefferson County Vouchers/Warrants Dated May 27,2008 Totaling $412,382.16 and
$2,500.00 (Records of all claims submitted for payment along with vouchers approved and signed by
the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and
Public Works Department.)
COMMISSIONERS BRIEFING SESSION: The Board members discussed the following
items:
Approval of Minutes: Commissioner Sullivan moved to approve the minutes of the corrected
minutes of April 9, 2008 Special meeting with Jefferson County Planning Commission (Under MLA08-84,
page 3, the last sentence should start with "There are" not they are, and May 19 and 27,2008 regular
meetings as presented. Commissioner Austin seconded the motion which carried by a unanimous vote.

The special meeting in Grays Harbor last week with the Quinault Indian Nation and the Grays
Harbor County Commissioners. Chairman Johnson noted that he would rather have two inter-local
agreements instead of just one, but there are some fee simple properties that straddle both counties.
There will be another meeting scheduled to discuss this complicated issue. Commissioner Austin
noted that the appellate body for Grays Harbor County is different than it is in Jefferson County.
Commissioner Austin explained in response to the Attorney for Fred Hill Materials request that his
comment to the newspaper was that he has to be careful in his statements because the Board makes
quasi-judicial decisions, but this Board does not make quasi-judicial decisions. Commissioner
Sullivan noted that the Appearance of Fairness doctrine also applies in quasi-judicial decisions,
which hasn't been a problem for this Board because they don't make this type of decision.
The Climate Action Committee had it's first meeting last week. Kees Kolf has been elected Chair of
this Committee. There was a broad representation of people at the meeting.
Chairman Johnson reported that he spent the weekend on the West End of the County. He attended
a Marine Sanctuary meeting at Ocean Shores last week. The Pacific Ocean is becoming acidic and is
acidic enough to dissolve the shells off of shellfish. He also attended a meeting of the Clallam and
Jefferson Weed Control Boards. Spartina is causing environmental problems in both counties.
Commissioner Austin presented a letter he drafted to send to the County's congressional delegation
regarding keeping the Falls View Campground open longer during the camping season.
Commissioner Austin moved to approve the letter and to have it formatted properly for the
Board to sign later this morning. Commissioner Sullivan seconded the motion which carried
by a unanimous vote.
Commissioner Sullivan reported that this week he has a meeting of the regional transportation
organization which will include a tour of the projects. There is also an 03A meeting in Shelton and
they would like as many Commissioners at this meeting as possible.
Chairman Johnson attended a meeting regarding planning for the future of Fort Worden which is
home to 16 businesses as well as the numerous historical buildings of the Fort.

· The County Administrator announced that the deliberation on the Port Ludlow Development
Agreement had been scheduled by the Board for June 16, but that meeting is full so a new date and
time for this deliberation will be coordinated by DCD staff.
The Board met in Executive Session from 10:00-11 :00 a.m. with Interim County
Administrator, Deputy Prosecuting Attorney, Community Development Director, Planning Manager, and
Associate Planner re: Attorney-Client Privilege; Exemption as Outlined in the Open Public Meetings Act
RCW 42.30.110 (l)(i) Actual Litigation. At the conclusion of the Executive Session the Board resumed the
regular meeting with all three Board members present.
AUTHORIZING the Appointment of a Deputy Prosecuting Attorney; Mark Johnsen:
Deputy Prosecuting Attorney David Alvarez reported that he has received three more petitions on the
Critical Areas Ordinance that need to be addressed by the Prosecuting Attorney's Office. Commissioner
Sullivan moved to authorize the Prosecuting Attorney to appoint Mark Johnsen as a Special Deputy
Prosecuting Attorney for these petitions since he has been in this role for the County in the past on land use
issues. Commissioner Austin seconded the motion which carried by a unanimous vote.
PROCLAMATION: Jefferson County Master Gardeners Week: Several
representatives of the Master Gardener program were present when Chairman Johnson read the
proclamation for this program which is celebrating 35 years of service in Washington State and proclaimed
the week of June 1 through 7,2008 as Master Gardener Week. Commissioner Sullivan moved to approve
the proclamation. Commissioner Austin seconded the motion which carried by a unanimous vote.
County Administrator Briefing Session: Meeting cancelled.
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at
approximately 11: 15 a.m. until the next regularly scheduled meeting. Commissioner Austin seconded the
motion which carried by a unanimous vote.
