Why an electrified fleet matters – Seattle Times Editorial Response
Due to the delay completing work on the first of three Jumbo Mark II (JM II) vessels undergoing midlife propulsion work, the Seattle Times published an editorial (attached) urging lawmakers
to delay the long-planned work on the next two JM IIs, the Tacoma and Puyallup, until after new ferries are delivered in four years.
The public’s impatience with the conversion timelines and its impact on vessel availability and on-time-performance is understandable and shared by WSF staff…we get it. Long waits when
service is disrupted makes it hard to remember why we’re doing this work now – but there are reasons. Here are three top considerations to keep in mind: long-term reliability, costs,
and health and climate benefits.
Reliability: While these conversions undeniably affect our service and customers in the short-term, if we pause, the long-term impacts to service and customers will be even greater.
Cancelling or postponing these projects would affect the long-planned update of the 25-year-old obsolete propulsion equipment on these vessels. In the same way we have to do regular
maintenance and updates on our cars, the same must be done for our ferries, which operate more than 45 weeks a year, 20-22 hours a day. To this point, past is prologue: WSF has been
able to keep vessels that received their midlife retrofits, such as the Yakima and Kaleetan, in service and had to decommission the Hyak and Elwha, vessels that didn’t get their midlife
service. Pushing out this work means more breakdowns, cancelled sailings, and reduced routes, causing exactly the service reliability woes the Seattle Times wants to avoid.
One silver lining, as cancellations due to crewing decrease, and additional vessels become available for service, the impacts of the JM IIs being out for this work will lessen.
Costs: Postponing projects means higher costs. Legislators are already grappling with a budget stretched thin with unmet needs and delaying this work means increased funding needs as
inflation and materials costs spiral.
There are also costs associated with diesel. The JM II vessels being converted are the three biggest gas-guzzlers of our 21-vessel fleet (14%). The JMIIs consume nearly five million
gallons of fuel per year - 26% of WSF’s total fuel consumption. Converting these vessels means millions of dollars in annual fuel savings.
Finally, the JM II conversions are under contract and underway. Equipment is procured, the project team is staffed, and contractors are working. There is momentum. The process to convert
the first vessel took longer than originally expected, but with experience gained the next two planned conversions will be more efficient and cost effective. Cutting the current contract
short will mean starting over again with a new procurement process.
Health and climate benefits: While ensuring we have vessels available to ensure service is key, so is WSF’s responsibility to meet requirements for reducing greenhouse gas emissions.
This is also the right thing to do. The conversions reduce noise and pollution that harms some marine life, passengers, crew and neighborhoods surrounding our terminals.
The Washington State Legislature passed RCW 70A-45.050 <https://app.leg.wa.gov/RCW/default.aspx?cite=70A.45.050> , requiring state agencies to reduce greenhouse gas emissions from 2005
levels by 45% by 2030, and 70% by 2040. In response to this directive and community support for electrification in WSF’s 2040 Long Range Plan <https://wsdot.wa.gov/travel/washington-state-ferries/ab
out-us/washington-state-ferries-planning/washington-state-ferries-long-range-plan> (LRP), WSF developed a comprehensive System Electrification Plan <https://wsdot.wa.gov/sites/default/files/2021-11/
WSF-SystemElectrificationPlan-December2020.pdf> (SEP). As recommended in the LRP, the SEP calls for 16 new hybrid-electric vessels, converting six existing vessels to hybrid-electric
power, and electrifying 16 terminals.
The legislature showed strong support for this plan, providing initial funding of more than $1.6 billion to build five new ferries, convert up to four ferries currently in the fleet,
and proceed with electrification of ferry terminals in central Puget Sound. The remaining two conversions are partially funded through the Climate Commitment Act - $29.2 million for
the Tacoma and $5.4 million for the Puyallup.
Delivering such an ambitious plan within the statutory timeframe required WSF to proceed with speed and care, and we are doing so. In less than two years, we have built a team of capable
professionals (including a Strategic Advisory Committee of industry experts), completed compressive predesign studies for the Seattle and Bainbridge terminals, issued a nationwide contract
solicitation for five 160-Auto ferries, and awarded a contract for the first major construction project of the plan - conversion of three JM IIs.
WSF is among the many entities taking part in the clean energy transition. As we build new vessels and modernize existing ones, we will continue looking for creative service solutions
and we will continue to communicate honestly about our progress.
With an important undertaking like this requiring an agreed upon plan, we look forward to continuing to work with the governor, the legislature, and the public as we transform the nation’s
largest ferry fleet to clean hybrid-electric propulsion. This journey will end with bigger savings, healthier communities, and importantly – better service.
Major Milestones of the Week
The team working on the Wenatchee’s conversion made some good progress this week on several key areas on the vessel, most notably the battery rooms. The final shipment of Wenatchee’s
new power source, the batteries, were unloaded, tested and will be placed in climate-controlled storage until closer to delivery. Preparation of the battery rooms for installation
of the battery cubicles is nearly complete. Low voltage cables are being pulled throughout the ferry. Photos attached.

while still operating on the route or returned to service as quickly as possible helping reduce service impacts. Last week, the 90-vehicle Sealth, one of the two vessels then assigned
to the Clinton/Mukilteo route, needed immediate repairs to its generator, a vital component of the vessel. Behind the scenes at Eagle Harbor, the team’s work is ongoing on the reduction
gears of the 124-vehicle Issaquah to ensure it’s ready to return to service.

For the week of Sept. 30 - Oct. 6, our customer service team sent 114 rider alerts, received 1,817 customer calls, and fielded more than 160 written comments and emails related to reservations,
schedules, and fares.
After more than 18 months of collaboration, WSF and the San Juan Islands Schedule Update Task Force, a group of 24 community members advising us on updates to the Anacortes/San Juan
Islands sailing schedule <https://wsdot.wa.gov/construction-planning/search-studies/anacortes-san-juan-islands-schedule-update> , met on Oct. 2 to finalize the new Winter 2025 sailing
schedule that will begin on Dec. 29, 2024. In addition to weekend interisland service, the new schedule includes adjustments to improve on-time performance and reliability. Reservations
for the winter season will be released on Oct. 29. WSF will continue to work on new schedules for spring/fall and summer, informed by over 400 public comments received during community
engagement over the last several months.
System Electrification
Last week, WSF and Puget Sound Energy (PSE) signed an Engineering Services and Construction Agreement to begin collaboration on a project to bring electrical power to the Clinton Terminal.
The WSF electrification team also held a kickoff meeting with PSE reps to discuss the alternative alignment options for the project. The Clinton-Mukilteo route is slated to be the
first electrified route for the new 160-Auto Hybrid Electric ferries. WSF is working hard to electrify the route by late 2028.
Service Reliability
For the week of Sept. 30-Oct. 6, we completed 98.68% of our 2,795 scheduled sailings. Of our 37 cancellations, 70% (26) were due to vessels being out of service, 27% (10) were due to
schedule resets (when a boat is so far behind schedule, we cancel a sailing to get it back on schedule, providing predictability for customers), and 3% (1) was due to terminal maintenance.
For a second week in a row, there were no cancellations due to crewing.
Vessel Availability
We’re operating at our 15-vessel current service level, adding a 16th “bonus” boat seven days a week on the Fauntleroy/Southworth/Vashon “Triangle” route when crewing and vessel availability
allows.
There have been several boat moves over the last few days, as vessels completed maintenance and others moved into it. Capacity was added on the Clinton/Mukilteo route with the swap of
the 90-vehicle Sealth for the 124-vehicle Kitsap. The Sealth then sailed north, replacing the 124-vehicle Chelan until the end of the month. To adjust for the Sealth’s smaller size,
vessel positions were changed to ensure appropriate service to all islands.
Jumbo Mark II Conversions/New Vessels/Terminal Electrification
Hybrid Conversions – Upgrades to the Wenatchee propulsion system and installation of electric power equipment is expected to be completed and return to service in summer 2025. Significant
work has been completed to date to include removal of two propulsion diesel generators, installation of electric power conversion and distribution equipment, upgrades to obsolete propulsion
control equipment, reconfiguration of piping systems, and build-out of two new battery rooms. The Tacoma conversion will not happen until the Wenatchee returns to service. View a video

New Vessels – The contracting process for new vessels continues and we’re in active discussions with industry about the terms of the Invitation for Bid we released. We’ve received three
pre-qualification packages from shipyards across the country. We are still scheduled to deliver two boats in 2028.
Terminal Electrification – WSF is in the process of planning and designing charging infrastructure at 16 of our ferry terminals. This effort begins with ensuring that each terminal will
be able to secure sufficient energy through collaboration with local utilities.
