Over Naylors Creek the Tom Jay Bridge )
WHEREAS,Tom Jay was a leader of local salmon recovery projects for many years; and
WHEREAS,Tom Jay and friends installed log weirs downstream of the old Naylors Creek culvert
in the early 1980's that provided fish passage through the culvert for 40+years; and
WHEREAS, Tom Jay led several other salmon recovery projects on Naylors Creek; and
WHEREAS, Tom Jay was instrumental in the creation and implementation of many salmon
restoration projects in East Jefferson County; and
WHEREAS, Tom Jay led the effort to restore the Summer Chum Salmon run in Chimacum Creek;
and
WHEREAS,Tom Jay was one of the founders of Wild Olympic Salmon and one of the original
board members of the North Olympic Salmon Coalition; and
WHEREAS, it would be a fitting tribute in recognition of all the effort Tom put into salmon
recovery projects in East Jefferson County to name the new structure over Naylors Creek in his honor;
and
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners of Jefferson
County, Washington do hereby name the newly built bridge over Naylors Creek on West Valley Road
THE TOM JAY BRIDGE.

SUBJECT: Naming the new bridge on West Valley Road over Naylors Creek the Tom
Jay Bridge
STATEMENT OF ISSUE:
In honor of his decades of service to salmon in our region, we are recommending naming the new bridge on
West Valley Road over Naylors Creek the Tom Jay Bridge.
ANALYSIS:
The old culvert was first identified as a fish passage barrier in the early 1980's by local folks. Tom Jay and
others installed log weirs to bring the water level up and make it passable by coho. The weirs provided fish
passage for years until the culvert could finally be replaced and now a new 16-foot concrete box culvert got
set in August at Naylors Creek, West Valley Rd. MP 2.555 (photos attached). Naylors Creek connects Gibbs
Lake to Chimacum Creek and is used by cutthroat trout and coho salmon. This fish barrier removal project is
replacing a rusted out 5-foot diameter metal culvert that has been on our priority list for 25 years. It is also
on the first page of WDFW's prioritized fish barrier list for Jefferson County Roads.
Funding started as State Brian Abbot at 85%but our team successfully negotiated a transition to federal
PROTECT funding at 100% (no County match). Construction cost was around $1 million. Contractor was
Nordland Construction. Gratitude to them and our Jefferson County project team including project manager
Bruce Patterson, right of way lead Colette Kostelec, and Engineering Services Manager Eric Kuzma.
FISCAL IMPACT:
Cost of making and installing a sign near the Naylor Creek crossing.
RECOMMENDATION:
Approve naming this crossing in memory of Tom Jay and install a sign.
