Approval of Agenda: approved by acclimation 3. Approval of Minutes: a. September 4, 2024 Regular Meeting – 6 approve, 3 abstentions GENERAL UPDATES 4. Planning Commission Updates a. Commissioner Koan: Opportunity to move the Planning Commission meeting space to the WSU extension classroom in Port Hadlock. Planning Commission action: Motion to move the Planning Commission permanent meeting space from the Tri-Area Community Center in Chimacum to the WSU extension classroom in Port Hadlock beginning with the first Planning Commission meeting in January 2025 put forth by Commissioner Koan, seconded by Commissioner Richert. 6 votes yes – 3 votes no / motion passes. b. Commissioner Stroming: Disclosure: moving from District 1 to District 2, will complete current term in current role. 5. DCD Staff and Director Updates a. General updates: The County anticipates holding a public hearing on proposed short term rental legislation during the November 6, 2024 meeting. The proposed ordinance would be available October 23, 2024. PUBLIC COMMENT – GENERAL 6. Public comment period (general) - None REGULAR BUSINESS • Public Hearing and deliberation: 2024 Comprehensive Plan/UDC Annual Amendments a. Staff presentation - Josh Peters b. Consideration of public testimony – testimony for proposed Amendment 4 submitted by Eric Toews c. Initiated deliberation: Commissioner comments: Stroming: Are we still expanding the UGA? It sounds like we are only considering an expansion at this time. Mr. Peters confirmed that yes, we are hoping to amend (expanding) the PT UGA boundary with proposed Amendment 2. 621 Sheridan St. P: 360-379-4450 Port Townsend, WA, 98368 PCommissionDesk@co.jefferson.wa.us 2 Stroming: Does the PT sewer plan contemplate extending into the Glen Cove area, etc.? Staff will supply the PC members with a link to the PT Sewer Plan. Sircely: Does not see significant changes in Amendment 4 from the 9/4 version to the 9/18 version. Koan: regarding proposed Amendment 4: Do we need to notify adjacent property owners? Uncomfortable making a recommendation without a clear path to public involvement in the process. Schwartz: Is concerned about public comment period(s). Does not feel that the public is informed. Concerned about general public noticing across all actions. Recommends using PC budget funds to place public notices in the newspaper of record. Actions and recommendation (Commissioner Llewellyn no longer present in the meeting at this time): Motions: Proposed Amendment 1: Koan / 2nd Richert = 8 in favor – Motion passes Proposed Amendment 2: Schultz / 2nd Richert = 7 in favor / 1 abstention – Motion passes Proposed Amendment 3: Coker / 2nd Richert = 8 in favor – Motion passes Proposed Amendment 4: Richert / 2nd Coker = 7 in favor / 1 against – Motion Passes Motion (Richert) to approve 2024 CP Amendment Docket with staff recommendations and approval conditioned to require a BoCC public hearing: Schwartz: Yes Schultz: Yes Sircely: Yes Koan: No Chair Hull: Yes Richert: Yes Stroming: Yes Coker: Yes Motion passes. • Adjourn 7:11 pm ADJOURNMENT The next Planning Commission meeting is scheduled for 2024-10-16 at 5:30 at the Brinnon Community Center.
