HomeMy WebLinkAbout101124 email - 2025 Periodic Update planning_ public participation_ climate resilience surveyGreetings County Commissioners: This message is to update you on matters related to the 2024 Comprehensive Plan Annual Amendment Cycle <https://www.co.jefferson.wa.us/1721/2024-Annual-Amendment-Cycle> and the 2025 Periodic Update <https://www.co.jefferson.wa.us/1708/2025-Periodic-Update> required by GMA <https://app.leg.wa.gov/rcw/default.aspx?cite=36.70a> . * 2024 Amendment Docket: Yesterday, DCD provided 60-day review notice to the State Department of Commerce for our 2024 Docket. Board action on the Docket is anticipated on Monday, December 9, per the annual amendment cycle outlined in the Unified Development Code (UDC). The 2024 Amendment Cycle webpage <https://www.co.jefferson.wa.us/1721/2024-Annual-Amendment-Cycle> now includes an October 10 supplemental staff report to the September 4 integrated staff report for the 2024 Docket. The supplemental staff report (including maps) outlines modifications to two of the four proposals: * Port Townsend Urban Growth Area expansion to include the Caswell-Brown Village housing facility and adjacent publicly-owned parcels * Comprehensive Plan and UDC amendments—in coordination with the Port of Port Townsend—related to expansion of the Airport Essential Public Facility District and reconfiguration of the Airport Overlay-III light industrial area at the Jefferson County International Airport * DCD is working on materials to transmit the Planning Commission recommendation on the 2024 Docket and a corresponding adopting ordinance to the Board for consideration. Both DCD and the Planning Commission recommend that the Board hold a public hearing before taking action on the Docket (on December 9). To that end, DCD will seek approval as part of an upcoming Board agenda for a public hearing notice. * 2025 Periodic Update: The October 16 Planning Commission meeting will be held at the Brinnon Community Center (and accessible via Zoom). See description below and/or visit the Planning Commission webpage <https://www.co.jefferson.wa.us/580/Planning-Commission> for details and documents. The main topic is discussion on the proposed Public Participation Plan for the 2025 Periodic Update, which includes the Community Engagement Plan for climate resilience planning, as required by HB 1181 <https://app.leg.wa.gov/billsummary?BillNumber=1181&Chamber=House&Year=2023 > . * As part of the engagement effort for climate resilience planning <https://www.co.jefferson.wa.us/1778/2025-Climate-Resilience-Planning> , we have made an online survey available for residents and interested parties. Please feel free to spread word about the survey, as the more responses we get, the better (including yours!). We will be collecting responses through the end of the year, and that information will be considered during drafting of a proposed Climate Resilience Element for inclusion in our Comprehensive Plan in 2025. * Link to Climate Resilience Survey <https://arcg.is/8TbTf0> * Following engagement with the Planning Commission, community groups, and the public, DCD will bring the final Public Participation Plan to the Board in a workshop format. At the same meeting or in the same timeframe, DCD will bring to the Board resolutions for your consideration to amend the Countywide Planning Policy <https://www.co.jefferson.wa.us/1708/2025-Periodic-Update> and establish population projections to 2045 for planning purposes as part of the 2025 Periodic Update. The proposed resolutions will reflect recommendations of the Growth Management Steering Committee following a series of five public meetings this year.
