SUBJECT: Determining State and Federal Legislative Priorities
STATEMENT OF ISSUE:
Jefferson County has engaged Strategies 360, a lobbying firm, for many years to help secure funding for
road projects, the Port Hadlock sewer and, more recently, Congressionally Directed Spending requests. This
workshop is intended to provide an opportunity for the BOCC to discuss our 2025 state and federal
legislative and funding priorities with Stephanie Wright, who now oversees the WA S360 office.
ANALYSIS:
The BOCC should discuss and determine its priorities for the upcoming state legislative session and
decide whether there is capacity to take on any additional federal requests. Commissioner Dean has
been the primary point of contact for both the Olympia and DC S360 lobbyists. With her leaving at
the end of 2024, the Board of County Commissioners needs to appoint a new contact and determine
how to best use the services of our lobbyists, and discuss how to integrate this work with WSAC
LSC and NOLA (and any additional lobbying efforts, such as Commissioner Eisenhour's work on
forestry issues).
FISCAL IMPACT:
The County pays S360 a monthly amount to provide lobbying services.
RECOMMENDATION:
Participate in a workshop to decide on legislative agenda for 2025. Appoint a new BOCC member to take
on legislative efforts. Decide how to align myriad legislative efforts.
