The Single Biggest Threat to Transit, 2025 WSTA Events and Meetings, Leadership Symposium, Committee Season is Here, From the Other Washington, Transit Jobs, and Transit News Vol. 9, Issue 31 October 19, 2024 View this email in your browser <https://mailchi.mp/faa258e3550d/the-wsta-weekly-17985624?e=7ccb4f03e2> <https://mcusercontent.com/6c70c3a1d76c22fe2ef2a8361/images/547fd40c-aaff-400e-270e-fce1bef58fce.png> Message from the Executive Director ________________________________ The Single Biggest Threat To Transit: I-2117 As ballots begin hitting mailboxes this weekend across the state of Washington, I want to take a moment and emphasize what I have been talking about since January: the single biggest threat to public transit is Inatitive 2117 (I-2117). The facts and information are clear: If I-2117 passes on November 5, public transit will lose nearly $3 billion over the next 14 -16 years. Every single transit agency in the state will lose funding as a result of its passage. I-2117 will repeal the Climate Commitment Act (CCA), the revenue source in the historic Move Ahead Washington package passed by the legislature in 2022, which invested billions in public transit. The graph below shows how much money would be lost per biennium with the passage of I-2117, pushing funding levels back to 2019 - 2021. Hundreds of millions would be eliminated per biennium. <https://mcusercontent.com/6c70c3a1d76c22fe2ef2a8361/images/06c9e5d4-5148-258f-b3ee-48a7ea181157.png> But what exactly will be impacted?; A LOT! Move Ahead Washington pumped billions into current and new grant programs. Plussing up the Special Needs grant program by over a half billion over 16 years. After years of advocacy by WSTA, we established a brand new grant program to fund a State Bus and Bus Facilities grant, funding critical transit infrastructure projects around the country. But, the marquette element was over $1 billion in funding for the Transit Support Grants, better known as the Youth Ride Free. Every single transit agency, from King County Metro, the largest, to Garfield County Public Transportation, the smallest, will be impacted negatively. And I can not stress enough that the legislature has no backup plan to find replacement funding. Passage means transit agencies across the state will have to make hard decisions. These may include cuts in services, delays in capital projects, the re-institution of youth fare, or the return to full fare of those agencies that chose to go entirely zero-fare with the funds. This is not the time to remain uneducated or to think that we, as a public transit industry, won't be impacted. With hope for a better, brighter future. Justin D. Please see below for a review of each candidate’s domestic policy platform focused on the areas of transportation, housing, energy and environment, and broadband and cybersecurity. Additional federal developments this week are highlighted in separate sections at the bottom of this update. Transportation With the expiration of the Bipartisan Infrastructure Law (P.L. 117-58) on the horizon at the end of September 2026 and Congress set to focus on the development of the next surface transportation reauthorization, the Trump-Vance Administration or Harris-Walz Administration will have an opportunity to shape the future of the American transportation network and infrastructure policy. The next Administration will also have the opportunity to allocate the final tranches of BIL funding authorized by Congress in Fiscal Years (FY) 2025-2026. However, the two candidates would take different paths to how those funds are awarded beyond considerations outlined in the statute of the law. If Vice President Harris is elected, we would expect the Harris-Walz Administration to continue advancing many of the Biden Administration’s strategic discretionary funding priorities centered on safety, climate resilience, equity, workforce development, job quality, and wealth creation. In programs with multi-modal eligibility, we anticipate that a Harris Administration would likely continue to provide an equitable distribution of funding for projects across modes including highways, public transportation, pedestrian and bicycle infrastructure, and rail. There would be continued support for building out a national network of electric vehicle charging infrastructure and for vehicles, equipment, and infrastructure projects that help reduce greenhouse gas (GHG) emissions. Former President Trump would likely offer some attempted departure from the status quo to the extent that it is possible within the guardrails of the current surface transportation authorization. In his official platform <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=c1b5f01b3c&e=7ccb4f03e2> , the former President previews efforts to repeal Biden-era regulations, stating “Republicans will revive the U.S. Auto Industry by reversing harmful Regulations, canceling Biden’s Electric Vehicle and other Mandates, and preventing the importation of Chinese vehicles.” The allocation of discretionary funding would likely steer away from the climate and equity priorities of the Biden-Harris Administration, veering toward funding more projects in rural communities and more projects supporting road and highway expansion rather than public transportation, high-speed rail, or pedestrian facilities. We would expect that a Trump-Vance Administration would scrutinize past investments in the California High Speed Rail Project. President Trump would seek to hold grantees accountable for delivering project components on schedule and in accordance with grant agreements. Additionally, President Trump’s platform proposes to “strengthen Buy American and Hire American Policies, banning companies that outsource jobs from doing business with the Federal Government.” We would also note that the former President could once again explore his ability to impound federal funds appropriated by Congress for certain programs following recent decisions by the Supreme Court. A Trump-Vance Administration would likely welcome legal challenges from stakeholders revisiting past regulations in light of the decision striking down the Chevron doctrine. Direct Pay U.S. Department of the Treasury Internal Revenue Service * The Internal Revenue Service (IRS) announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=9cc2c97f3d&e=7ccb4f03e2> that “certain applicable entities that are making an elective payment election” to receive direct payments of clean energy tax credits authorized by the Inflation Reduction Act (P.L. 117-169) will be granted “a six-month automatic extension of time to file an original or superseding Form 990-T, Exempt Organization Business Income Tax Return, with relevant schedules and forms.” See new guidance <https://watransit.us1 2.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=e95dabf195&e=7ccb4f03e2> from the agency detailing entities eligible for this relief and impacts for elective payment selections moving forward. <https://gallery.mailchimp.com/6c70c3a1d76c22fe2ef2a8361/images/ea436c8d-6255-4572-b705-ffd9193ee521.png> Transit Job of the Week ________________________________ Planning Project Manager II/III – Operational Design Community Transit As a Planning Project Manager II/III, you will plan and lead the planning and design of transit capital projects. Projects will focus on roadway improvements to reduce bus delays and upgrades to transit facilities, including enhanced accessibility and passenger amenities in bus zones. This role will lead the bus stop capital improvement program and support the speed/reliability program. You will be responsible for all elements of project lifecycles, including proposal, schedule, budget development, and data collection and analysis.
