Applicant: Bayside; Project: Hadlock Housing Please provide answers to following questions: Threshold Requirements: What is your experience with developing manufactured/mobile home parks? (In response to threshold question “Provide a brief description of … delivering similar programs or projects.”) What is your experience with park model housing? Approach: Provide detailed answer to: “Is the Project or Program ready to use the funding now or are there actions to be taken before the Project or Program can begin? If so, what are those actions? * Please clarify timeline for project. Which activities do you expect to be completed in 2025? What is the first phase of this project? When do you expect to have lease? * Have you identified park model home vendor and confirmed 2025 delivery of units? Have you identified groundwork contractor availability for 2025? * What permits have you identified the project will need. Please note that park models are not permitted for permanent habitation per Brochure 16: “DCD does not issue permits for [park model homes].” What is timeline for obtaining permits? Provide detailed answer to: “Will the requested funds fully fund the Project or Program? If not, how does the organization intend to fill the gap?” (Also, see budget questions below.) Provide detailed answer to: “Could the Project or Program be scaled (include the per unit cost of the Project or Program)?” Provide detailed answer to: “Have additional funds been requested or will be requested? Identify the sources for those requests and the status of the requests.” Impact: Provide detailed answer to: “What other funds, donors, or community support are involved with the project? Will these funds leverage other funds? Identify other sources of funds that would be leveraged with the requested funds and/or how these funds will be used to leverage other funds. Provide detailed answers to: “How does this project serve marginalized populations and address risk of harm and barriers to housing stability? What is your plan for continuous improvement in order to serve historically underserved populations? The application notes that lease is for Peter’s Place. How will construction impact tiny home shelters? Will park models displace tiny shelters or are they in addition to tiny shelters? Bayside is asking for funding for tiny shelter operations. Please clarify how shelters and park models will be used in tandem. Budget: What is entailed in acquisition costs? Please provide a detailed construction budget, including permitting costs, cost of unit, cost of groundwork, including cost per unit site. What is cost to bring units to permanent housing energy standards? 2. Applicant: Bayside; Project: Woodley Place Please provide operations budget for Woodley Place. What are subsidies paying for? 3. Applicant: Olympic Housing Trust, Project: Dundee Hill Please provide additional information on your income eligibility guidelines. You state in your proposal, households “[M]ay be at 50-60% AMI”. Are households that exceed the 60% AMI requirement for 1590 funds also eligible? 4. Applicant: Habitat, Project: Critical Repair What is the need for critical repairs (e.g. number of underhoused seniors) in relation to the level of service? How are service recipients identified and prioritized in relation to “serv[ing] marginalized populations and address[ing] risk of harm and barriers to housing stability?” What was performance for critical repairs in 2024? 5. Applicant: OlyCAP, Project: Caswell-Brown What is capacity of Community Build to provide 20 new tiny shelters in 2025? Do you have their agreement to provide these if you secure funding? How will you serve the needs of people in RVs that will be replaced by tiny shelters? What is the percentage of marginalized people living in RVs? Are Consolidated Grant funds used for Caswell-Brown? 6. Applicant: OlyCAP, Project: Haines Street Are Consolidated Grant funds used for Caswell-Brown? Are monies from other sources provided for units for individuals involved in Jefferson County Therapeutic Courts? 㺀Ă
