MINUTES
Week of June 23, 2008
Chairman Johnson called the meeting to order in the presence of Commissioners David
Sullivan and John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens: several
residents of Brinnon asked the County Commissioners to intercede with Olympic Community Action
Programs (OlyCAP) regarding their intention to discontinue the senior nutrition program at the Brinnon
Community Center; a request was made that the Commissioners authorize an independent audit ofOlyCAP's
general fund that focuses on the profits generated from the Bayshore Motel, and a suggestion was made that
those profits be redirected to meet the needs of the Brinnon community; two citizens made comments about
telephone numbers that were redacted in a public records request regarding local calls made from
Commissioner Sullivan's office; information on Commissioner Sullivan's public disclosure form was
reviewed; a citizen who has advocated a County noise ordinance for the past several years asked the Board to
do something about his request; several of the Puget Sound Partnership's strategic priorities were reviewed;
currently rural Jefferson County is bearing the major brunt for salmon recovery and other environmental
programs; the State Department of Ecology has announced that the permit for the domestic wastewater
treatment facility in Port Townsend is to be reauthorized and this water could go through tertiary treatment to
be cleaned up and used for aquifer storage and recovery; and a citizen noted that he has written over twenty-
five letters to the Board and hasn't received a response.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin
moved to approve the Consent Agenda as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.

PROCLAMATION re: Jefferson County Recreation and Parks Month: Chairman Johnson
read the proclamation designating July as Jefferson County Recreation and Parks Month. Commissioner
Sullivan moved to approve the proclamation as presented. Commissioner Austin seconded the motion which
carried by a unanimous vote.
Parks and Recreation Manager Matt Tyler reported that July is National Parks and Recreation Month and local
communities throughout the country are taking advantage of this opportunity to promote and celebrate parks
and recreation through a series of events and campaigns. There will be a newspaper advertising campaign
about the County parks and service projects on the Larry Scott Trail and at H.J. Carroll Park are scheduled.
NOTICE OF PUBLIC HEARING re: Sale of Surplus County Equipment: Treasurer Judi
Morris asked the Board to approve a public hearing notice regarding the intent to sell surplus County
equipment. The equipment includes various vehicles and trailers, solid waste equipment, and E911 tower
equipment. If approved for sale, the equipment will be sold through auctions at Stokes and Richie Brothers in
Olympia, and the E911 tower equipment will be sold on EBA Y.
Commissioner Austin moved to approve the public hearing notice regarding the intention to sell surplus
County property. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The
hearing is scheduled for July 21 at 11 :00 a.m.
APPROVAL OF MINUTES: Commissioner Austin moved to approve the minutes of the May
29,2008 special meeting with the Quinault Indian Tribe and the Grays Harbor County Commissioners as
presented. Commissioner Sullivan abstained from the vote due to an excused absence from that meeting.
Chairman Johnson seconded the motion which carried.
Commissioner Austin moved to approve the minutes of the Commissioners regular meeting on June 9, 2008 as
presented. Chairman Johnson had an excused absence from that meeting. Commissioner Sullivan seconded
the motion which carried.

COMMISSIONERS BRIEFING SESSION: The following items were discussed:
. Commissioner Austin attended a Hoh Tribe potlatch ceremony last weekend in the West End.
. There was also an American Red Cross class in the West End on disaster preparedness.
. Commissioner Sullivan reported that he talked with several people about OlyCAP's decision to
discontinue the senior meals at the Brinnon Community Center. The Board agreed that there was a
communication breakdown when OlyCAP only gave the seniors two days notice before they planned
to stop the meals. Commissioner Sullivan noted that the rising cost of food and fuel is impacting this
type of program nationwide and rural communities will be most adversely affected. He added that
frozen dinners will be offered instead. He and Chairman Johnson agreed that this presents an
opportunity for the Brinnon community to work together to come up with creative solutions to deal
with the elimination of the program. Commissioner Austin added that social interaction is also a large
part of the senior meals program.
. There wil1 be an award ceremony and fundraising event this week to honor the young man who risked
his life to save a woman whose house was engulfed in fire.
. Commissioner Sullivan noted that this week there will be a presentation at the Tri Area Chamber of
Commerce meeting on the preliminary design and financing ofthe sewer in the lrondale/Port Hadlock
UGA.
Vyrle Hill, Executive Director and David Goldsmith, Member Services Manager,
Washington Counties Risk Pool re: Washington Counties Risk Pool Program Update: David Goldsmith
stated that the Washington Counties Risk Pool (WCRP) insurance policy was designed and developed
specifically for counties. He explained how the premiums are scheduled for the 28 member counties.
Jefferson County has chosen a deductible of $1 0,000. The property insurance program is based on the assets
of the member counties which spreads the risk out over a large portion of the State. The premium is much
lower than it would be on the commercial market.
Vyrle Hill noted that there is a congratulatory letter in the 2007 Annual Report from State Auditor Brian
Sonntag on the WCRP's nineteenth consecutive audit without a finding. The audit has been published and is
on the website. A letter is also included from the State Office of Financial Management regarding an
operational examination by the Local Government SelfInsurance Program and findings of compliance with
current guidelines from the State Risk Manager.
David Goldsmith explained that exposure units are based on worker hours of employees, volunteers, and
agents of the county. He reviewed a chart on the event frequency per worker hours and the average payout per
event. He also presented charts on liability event frequency and exposures and the cash payout. Although the
exposure is going up, the cost of the events since 1995 is decreasing. This is a good trend and shows that
program areas at the county level are being managed efficiently and effectively.
Spreadsheets were reviewed showing a breakdown for each county on open and closed claims by category
since the year the county joined the Pool and over the past 5 years. The Pool uses the information in the
spreadsheets to advise the counties on areas where they need improvement such as drivers training or manager
training about roles and responsibilities.

The WCRP conducts a membership compact compliance audit each year. Jefferson County's program
strengths and the priority of suggested areas of improvement were discussed. The County has 3 years to come
into compliance.
Commissioner Austin attended another meeting during the afternoon briefing session.
Chairman Johnson and Commissioner Sullivan were both present.
COUNTY ADMINISTRATOR BRIEFING: The following items were discussed:
. The reason the flag was at half mast.
. Fatal accident on Highway 101 in Brinnon.
. Public Infrastructure Fund overview.
. Dosewallips State Park large onsite septic system (LOSS) project.
. Possible budget retreat for Elected Officials and Department Heads.
NOTICE OF ADJOURNMENT: Chairman Johnson moved to adjourn the meeting at 3: 10
p.m. Commissioner Sullivan seconded the motion which carried.
