In the Matter of Providing a Positive }
Cash Balance in the Jefferson County }
Water Quality Fund (#128) }
RESOLUTION NO. 11-08
WHEREAS, the Jefferson County Water Quality Fund #128 budget provides
funding for the Water Quality Program administered by Jefferson County Public Health; and,
WHEREAS, the funding for the Water Quality Fund relies on grant funding and
funding from the County General Fund; and,
WHEREAS, Special Revenue Funds need 10% fund balance reserves
(approximately two months of expenditures) to operate; and
WHEREAS, the Water Quality Fund is in need of a cash transfer from the General
Fund to meet expenditure requirements based on average monthly expenses and cash flow to cover
expenditures because grants are invoiced quarterly;
NOW, THEREFORE, BE IT RESOLVED, that the County Treasurer be and is
hereby authorized to transfer an additional $33,000 to bring the restricted cash to $100,000 to the
Water Quality Fund to be held as Restricted Fund Balance.
BE IT FURTHER RESOL VED, that the Restricted Fund Balance shall be used to
provide funding to maintain a positive cash balance for said fund due to quarterly grant
reimbursements.

STATEMENT OF ISSUE:
In the Water Quality Fund (#128) per Resolution 78-07, the Capital Reserve Requirement for
this fund was increased from $67,000 to $100,000. This request is to authorize the County
Treasurer to transfer $33,000 to bring the restricted cash to $100,000 to the Water Quality
Fund to be held as Restricted fund Balance.
