Treos J ,fl1l'J1 STATE OF WASHINGTON County of Jefferson IN THE MATTER OF } RECOGNIZING COMMUNITY} CONTRIBUTION } RESOLUTION NO. 66-07 WHEREAS, members of the East Jefferson Rotary Club provided service to the community; and WHEREAS, the East Jefferson Rotary Club is celebrating twenty five years as a service club; and WHEREAS, the East Jefferson Rotary Club built the Pavilion at H. J. Carroll Park for the benefit and enjoyment of the citizens of Jefferson County; and WHEREAS, the East Jefferson Rotary Club occasionally utilizes the pavilion for official East Jefferson Rotary Club functions NOW, THEREFORE, BE IT RESOLVED by the approval ofthe Jefferson County Board of Commissioners, the week of July 16,2007 be East Jefferson Rotary Club week and the Parks and Recreation Division of the Public Works Department will forego fee revenues for use of the Pavilion by the East Jefferson Rotary Club for official East Jefferson Rotary Club functions in perpetuity. Fischbach, County Administrator Frank Gifford, Public Works Director ~ Monday, July 16thth, 11:00am to 11:15 am To: Agenda Date: Subject: Rotary Pavilion Statement of Issue: In 2005, generous donations of material, labor, and cash from the East Jefferson Rotary (the Club) made the dream of the Rotary Pavilion at HJ Carroll Park a reality. In order to recognize the special, personal, and heartfelt efforts on the part of the Club, and as a token gesture of appreciation of the Club, Parks and Recreation would like to forego fee revenues for the occasional usage of the Rotary Pavilion by the Club for official East Jefferson Rotary Club business functions in perpetuity. Analysis/Strategic Goals/Pro's & Con's: This action will support the 2007 County Strategic Goals 1,2,3,8 and 9. The pros include recognition of the value of community service, encouraging donations to the upcoming construction project at H.J. Carroll Park, and strengthening an important public private partnership. Fiscal Impact/Cost Benefit Analysis: The fee for the Pavilion is currently $30 plus $.50 per person/four hour period. Parks and Recreation will plan to forego fee revenues of approximately $135 to $175 per year as part of this program. The Rotary Pavilion is heavily used for weddings, family reunions, banquets, community events, etc. The Rotary Pavilion will generate approximately $3800 in revenue in 2008. This amount will increase over the years. The benefits include strengthening an important public private partnership. Recommendation: Review and adopt the attached resolution.
