next to the public bathrooms and Pope Marine Park open when the weather dips low. The cost to city is almost nothing. It was difficult last year for staff during declared emergency
because it got over ccrowded when there was extra room 100 ft away not fair to staff or consumers in terms of unnecessary stress.
