The funds, drawn from the Miscellaneous Current Expense (MCE) and backed by the federal American Rescue Plan Act (ARPA), aim to provide critical support to those facing challenges accessing adequate nutrition. This financial backing is set to be channeled through the county's Community Action Programs (CAP), which have historically played a significant role in supporting families in need. By bolstering organizations that work to ensure the availability of nutritious food, the county is striving to not only address immediate needs but also to improve overall health outcomes and secure longer-term food stability for its vulnerable populations. It supports folks in securing their basic needs and as they continue to gain stability and develop skills to exit poverty. “Transportation is a means to opportunity and access. It is nestled in between Hopelink’s Theory of Change that illustrates the path towards exiting poverty,” said Staci Sahoo, Hopelink Director of Mobility Management. “Without transportation, people don’t have access to food, employment, healthcare, and much more.” Whether it’s having a timely bus ride to a job interview, a wheelchair accessible vehicle to get to medical appointments, or a short walk across the transit station to access a connecting line – everyone needs access to reliable, affordable transportation. The RFP releases $487,560 in General funding for proposals that will implement programming to prevent GBV, which includes domestic violence, sexual assault, and commercial sexual exploitation. The state-funded program is called the State Energy Assistance Program (SHEAP). The state received $35 million, thanks to the Climate Commitment Act, with $21 million going toward utility benefits and $14 million going to energy upgrades. Now, those making 80% of the Area Median Income can qualify, meaning a family of four in Clark County making a little over $94,000 could be eligible through the program. This is in contrast to the Low-Income Home Energy Assistance Program (LIHEAP), which has been around for decades, which serves those who are up to 150% of the federal poverty level. “If you're below 150%, you would receive one program. If you're over that, then that's what we're using the state money for, so that we're expanding the people that we serve,” said Brian Sarensen, program manager for the Washington State Department of Commerce. This brings Washington’s total IRA Home Rebate Awards for both the Whole Home Efficiency Program and the Home Electrification and Appliance Rebate Program to just over $165 million. We're also pleased to announce that the program has received approval to increase the maximum rebate amount for low-income households. Washington State now has the highest rebates in the country. The approval of Washington’s application is the first step in a multiphase process outlined by the Department of Energy for the federal Inflation Reduction Act. Next steps include the submission of five individual plans, which detail critical program processes. We expect to submit these plans in the coming months and to launch both programs to the public in 2025. In Washington state, the BIPOC-ED Coalition—a multicultural, cross-sector collective of nonprofit leaders working to promote community wellness and restoration—has committed $1.37M to fund sabbaticals for BIPOC leaders. Recognizing that rest is essential for healing and social justice, the coalition established a fund, resourced by philanthropic partners, to launch the Sabbatical Leadership Program. This effort enables nonprofit leaders of color to take a break from work and create room for self-care—on their own terms. The need for rest isn’t limited to Washington state—it’s a nationwide issue that needs to be addressed.
