HomeMy WebLinkAboutMOTION re PIF 2025 funding JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners FROM: Heidi Eisenhour, Commissioner District No. 2 Mark McCauley, County Administrator DATE: November 4, 2024 RE: MOTION to Approve: Public Infrastructure Fund (PIF) Board Recommendations Regarding PIF Funding for 2025 STATEMENT OF ISSUE: The PIF Board met on Tuesday, October 29, 2024 to consider four project proposals,with $600,000 in funding available: • Jefferson County Public Works-Quilcene Complete Streets- $250,000 to $350,000(scalable) • Jefferson County Culvert Rehabilitation- $125,000(scalable) • Port of Port Townsend/Public Utilities District No. 1 -Jefferson County International Airport— property acquisition and infrastructure- $600,000 • City of Port Townsend—Lawrence Street Complete Streets- $198,000 Total funding requested: $1,048,000 Each jurisdiction made a brief presentation regarding their project and why it qualifies for funding. ANALYSIS: Each jurisdiction made a brief presentation regarding their project and why it qualifies for funding. Subsequent to the presentations County Administrator McCauley walked the PIF Board through a proposal that would fund a portion of three projects,one from each jurisdiction. The Jefferson County project proposed for funding was the Quilcene Complete Streets project. The proposal would delay$250,000 in approved funding for the Glen Cove project until 2026 which would free up those funds for the three projects to be funded in 2025. This increases 2025 funding to $850,000. FISCAL IMPACT: This request has no fiscal impact. However, its approval will lead to three grant agreements totaling$850,000 to be paid from the Public Infrastructure Fund,Fund 306. RECOMMENDATION: Approve a Motion delaying the Public Infrastructure Fund (PIF) Glen Cove funding project to 2026, and make the delayed amount of$250,000 available for allocation, along with the $600,000 already allocated in 2025,to be used to fund: 1) Airport property acquisition and infrastructure: $486,641; 2) Quilcene Complete Streets: $202,767; and 3)Lawrence Street Complete Streets: $160,592 for a total of$850,000 in PIF funds awarded in 2025.
