HomeMy WebLinkAbout048 08 ec' ,PH 3- 1//5/a 1f e ()..<; ft~ STATE OF WASHINGTON County of Jefferson Dedication of Conservation Futures Funds to the } Tarboo Creek Conservation Project as Authorized } by 8434 RCW and in Accordance with Ordinance } No, 06-0708-02 to Provide a System of Public } Open Spaces } RESOLUTION NO, '+8-08 WHEREAS, conservation futures tax levy collections, authorized under RCW 84.34.230 are an important means of retaining community character and accomplishing open space policies and objectives of the Jefferson County Comprehensive Plan that encourage the coordinated acquisition of key open space lands for long term protection, WHEREAS, Jefferson County is authorized by RCW 8434,210 and 8434.220 to acquire open space land, agricultural and timber lands, as defined in RCW 84,34.220, WHEREAS, the Conservation Futures Citizen's Advisory Board has reviewed project applications for 2008 and made its funding recommendations to the Board of County Commissioners in accordance with Ordinance No. 06-0708-02, WHEREAS, under the provisions of the Jefferson County Conservation Futures Program, the Northwest Watershed Institute, as project applicant and sponsor, requests assistance to aid in financing the acquisition of fee simple property on 24 acres of timber land in Sec, 28, T 28N, R I W with Assessor's Parcel Number 801281001, WHEREAS, The County retains enough developable land to accommodate the Tarboo Creek Conservation Project as well as the housing and employment growth that it is expected to receive, thus satisfYing the requirements of Chapter 449, Laws of2005, and WHEREAS, Jefferson County considers it in the best public interest to contribute to this acquisition project. STATEMENT OF ISSUE: At its meeting on June 16, 2008, the BoCC heard the recommendations of the Jefferson County Conservation Futures Citizen Advisory Board and took public comment on the Tarboo Creek Conservation Project application for conservation futures funding. The advisory board recommended that partial funding be awarded to the project. In its statement of June 2, 2008, the Department of Community Development recommended a finding that the proposed acquisition not be found to reduce the County's capacity to accommodate growth. The advisory board proposes that the BoCC dedicate $7,500 in conservation futures funds towards the fee-simple purchase of 24 acres in the Tarboo Valley south of Chimacum. This sum represents the balance of funds remaining for 2008 assuming full funding for the Finnriver Farm Project. The proposed match is a grant from the U.S. Fish & Wildlife Service National Coastal Wetlands Conservation program. The Northwest Watershed Institute is the applicant and sponsor. After the public hearing, the BoCC directed staff to draft a resolution to articulate the advisory board's recommendation and also satisfy the requirements of Chapter 449, Laws of 2005. Staff now requests that the BoCC consider the accompanying resolution to grant partial funding, contingent on the requisite 50% match, to the Tarboo Creek Conservation Project. Conservation futures tax levy collections, authorized under ROO 84.34.230 are an important means of retaining community character and accomplishing open space policies and objectives of the Jefferson County Comprehensive Plan. The Conservation Futures Citizen Advisory Board ranked the Tarboo Creek Conservation Project against preservation criteria established by the BoCC designed to implement projects that meet the established goals of the Conservation Futures Program. FISCAL IMPACT: The explicit purpose of the conservation futures levy is to fund acquisition projects to support a system of public open spaces. There is no impact to the county's general fund to support the Tarboo Creek Conservation Project. At the conclusion of 2007, the balance in the Conservation Futures Fund was $483,344. Subtracting anticipated 2008 expenses and the working capital requirement (10% of expenditures in the previous year), leaves $215,000 for 2008 projects. The recommended award for this project is $7,500. RECOMMENDATION: Staff recommends that the BoCC sign the accompanying resolution to satisfy Chapter 449, Laws of 2005 with regard to the Tarboo Creek Conservation Project and to dedicate $7,500 in conservation futures funding towards its implementation.
